E. EXECUTIVE SUMMARY

E.1 INTRODUCTION

The contract for providing consultancy services for Preparation of Detailed Project
Report for Dausa-Lalsot-Kauthun section of NH 11A Ext. under NHDP in the state of
Rajasthan was awarded to the joint venture of M/s Aarvee Associates Architects
Engineers & Consultants Pvt Ltd and M/s Nag Infrastructure Consulting Engineers Pvt
Ltd vide NHAI letter no NHAI/ RJ/11019/EPC/2011/3277 dated 11.12.2012.

This executive summary presents a synopsis of the Final Feasibility Project Report
pertaining to Dausa to Kauthun section of NH 11A Extn. which is now under
submission.

E.2 PROJECT DESCRIPTION

The Project road roughly forms a quarter-circle shape to the east of Jaipur extending
from Dausa on NH 11 on the East and Kauthun on NH 12 in South. The project road
starts at Km. 0.000 at Dausa (Km. 164.300 of NH 11) and ends at Km 82.850 in
Kauthun village on NH 12 (Km. 37.500 of NH 12). The development of the project
into Four Lane/ Two lane with paved shoulders will result in safe and efficient traffic
operation and will facilitate through traffic coming from North of Jaipur and going to
East of Jaipur and vice versa.

The total length of the project is about 82.850 km. Existing chainages are normally
referred in this report and design chainages are stated specifically in sections where
they seemed relevant.

Ministry of Road Transport and Highways has rationalized the numbering of National
Highways and renumbered National Highways vide Gazette Notification dated 4th
April, 2011. As per revised highway numbers, the part of the project highway from
Dausa to Lalsot is part of highway No 148 originating at Manoharpur and ending in
Lalsot. The remaining section of Kauthun to Lalsot is part of NH 23 originating from
Kauthun and ending in Dhaulpur in Rajasthan. Since it would be confusing to have
different chainages starting from Manoharpur and Kauthun, the design chainage is
reckoned from Dausa and continued to Kauthun.

The location map of the project stretch is shown in the Figure-1 below.

E.3 SURVEYS AND INVESTIGATIONS

The surveys and investigations carried out on the project comprise mainly of the
following:

 Detailed Inventory & Condition survey for road.

The details of road inventory & Condition survey are collected at every 100 m
and the following is the summary of the findings.

• The project road has two-lane with 7.0 m wide carriageway with earthen
shoulders varying from 1.0 m to 1.5 m on either side.

• The entire project section traverses through plain and rolling terrain.

• The predominant land use along the project road is agriculture. The
important crop grown along the project stretch is Mustard Seeds

• There are 8 major junctions and 54 minor junctions along the project road

• The surface condition of the pavement varies from good to poor.

• The available width of Right of Way varies from 20m to 45 m.

 Detailed Inventory & Condition survey for culverts and bridges.

Detailed inventory of the bridges has been carried out as per the guidelines in
IRC SP: 35 – 1990 and the results of the inventory are presented in the
format prescribed in IRC SP 35.

The summary of structures along the Project Highway is as follows:

• Major bridges 1

• ROB 1

• Minor bridges 9

• Pipe culverts 20

• Slab culverts 40

• Causeways 5

 Topographic surveys along the existing alignment and along proposed bypass
and realignments.

 Traffic surveys viz., Volume Count, Axle Load surveys, O-D surveys,
Intersection volume count surveys etc. including collection of secondary data
for traffic projections.

 Investigations of the existing pavement and sub grade involving BBD test,
Roughness test, DCP test.

 Subsoil explorations at the new/widening bridge locations

 Collection of samples from pits adjacent to the existing road & testing in the
laboratory.

 Identification of borrow areas/quarries for road and bridge construction


material, collection of samples and their analysis.

 Environmental baseline studies.

 Public Consultations and R&R studies

E.4 SOCIO ECONOMIC PROFILE OF THE PROJECT INFLUENCE AREA

The project road runs through three districts of Rajasthan viz. Dausa, Tonk and
Jaipur. Located in the Eastern Rajasthan, the project road mostly caters to intra-state
traffic than inter-state traffic.

According to the 2011 Census, the State has a total population of 68,621,012. Out of
this, 75.1% is rural and 24.9% is urban population. It shows that the level of

urbanization in the state is low compared to the national average level of


urbanization of 28%. The population density of 201 persons per sq. km. in the state
is also lower than the national average of 370 persons per sq. km.

The literacy rate in Rajasthan has seen upward trend and is 67.06% as per 2011
population census. Of that, male literacy is 80.51% while female literacy is 52.66%.

