ILOCOS NORTE’S SOLID WASTE MANAGEMENT DRIVE TO REACH GRASSROOTS

Sustaining its commitment to promoting environmental conservation measures and ecological


sustainability, the Provincial Government of Ilocos Norte (PGIN) is geared up to launch its solid
waste management (SWM) campaign titled “Narimat nga Aglawlaw,” today, October 3.
“Narimat nga Aglawlaw,” an initiative of Governor Matthew Marcos Manotoc, is a province-
wide environmental awareness campaign that aims to reiterate the importance of SWM and
segregation.
It will be attended by local executives and officials, environmental officers, barangay
representatives, and other environment stakeholders.
To reach all communities, especially the grassroots, the phase I of the campaign will feature an
extensive information education strategy.
The PGIN through the Provincial Environment and Natural Resources (PENRO) and the
Communications and Media Office (CMO) will spearhead the information drive through
conducting barangay-based series of symposia, educational discussions, and interactive activities
as a way to increase people’s awareness.
Moreover, online contests such as poster-slogan and spoken word poetry will be launched to
elicit more engagement from the youth sector.
SMW TO ADDRESS ENVI, HEALTH ISSUES
Seconding Governor Marcos Manotoc’s initiative, PENRO Project Manager, Mrs. Estrella Sacro
explained:
“Ti pagsayaatanna daytoy ket tapno maliklikantayo ti layos ken sakit. Ammotayo a ti basura ket
isu iti paggapwan ti saksakit ta pagbalayan ti ngilaw kada lamok,”
[This project will mitigate the effects of flooding and will prevent diseases. We all know that
some diseases come from our improperly disposed trash for it serves as breeding grounds of flies
and mosquitoes.]
Only recently, Ilocos Norte was severely inundated due to the heavy rainfall brought by tropical
storm “Ineng.” More than P 1.28 Billion worth of damages in agriculture and infrastructure were
recorded.
Citing the blockage of solid wastes in major waterways as the cause of flooding, Gov. Marcos
Manotoc immediately released a directive which ordered all local government units to enjoin
their constituents to participate in the clearing of the province’s waterways.
“Napinpintas daytoy lugartayo no nadalus. Ad-adu ti turista nga umay agpasyar,” Sacro
remarked.
[Our province will be more pleasant if we maintain its cleanliness; more tourists will visit here.]
PENRO also looks forward to partnering with the Department of Education (DepED) in
educating school children about the proper ways of managing solid wastes, instilling discipline to
ensure the preservation of natural resources for a more livable home of their generation.
MATERIAL RECOVERY FACILITY UNDERWAY
Adding leverage to its SWM campaign, PGIN also coordinated with the Department of
Environment and Natural Resources for the purchase of equipment for a material recovery
facility (MRF) worth P 25 Million.
After PGIN’s benchmarking efforts at the Villar SIPAG Foundation MRF in Las Piñas City, the
province is anticipating its own MRF for processing of solid wastes, especially plastic materials,
which will be made into useful products such as school chairs, tables, and basin, among others.
The MRF will also include processing of organic fertilizer.

sanitary landfill, alisto laeng a mapunno no awan ti alternatibo a pakaibanagan dagiti plastic,”
Mrs. Sacro said.
[The MRF will solve the solid waste management problem of our communities. Even though we
have functional sanitary landfills, these will soon be filled up. It’s better that we plan on an
alternative solution to process plastic wastes.]
“Hopefully, with the leadership of Gov. Marcos Manotoc, we can sustain our initiatives in waste
management,” she ended. —
