Technical Proposal:

Baseline survey on “strengthen community and institutions


for peace and development in West Harerghe Zone, Miesso
Woreda, and Ethiopian Somali Regional State, Siti Zone,
Miesso Woreda”

Introduction
West harerghe zone is one of the food insecure areas of the Oromia National Regional
State. Miesso district is one of the most drought and conflict epicenter flanked by the
Miesso woreda of the Somali National Regional State, Siti\Shinile Zone.
The two miesso districts were raked by the depletion of resources and persistently looted
and rooted by inter-clan as well as border conflicts. Water points and other community
service centers were collapsed during the recent state contracted fleeting and open
confrontations resulting predicament for defusing internal displacements.
The areas are home to several agro pastoralists and pastoralists with small farming
communities but long established social cohesion with shifting alliances depending on
situations. There is acute natural resources degradation and mismanagement including
lack of awareness, absence of community and institutions platforms for natural resources
management, with intensified and escalated competition and contestation to control the
available water points usually rallying ethnic-line supports and call on clarion to organize
violent clashes.
Therefore, there is a need to use water management as a point of entry for facilitating
good governance and democracy through upward and downward consultations among
community, local institutions and government bodies so as to enhance bottom up debates,
consensus and resolve differences through capacity building, increasing community
access to tap water, sanitation and hygiene facilities including toilet, ablution, refuse
sacks and washing basins, and equally important is cattle trough for livestock drinking.
Similarly, schools and health centers are facing chronic water insecurity in which
menstrual hygiene management and youth friendly female ablution facilities and pads
should also be available.
As a part of the solution, CFID has recently started the project strengthen community and
institutions for peace and development in West Harerghe Zone, Miesso Woreda, and
Ethiopian Somali Regional State, Siti Zone, Miesso Woreda”
Understanding the terms of reference
The consultant understood that the assignment is baseline data collection, compilation
and analysis and production of synthesis report which is expected to serve for planning,
implementation, monitoring and assess performance in the due course of project life. As
per the availability and accessibility of the information, the assignment can evoke for
modification of logical framework and indicators. It is the strengthening of community
and institutions for natural resource based security focused mainly on water
management.
Sample Selection
The consultant will apply purposive sampling so that three kebeles are target samples
and fifteen households will be contacted through household questionnaire.
The number of community group discussions and expert\key informant interviews will
be determined in close consultation with the CFID technical team.
Methods and strategies
The consultant adopts both qualitative and quantitative approaches for both data
collection and analysis. Secondary data sources will be utilized to complement the
primary data.
The consultant makes deep examination of project related documents like project
document, relevant government strategy, inception and launching events minutes and
reports.
Qualitative tools such as community groups discussion, key informant interviews and
expert interviews will be used.
The consultant stages two community group discussions in each of the two districts
with water committees, women and youth groups, school clubs, natural resources and
security committees.
The consultant conducts expert interviews with district level government offices like
water office, natural resources and environment protection, education office, health
office, women and children affairs, and administration office.
The consultant also conducts key informant interviews with local institutions like the
Abba Gada , IDIRs, IKUBs, religion and local elderlies.
Qualitative community household questionnaire of both structured and semi structured
are distributed and to be filled by the respondents. The consultant selects three kebeles
[wards] from each of the two districts and then disseminate the questionnaire to selected
fifteen households in each of the wards.
The consultant makes analysis of the survey results using SPSS statistical package for
the quantitative data, and framework analysis for the qualitative information.
Data quality will be ensured using cross validation within tools, data sources and
theoretical frameworks. Besides, Cross checks and back checks of information will be
done.
Deliverable Outputs
The consultant will envisage to deliver the following simultaneous or interrelated outputs
Inception report within five days of signing the contractual agreement
Consensus building and consultation meeting minutes with the CFID
Raw data in SPSS format
Draft baseline report in 15 days after signing the agreement
Submit the final baseline report in one month and 13 days after signing the agreement in
hard copies, softcopies and presentation.
Hard and softcopies of the profiles and CVs of respondents
Report Format
The consultant will produce the report pursuant to the structure agreed with CFID in 35-
45 pages.
Ethical Requirement
The consultant will collect and access any information for this baseline only on the active
and passive consent secured from the respondents.
Survey management
The consultant will assign two experienced professionals to the field work and also
recruit, orient and assign two local data collectors in each district for the household
survey. The two consultants mainly conduct community group discussions, key informant
and expert interviews, while the two local data collectors who are capable of local
language and culture\religion will mainly engage on quantitative and questionnaire based
household survey. The two consultants will be equipped with PCs by which they can feed
the raw data of the questionnaires and discussions and interviews at night.
One consultant will be assigned at head office to exchange and share information about
the progress and monitoring through telephone and e-mail will be regularly undertaken.
Implementation time and work plan
The consultant will implement the assignment as per the following time measured in days.