E.5 TRAFFIC STUDIES

Based on requirements of TOR, reconnaissance and map studies, the project road
has been divided into three traffic homogeneous sections and all the traffic surveys
viz. Classified Traffic Count Surveys, Origin – Destination and Commodity Surveys,
Intersection Volume Surveys, Axle Load surveys and Speed and delay Surveys etc.,
have been carried out. Secondary data has been collected for the purpose of
determining the Seasonal Variation Factors and Growth Rates for various count
stations and for vehicle categories respectively.

E.5.1 Average Annual Daily Traffic (AADT)

The classified Traffic Volume Count (TVC) surveys are carried out during the month of
November,2015 at Km. 7.000, Km. 36.500 and at Km. 60.000. The seasonal variation
factor for the month of November has been considered for all the traffic volumes.
AADT for different homogeneous sections are given in Table - E.1

E.5.1.1 Traffic Assignment on Lalsot Bypass


It is quite likely that the pavement constructed in Lalsot may be distressed in few
years and very soon that town administration may put restrictions on the passage of
heavy trucks which will be forced to use the bypass. Also, trucks passing through city
pose traffic hazard and hence there will be traffic curbs during day time. Hence all
loaded trucks (50% of total trucks traffic) are expected to make use of the bypass. It
is considered that 50% of buses will use bypass. AADT for Lalsot bypass is given in
Table E.2 below.

Axle load surveys have been conducted at 2 different locations spread along the
project highway. The VDF values assessed for different types of vehicles at each
location are given below in Table – E.3. The high VDF values are observed on Lalsot
to Dausa section on account of overloaded sand trucks.

The projected traffic in the project corridor has been assessed with growth rates
given in Table – E.4. A detailed summary of traffic volume projections has been
furnished in Table – E.5.

E.5.4 Capacity of the Highway


National and State Highways in rural areas are normally designed for LOS B as per
IRC: 64. The maximum capacities per day for different carriageway configurations for
LOS B are
• 15,000 PCUs for 2 lane carriageway with earthen shoulders

• 17,250 PCUs for 2 lane carriageway with paved shoulders

• 40,000 PCUs for 4 lane divided carriageway

• 57,000 PCUs for 6 lane divided carriageway

The years in which different sections of project highway reach the maximum capacity
of 2-lane with paved shoulders and 4-lane highway are given in Table – E.6.

E.6 PAVEMENT DESIGN

E.6.1 Design MSA


Project Highway is divided into three homogenous sections as shown in the table
below. Sand quarried from sand mines to the east of Lalsot is carried on the
Homogeneous section from Dausa to Lalsot (HS-1) and these over loaded trucks
have VDFs of the order of 50 and hence significantly contribute to MSA. Presuming
that there will not be any mining activity during rainy season the effect of sand
trucks is considered only for 300 days in a year. The summary of MSAs for different
project sections for different design lives of flexible pavement are given in the table
below:

E.6.2 Pavement Design


Pavement design is done for both flexible and rigid options. The flexible pavement
design is done using IRC: 37 – 2012 and checked with AASHTO-1993 pavement
design procedure. The rigid pavement design is done using IRC and CMA methods.
The overlay design is done using IRC: 81-1997 and checked with AASHTO-1993. The
Sub grade CBR for the new carriage way is taken as 10%. Sub grade thickness of
500mm is proposed for both flexible and rigid pavement options.
The flexible pavement design in accordance with IRC:37 – 2012 has the option of
stabilised sub bases and bases are examined with different options and which are as
given below.
• Option 1: Granular Base and Sub base
• Option 2: Bituminous surfacing over Cementitious bases (CTB) and Sub
Bases (CTSB) with a crack relief layer of Aggregate Interlock Layer (AIL)
• Option 3: Bituminous surfacing over Cementitious bases (CTB) and Sub
Bases (CTSB) with SAMI
• Option 4: Bituminous surfacing over treated RAP and cementated sub Base
• Option 5: Bituminous surfacing over Cementitious bases (CTB) and
Granular Sub Bases (GSB) with a crack relief layer of Aggregate Interlock
Layer (AIL)

E.6.3 Life Cycle Cost Analysis

Life Cycle Cost (LCC) has been carried out with the following options, for the sections
as mentioned below:

• Flexible Pavement Option (Alternate-1)

• Rigid Pavement Option (Alternate-2)

The above said two alternatives have been compared with the base case (Do
minimum / standalone project) for a period of 30 years for the both cases.

Net Present Value of 30 years for Flexible and Rigid Pavement options are given
below.

As per the above results, the NPV (Net Present Value) for the Rigid pavement option
is less than the Flexible pavement option.

