Standing Rules

1. Debate Championship
Rule I: General Regulations
A. Format
The format of the debate championship shall be as follows:
1. Preliminary
a. There shall be 2 preliminary rounds of debate using the system of Asian
parliamentary.
b. Following 2 preliminary rounds of sixteen teams, there shall be top eight
teams which continue to the Quarter Final round based on the Victory
Point.
2. Quarter Final Round.
The top-eight teams will go for the Quarter Final Round.
3. Semi Final Round
The winner of the Quarter Final Round will go for the semi-final round.
4. Final Round
The winner from semi-final round will proceed to the Grand Final.

Rule II: Participant Qualification


A. All cadets are welcomed to join the debate competition.
B. Each dormitory can send 2 teams as the delegates of the debate competition.
Each team consists of 3 debaters. In the case of Dormitory A which consist
of 2 battalions, each battalion shall send 1 team.
C. Semester 7 and semester 8 cadets shall send their representatives to join the
competition. 1 team for semester 7 and 1 team for semester 8.

Rule III: Debate Adjudicator


Adjudicator Composition of a round in a competition shall be judged by one
panel for each chamber.

Rule IV: General Tournament Procedures


A. Speech format
1. Speaking time for all the debaters is 5 minutes, and for the reply speech
is 2 minutes.
2. The method of signaling timing for speakers is by knocking the table.
3. Point of interruptions are allowed between 2nd minute to 4th minute.
B. Case building
1. Case building time for the sudden motion is 30 minutes.
2. Only three debaters are allowed to do case building.
3. Debaters are allowed to bring any printed materials, but no internet
connection during the case building.
Rule V: Motions
A. Motions reflect national or international issues.
B. Host committee shall release list of motions for the preliminary round a
week prior to the tournament.

Rule VI: Awards


A. Certificates and amount of money shall be given to the champion, the runner
ups, and the best speaker.
2. Speech Contest

I. Demonstrative Speech for the Preliminary Round


A. Purpose of the category
To develop skills in speaking with emphasis on skill in exhibiting a process
using objects or physical activity.
B. Definition of the category
Demonstrative Speech explains how to do something or how something works.
The speech must be instructive and present valuable and significant information.
C. Rules
a. The speech must be original with the participant.
b. Presentations will take place in normal-sized classrooms with normal-
sized doors.
c. Notes and properties are not allowed.
d. The time limit is 5 minutes.
e. There are 2 optional topics that can be chosen, which are:
- How to maintain tolerance in diversity
- How to deal with bullying
f. The script of the story must be submitted when re-registration.

D. Criteria for evaluation


a. The extent to which the topic content reflected value or significance to
the speaker.
b. The extent to which the presentation: (a) achieved effective
organization, and (b) employed effective language skills, including such
items as use of transitions and clear, vivid and appropriate word choices.
c. The extent to which the vocal presentation was clear and appropriate to
the subject, including such items as articulation, pronunciation, volume,
rate, pitch and voice quality.
d. The extent to which the physical presence contributed to the clarity and
effectiveness of the presentation, including such items as facial
expression, eye contact, gestures and bodily movement.

II. Oratory Speech for the Grand Final Round


From the preliminary round, there will be 5 top-speakers who will join the
Grand Final Round.
A. Purpose of the category
To develop skill in composing and presenting a formal speech on a
significant topic.

B. Definition of the category


In Oratory, the oration is expected to be a thoroughly prepared, well
composed, well expressed speech of exhortation on a significant topic. As
such, the oration must be unequivocally persuasive in its purpose.

C. Rules
a. The speech must be original with the participant.
b. Presentations will take place in normal-sized classrooms with normal-
sized doors.
c. The time limit is 5 minutes.
d. There is only one topic, which is:
- The role of social media to unite diversity in Indonesia
e. The script of the story must be submitted when re-registration.
f. The participants are not allowed to bring any kind of note.

D. Criteria for evaluation


a. The extent to which the content (a) reflected a worthwhile topic, and (b)
provided quality modes of support materials, including analysis,
reasoning and Factual information. Researched material must be
verbally attributed to a source(s).
b. The extent to which organizational structure (introduction, body,
conclusion) was both clear and effective.
c. The extent to which clear and compelling language as well as effective
stylistic devices were used appropriately.
d. The extent to which the vocal presentation was clear and appropriate to
the subject including such items as articulation, pronunciation, volume,
rate, pitch and voice quality.
e. The extent to which the physical presence contributed to the clarity and
effectiveness of the presentation, including such items as facial
expression, eye contact, gestures and bodily movement.

3. Story Telling Contest

A. Purpose of the Category :


To develop a skill in presenting imaginative material of narrative form.

B. Definition of Category :
To tell a story is to chronicle events. The burden of the storytelling is the way
delivering story in coherent, unified, clear, and interesting manner.

C. Rules
1. General Rules
a. The storyteller may use vocal variation and physical movement to
suggest different character and character relationship in order to make
the story clearer and more interesting.
b. The art of storytelling is the way of storyteller as an intermediary or
narrator.
c. The storyteller expected to “demonstrate the sense of audience” which
means that he/she tells the story in such manner that it would be suitable
for the intended audience.
d. The material of the story chosen by cadet will be based on the topic in
technical meeting.
e. The storyteller may stand or sit on a chair when delivering the story.
f. Costumes and properties are not permitted.
g. Notes are not permitted.
h. Over acting or solo acting is not permitted.
i. Moral value is optional.
j. The storyteller may adopt or adapt stories from various sources.
k. If the storyteller wants to include a song in his/her story, the length of the
song must not exceed 15 seconds.
l. The script of the story must be submitted when re-registration.

