CHAPTER 1

INTRODUCTION

1.1 Background of the Study

The National Housing Authority (NHA) is a government agency responsible for public
housing in the Philippines. It is organized as a government-owned and controlled
corporation under the Housing and Urban Development Coordinating Council as an attached
agency It has a mission of providing decent, adequate, and affordable housing to low-income
families and to ensure the provision of community facilities, utilities, and access to social
services and economic opportunities that are committed to sustainable development in nation
building.
According to the research conducted by NHA, the housing backlog of the country has
tremendously increased from 3.5 million in 2010 to 5.5 million in 2016. The same is projected
to reach almost 8.0 million by the year of 2022 which means thousands of home need to be
build everyday in order to meet that housing demand. Unfortunately, the government is lack of
budget regarding this matter and health and education is the priority of the government.
One of the Sustainable Development Goals of United Nation (SDG) is to have a
Sustainable Cities and Communities which stated that world’s population now live in urban
areas and by the year of 2050, it will reach up to 6.5 billion that will sum up two thirds of all
humanity. As a result of rapid growth of cities in the developing urban migration has led to a
boom in mega-cities. Expert says that the poor are most likely to be homeless because of
growing population that is why extreme poverty is concentrated in urban areas.
In the Philippines, more than 22 million Filipinos are now living in extreme poverty. The
national and city governments are struggling to accommodate the rising population in these
areas. Making cities safe and sustainable are also way of ensuring access to safe and
affordable housing that are needed by the Filipinos. It also involves investment in public
transport, creating green public spaces, and improving urban planning and management in a
way that is both participatory and inclusive.
Manila being the center of Philippine’s economy. The population of migrant workers is
increasing yearly. Migration also known as the human face of globalization is the movement of

people from place to place, in order to attain better living standards. People can either choose
to move voluntarily or be forced to move due to climatic or political implications for instance. In
fact internal migrants in the Philippines constitute a significant population. Approximately 2.9
million Filipinos changed residence between 2005 and 2010. 50.4% were long distance
movers (had changed province), 45.4 % were short distance movers (had changed city), and
4.2 % were international immigrants (Philippines Statistics Authority 2012). The Philippines
has undergone rapid urbanization which continues to this day. From 2000- 2010 the urban
population increased at an annual average of 3.3%, making it one of the fastest urbanizing
countries in the Asia-Pacific. In the last 50 years the urban population has increased by over
50 million, and in 2050 102 million people (over 65% of the total population) will reside in cities
(World Bank 2017a). In 2010, 41.9 million of the Philippines’ population of 92.3 million lived in
urban areas (Philippines Statistics Authority 2013)
Therefore, the proposal VITAS: A Socialized Economic Housing is probably needed to
achieve the demand of housing backlog in Manila. It will be a place where people can enjoy
the walking distance from workplace and universities to the apartment. It will a complex
housing that is convenient, safe and eco-friendly to its user. It includes amenities and different
functions that people can to enjoy. It also promotes urban gardening and cultivating own
vegetables which can be consume for everyday consumption.
1.2 Problem Setting
1.2.1 Statement of the Problem
1.2.1.1 Major Problem

According to the National Housing Authority the housing backlog in the


Philippines is extremely increasing. The deficiency of housing units has resulted to
different problems such as Poverty, Health and Sanitation. With this, how will
proposal will give and promote solutions to these problems?

● What architectural styles and systems will be used in order for the NHA and
HUDCC maximize the competence in order to abolish the deficiency of housing
in the Philippines?

● What would be the suitable building materials for the project proposal to meet
the standards of Socialized Economic Housing for its user?

1.2.2 Objective of the Study

1.2.2.1 Major Objective

As part of the World Health Organization of ASEAN goals, new socialized


housing facilities will be established to improve the lives of people who are in need.
The project imagined is VITAS: A SMART Socialized Economic Housing for Vitas
Katuparan Village with the implementation of the demand-driven projects and
programs that would be responsive to the needs of the community.

1.2.1.2 Minor Objectives


 To design a VITAS: A Socialized Economic Housing for Vitas Katuparan Village
that will maximize the competence of ASEAN Community against backlog and
housing problems in the Philippines.
● To create a A Socialized Economic Housing Complex that will engage an
integrated design process by designating facilities that will meet the local and
international housing standards for Socialized housing unit.
● To allocate suitable building materials to achieve the ideal and iconic design of
the specialized housing facility by integrating the traditional and ground-
breaking architectural design.

1.3 Hypothesis

1.4 Significance of the Study


This study of VITAS: A Socialized Economic Housing for Vitas Katuparan Village will
benefit the following;

● To the Community of Manila City
The study will serve as a support for the Manila City community to further educate
citizens on things to be considered in having a more livable housing unit in the area.

● To the Government of Manila


The study will benefit the Government of Manila through the growth housing units
in the locality. In addition to this is having more extensive connection of the Manila
government to the other sectors of the country.

● To Government of the Philippines


The study will benefit the Philippine Government through the growth sustainable
housing units in the country. It can also lead to a stronger bond between the government
agencies to the local people.

● To the Architecture Students


This study may serve as basis for the students of the program Bachelor of Science
in Architecture. Since that this research contains architectural articles and information that
will help to broaden the ideas in the studies of the students especially to the school papers
and projects related in housing facilities. This may also lead the architecture students to
design housing facilities.

● To the Future Researchers


As mentioned for the benefits to be provided of the project to the architecture
students, this study may also serve as the basis for the researchers regarding the topic
related to the housing facility. This study can be used as part of the review of related
literature and case studies.

1.5 Scope and Delimitation of the Study

The study will be focused on VITAS: A Socialized Economic Housing for
Vitas Katuparan Village. The research contains six chapters referring to the
Introductory Chapter, Theoretical Framework and Research Methodology Chapter,
Site Chapter, Architectural Design Programming and Analysis Chapter, Design
Translation Chapter and lastly is the Conclusion and Recommendation chapter.

1.5.2 Delimitation of the study

The research is limited to the scope aforementioned. This only means that
the research will not focus on the structural plan and computations of load and forces,
electrical, mechanical and other field related to the construction of the project. The
study will only focus on the architectural design component and the conceptualization
and principles to be used for structural integrity of the VITAS: A Socialized Economic
Housing for Vitas Katuparan Village.