By considering the life cycle cost analysis, existing road condition, VDFs of the order
of 50 in Dausa to Lalsot section, and keeping in view of the guidelines given in
Ministry’s circular No. RW/NH-33044/31/2014/S&R (R) (Pt) dated 04/08/2014, it is
recommended to provide Rigid pavement for the stretch from Dausa to Lalsot.

The Lalsot to Kauthun section is proposed to be upgraded to 2 lane with paved


shoulders. In this section, the traffic is significantly lower than the capacity of the 2
land road with paved shoulders. Also, the VDFs are not very high. In order to make
maximum use of the existing flexible pavement, new flexible pavement is proposed
in this section for widening, realignment and bypasses while overlays are proposed
for the existing pavement.

E.6.4 Recommendations for Pavement Design

Based on the project capacity requirements, the consultants recommend that the
project be up-graded to Four Lane (Dausa – Lalsot) and 2 lane with paved shoulder
configuration (Lalsot-Kauthun).

E.7.2 Typical cross sections

Seventeen types of typical cross sections have been developed for meeting the
project requirements. The description of the TCS is given hereunder. The applicable
TCS type for different sections of the project road is provided in the schedules for
tender documents.

E.9 ENVIRONMENTAL IMPACT ASSESSMENT

As per revised norms of MOEF issued in August, 2013, the project doesn’t require
environment clearance since the additional width of land being acquired along
existing alignment is less than 40 m and along realignments and bypasses is less
than 60 m. Baseline studies are to be carried out as per the standard ToR of MOEF
when Environment Clearance is not required.

E.10 RESETTLEMENT ACTION PLAN


The details of PAPs owning lands along the project corridor were ascertained from
base line surveys and concerned revenue records.

Detailed public consultations are being conducted with PAPs, NHAI officials,
concerned village representatives and revenue authorities. The demand of most of
the PAPs is for adequate compensation commensurate with prevailing market rates.

The final survey of the PAPs along the project stretch is in progress and the results
will be presented in the Detailed Project Report. Land acquisition plans are under
preparation with the help of village maps and these will be physically verified on
ground with the help of revenue authorities and discrepancies, if any, will be
rectified. After this exercise, the exact land extents as per revenue records will be
known. This will facilitate in finalizing the information required for 3(A) and 3(D)
notification in accordance with NH Act, 1956.

The entitlement matrix for the PAPs will be prepared in accordance with the NH Act
and National Policy for Resettlement and Rehabilitation for the Project Affected
Families, 2003. The detailed implementation schedule will be part of the final RAP
that will be submitted along with the Detailed project Report.

E.11 Toll Plazas


Two toll plazas are proposed in project corridor keeping in view Land availability,
stream of traffic on Toll Plaza, visibility of approaching traffic and minimum distance
from urban locations. The desirable minimum distance between toll plazas is 60 km.
The toll revenue for financial analysis has been calculated considering the proposed
toll plazas at the following locations as shown below.

E.12 PROJECT FACILITIES


E.12.1 Truck Lay byes

• In this project corridor, truck parking has been observed near Salempura
& Sri Roopura area. Local consultations were held at the places of petty
repair shops, restaurants/dhaba etc. and subjective opinion of the drivers
regarding necessity of truck lay bye is gathered.
• Sufficient working area and space for roadside establishments such as
repair shops, vulcanizing shops, service centre, spare parts shops,
telephone booth and light refreshments with first aid facilities may be
provided.
• The capacity of proposed truck parking is 15 bays, which are bearing the
size of 7.5m x 3.5m to accommodate 2-axle trucks. The proposed truck
parking is to be contained within the proposed ROW and maximum curb
length of 200m. The deceleration and acceleration lanes with adequate
length have also been proposed.

The project stretch passes through many villages/towns as referred in Table

E.13 UPDATED COST ESTIMATES

The bill of quantities prepared during PPR stage is revised based on the changes in
the up-gradation proposals, revised cost of materials such as bitumen. Unit rates are
computed based on the guidelines given in MORT&H Standard Data Book and
material rates are taken either from BSR of Rajasthan or Market rates.

Hybrid Annuity Mode

Pavement design is done for both flexible and rigid options. The flexible pavement
design is done using IRC: 37 – 2012 and checked with AASHTO-1993 pavement
design procedure. The rigid pavement design is done using IRC and CMA methods.
The overlay design is done using IRC: 81-1997 and checked with AASHTO-1993. The
Sub grade CBR for the new carriage way is considered as 10%.

E.14 ECONOMIC ANALYSIS

The Economic Analysis has been done to check the viability of the Project. The
analysis was done using the HDM-4. The principle benefits considered are savings in
vehicle operating costs, savings in travel time and reduction in accidents. The options
considered are as follows:

Base Option Maintain the Existing Project Road without any improvement.