2. Preliminary and Grand Final rules


a. A brief introduction identifying author, title, and intended audience is
required.
b. The storyteller has to deliver the story maximum 7 minutes. A 15
seconds grace period is allowed.
- First bell will ring when the storyteller starts the story
- Second bell will ring when the storyteller spends 6 minutes
- Third bell will ring when the storyteller spends 7 minutes and the
story must be finished.
- Continuous bell will ring after 7 minutes 15 seconds.
c. There will be one preliminary round. The topics for the Preliminary
round are:
- Legend
- Heroes
The participant may choose one of the topics to be delivered.
d. From the preliminary round, there will be 5 top-storytellers who will join the
Grand Final Round.
e. The topics for the Grand Final are:
- Heart-breaking story
- Story about a fool
- Unforgettable journey
In the Grand Final round, the storyteller will choose the topic randomly
and he/she will be given 15 minutes to prepare the story.

4. Writing Competition

A. Purpose of the category


To develop a skill in critical thinking, exploring ideas, arguing a problem which
are written in English.

B. Definition of the category


In this category the participants are expected to show the skill in exploring ideas,
developing arguments in the form of writing.

C. Rules
a. Each dormitory can send 3 delegates to be the participant of writing
competition.
b. The essay must be original from the work of the participant. No plagiarism is
allowed.
c. The main theme of the essay is “Unity in diversity” with the topics as follow:
- The role of social media to unite diversity in Indonesia
- The importance of critical thinking to combat hoax and hate speech
- Young generation as a bridge to unite the nation
d. In the competition day, the participant will choose the topic randomly and
will be quarantine for 2 hours when writing the essay.
e. Participants are prohibited to bring notes in any form into the room during
the competition.
f. The participant must bring his / her own stationery.
g. The essay should content 800 – 1000 words.
h. The evaluation aspects will include:

5. Scrabble Competition

A. General Description
Scrabble is a word game in which two to four players score points by placing
tiles bearing a single letter onto a board divided into a 15×15 grid of squares.
The tiles must form words that, in crossword fashion, read left to right in rows or
downward in columns, and be included in a standard dictionary

B. The Purpose
To develop and increase our skill in English vocabulary

C. Rules
There should be a game board, 100 letter tiles, a letter bag, and two racks.

Before the game begins, all players should agree upon that the dictionary that
they will use is the recent edition of oxford advanced learner’s dictionary, in
case of a challenge. All words labelled as a part of speech (including those listed
of foreign origin, and as archaic, obsolete, colloquial, slang, etc) are permitted
with the exception of the following words always capitalized, abbreviations,
prefixes and suffixes standing alone, words requiring a hyphen or an apostrophe.

Place all letters in pouch, or face-down beside the board, and mix them up. Draw
for first play. The player with the letter closest to “A” play first. A blank tile
beats any letter. Return the letters to the pool and remix. All players draw seven
new letters and place them on their racks.

1. The first player combines two or more of his/her letters to form a word and
places it on the board to read either across or down with one letter on the
center square. Diagonal words are not allowed.
2. Complete your turn by counting and announcing your score for that turn.
Then draw as many new letters as you played; always keep seven letters on
your racks, as long as there are enough tiles left in the bag.
3. Play passes to the left. The second player, and then each in turn, adds one or
more letter to those already played to form new words. All letters played on
a turn must be placed in one row across or down the board, to form at least
one complete word. If, at the same time, they touch other letters in adjacent
rows, those must also form complete words, crossword fashion, with all such
letters. The player gets full credit for all words formed or modified on his or
her turn
4. New word may be formed by :
a. Adding one or more letter to a word or letters already on the board
b. Placing a word at right angles to a word already on the board. The new
word must use one of the letters already on the board or must add a letter
to it. ( see turns 2,3,and 4 below )
c. Placing a complete word parallel to a word already played so that
adjacent letters also form complete words. ( see turn 5 in the scoring
example section bellow)
5. No tile may be shifted or replaced after it has been played and scored.
6. Blanks : the two blank tiles may be used as any letters. When playing a
blank, you must state which letter it represents it remains that letter for the
rest of the game
7. You may use a turn to exchange all, some, or none of the letters. To do this ,
place your discarded letter(s) facedown. Draw the same number of letters
from the pool, and then mix your discarded letter(s) into the pool. This ends
your turn.
8. Any play may be challenged before the next player starts a turn. If the play
challenged is unacceptable, the challenged player takes back his or her tiles
and loses that turn. If the play challenged is acceptable, the challenger loses
his or her next turn. Consult the dictionary for challenges only. All words
made in one play are challenged simultaneously. If any word is
unacceptable, then the entire play is unacceptable. Only one turn is lost on
any challenge.
9. The game ends when all letters have been drawn and one player uses his or
her last letter; or when all possible plays have been made.
10. Player says “pass” if no tiles can be placed.
11. The time limit for each turn is 3 minutes. Beyond that it is considered “pass”
and the player loses the turn.
12. The total time for each participant is 15 minutes.
