ABSTRACT

This paper discusses the Sexual Orientation and Gender Identity Expression Bill. It examines the

purpose of SOGIE Bill such what is really SOGIE Bill is, history, positive and negative aspects of

SOGIE Bill, coverage, the discriminations and the rights of Lesbian Gay Bisexual Transgender

Queer or Questioning (LGBTQ++). It will also explain the pros and antis and why we should

accept SOGIE Bill.

“The SOGIE Equality Bill is meant to fulfill the rights set forth in the 1987
constitution, particula rly the equal protection clause. It recognizes the LGBTQ++ as
equals and ensures that their rights are protected inasmuch as everyone’s is. The bill also
ackno wledges the Philippines duties under international law particularly the Universal
Declaration of Human Rights and the International Covenant on Civil and Political
Rights. It thus recognizes the non -discrimination of the LGBTQ++ as both a national and
international duty.”

The Sexual Orientation and Gender Identity Expression, Equality Bill , also known as the Anti-Discrimination
Bill (ADB is a proposed legislation of the Congress of the Philippines. It is intended to prevent various economic
and public accommodation-related acts of discrimination against people based on their sexual orientation, gender
identity or expression.[3] The current versions of the bill are championed by Kaka Bag-ao, Geraldine Roman, and
Tom Villarin in the House of Representatives, and Risa Hontiveros in the Senate. The version in the House of
Representative passed its third reading most recently on September 20, 2017, but died in the Senate. [4] It has been
refiled for the 18th Congress.
INTRODUCTION

In human social behavior, discrimination is prejudiced treatment or consideration of, or making a

distinction towards a person based on the group, class or category to which the person is perceived

to belong. Theses includes age, color, criminal record, height, disability, ethnicity, family status,

gender identity, generation, genetic characteristics, marital status, nationality, race, religion, sex,

sexual orientation and social class. Discrimination consists of treatment of individual or group

based on their actual or perceived membership in a certain group or social category, “in a way that

is worse than the way people are usually treated”. It involves the group’s initial reaction or

interaction going on to influence the individual’s actual behavior towards the group leader of the

group, leading to the exclusion of the individual or entities based on illogical or irrational decision

making.

Gender discrimination, also known as sexual discrimination, is any action that specifically denies

opportunities, privileges, or rewards to a person (or a group) because of gender. The practice of

letting a person's gender become a factor when deciding who receives a job or a promotion, is

gender discrimination. When gender is a factor in other decisions about employment opportunities

or benefits that too is gender discrimination.