Improvement Widen the existing Highway to Two lane with Paved Shoulders and
Option four lane configuration along with construction of bypasses.

The annual cost and benefit streams are used to derive the net cash flow for the
project. The EIRR and NPV @ 12% discount rate are determined using the discounted
cash flow technique for all the Sections. The results for the different improvement
schemes are presented below.

From the results of the Economic Analysis, it can be seen that for the improvement
scheme, the EIRR is getting higher than minimum threshold value of 12%.

So it can be concluded that the project of Four lane with paved shoulder option for
HS-1 and Two laning with paved shoulder option for HS-1.1 & HS-2 are economically
viable and recommended for implementation.

E.15 SENSITIVITY ANALYSIS:


Sensitivity analysis has been carried out for the below mentioned four variations in
costs and benefits. The sensitivity scenarios take into account possible construction
cost overrun, traffic volume, revenue shortfalls, interest rate volatility, non-
compliance or default by contractors, and political risks.

Case-I Base Cost and Base Benefits

Case-II Base Cost plus 15 % and Base Benefits

Case-III Base Cost and Base Benefits minus 15%

Case-IV Base cost plus 15% and Base Benefits minus 15%

The EIRR values based on sensitivity analysis vary from 14.6% to 24.2%, indicating
that the economic returns are adequate to withstand marginal price escalation in the
project cost and traffic volumes falling short marginally of expected growth levels or
combination of these two. So it can be concluded that the project up gradation
options with two lane with paved shoulders / four lane as the case may be are
economically viable and recommended for implementation.

E.16 FINANCIAL ANALYSIS

As per ToR of the scope of consultancy services, the Consultants are required to
examine the viability of development of the existing 2 lane road to 4-lane / 2-lane
with paved shoulder facility by means of Build, Operate and Transfer (BOT) / Annuity
BOT / other forms of financing.

The main objective of undertaking this study is to assess whether the project is
financially viable or not. It is important to note that the proposal should be an
attractive proposition for private sector participation under Build, Operate and
Transfer (BOT) system. The basic methodology followed for estimating the financial
viability of the project is to calculate the FIRR (Financial Internal Rate of Return) on
the investment for the project.

Cost stream of the project is assessed based on the upgradation proposals discussed
in the preceding sections and associated costs in terms of interest during
construction, maintenance after construction etc.

Following assumptions are taken into consideration for the financial analysis: -

 Debt – Equity ratio :- 70:30

 Subsidy/Grant – 40% (maximum)

 Concession period (Including construction period) – 30 years.

 Escalation – 5%

 Interest on Debt – 12.5%

 Loan Repayment period – 10 years

 Tax rebate–10 years (100% exemption for 10 years out of block of 20


years).

 Depreciation by Straight line method - 100% for Concession Period

 Depreciation by Written down value method – 10%

 Financing cost - 2% of TPC.

E.16.1 FINANCIAL VIABILITY

Based on the project structure traffic study and toll rate analysis, financial feasibility
analysis has been carried out as per the methodology outlined in earlier sections. The
objective of the financial analysis is to ascertain the existence of sustainable project
returns, which shall successfully meet the expectations of its financial investors.

The analysis reveals various FIRR values corresponding to each year of toll operation.
FIRR for the Returns on Investment and Returns on Equity for the concession period
of 30 years has been examined and tabulated below.

The section of the project road from Dausa (Km 0.000) to Lalsot (Km 34.225) is
proposed to be upgraded to 4 lane and the remaining stretch from Lalsot (Km
34.225) to Kauthun (Km 83.450) is proposed to be upgraded to 2 lane with paved
shoulder.

This combined section achieved a negative equity NPV of Rs. 235.48 Cr. with 40%
grant whereas an equity IRR of 15% with 60% grant and 30 years concession period
is achieved with positive equity NPV of Rs. 76.97 Cr.

Hence, it is recommended that the project be implemented under Hybrid Annuity


mode.

E.17 CONCLUSIONS AND RECOMMENDATIONS

a) The section of the project road from Dausa (Km 0.000) to Lalsot (Km
35.600) is proposed to be upgraded to Four Lane with rigid pavement,
Lalost (Km. 35.600) to Kauthun (Km 82.850) to Two Lane with paved
shoulder and Flexible pavement.

b) Total three bypasses are proposed - one in Nangal Rajawatan, second


in Lalsot and the third in Kareda.

c) One ROB is proposed at Km. 35.533 in Lalsot bypass

d) One Half Trumpet Interchange is proposed at Km 0.000

e) The project is recommended to be awarded as single package on


Hybrid Annuity mode

f) Two toll plazas are proposed – one in four lane section and the second
in the two lane section.
