CHAPTER I

INTRODUCTION AND BACKGROUND

WATER REFILLING STATION

Safe drinking water has been one of the top political agendas of many governments. Supply

and distribution are key challenges in countries where infrastructure is lacking. Municipal piped

water is scarce and extremely difficult to reach rural or provincial areas.

In these countries, for instance India, with a population of 1.25 billion, cities rely on traditional

large-scale water bottling plants to supply bottled water solutions to families, schools and

commercials.Yet in some other countries in the Asean region with close to 608 million in

population, smaller unregulated plants are sprouting up to meet the demands of the rural

township. Many of these smaller Water Bottling plants are tucked away in the outskirts where

enforcement of safety and hygiene standards are absent.

In a recent publication1, the Philippine Government has encouraged private entrepreneurs to

start water refilling shops in their neighbourhood as an alternative source of drinking water

supply. These shops, often known as “refilling stations”, are no more than 50 square meters

and provide purified water quality that conforms with national standards for drinking water.

This alternative safe water supply infrastructure has proven effective in meeting the needs for

both urbanized cities, characterized by serious traffic congestion and distribution of safe

drinking water becomes a challenge after a 5km radius, and the rural provincial towns, where

large trucks find it impossible to access.

One of the fast expanding business in the Philippines is the water refilling station. It is located

on every street corner because lot of people in urban areas prefer to get drinking water from

refilling water stations. In Talisay City, one of the cities of the Province of Negros Occidental,

Water Refilling Stations (WRS) managed by private entrepreneurs offer a cheaper and more
convenient solution to the public's drinking water need. The city health officer was represented

by the Secretary of health to issue the Certificate of Potability of Drinking Water. Monitoring

must be done on water refilling stations at least monthly. The results of the water analyses done

by the City Health Office are part of its regular evaluation and monitoring with the slow process

of receiving the results. To evaluate the quality of product water, most owners of WRS in Talisay

City conduct their own checking and monitoring manually using the Total Dissolved Solids

meter. However, this method was time consuming and not efficient. Since it was not possible to

take the water samples every hour and measure its qualities.

STATEMENT OF THE PROBLEM

Based on the findings of the study, the following conclusion are formulated 1. The device is a

big help to the Water refilling station especially in management in monitoring the quality of the

water in Water refilling station in Talisay City. 2. The functionality of the device improved the

process of monitoring water quality. 3. In the actual testing of the device the respondents were

satisfied with the concept of the Water Refilling Station Monitoring System using TDS meter with

SMS for Talisay-based Water Refilling Stations

Low Water Pressure Inside Your Home

Low water pressure may be the result of problems with your plumbing system or it may result

Typically, several homes in an area will be affected. If this occurs, DWM crews will

be needed to fix the problem


SIGNIFICANCE OF THE STUDY

Water refilling stations can be a good source of safe drinking water in the Philippines.

Purified water can meet the aesthetic standards easily detectable by the people in terms

of taste, odor and color. The efficient water purification processes can make the quality

of water superior to the traditional water systems. However, the risk of contamination is

possible if the handling practices are not closely monitored.

One of the most important health advantages in water refilling stations if they are using the

appropriate filtering systemis further screening out of harmful organisms, which survived the

chlorinated condition in the public water systems. Another important advantage is the removal of

chlorine from your drinking water

SCOPE AND LIMITATION

Antipolo City’s Public Information Office has consistently and conscientiously shared the Water

Service Interruption advisory issued the past few days by Manila Water, the concessionaire

which supplies water to a portion of Metro Manila and Rizal province.

Manila Water’s advisory begins with the standard plea for understanding on the part of the

public. The fact is that the public understands that the current water supply situation appears to

be one big mess. Manila Water, for its part, also needs to understand how people deprived of

reliable water supply feel at a time like this – when the weather is searing hot and the faucets

are dry.In fairness to Manila Water, it has been doing its public information task well, thanks to a

communication team led by Engineer Jeric Sevilla. The concessionaire appears to have a solid

stakeholder communication program in place. This is one program that comes in handy at times

when the public’s patience is being tried and their trust in a service provider is being tested.

The reason behind what seems to be a looming water crisis is clear to us, and we understand

that it may not be Manila Water’s fault.


LIMITATION OF THE STUDY

The limitation of accessibility of the proposed system is exclusively only

to the administrator and programmer.

The costumer’s personal information such as address, contact number,

and others are highly confidential which means every single data about

the costumer are kept private. The limitation of accessibility of the proposed system is

Dam (Maynilad is given 2400 MLD). This was in 1997. Manila Water was able to reduce non-

revenue water from 60 percent to 12 percent which has addressed the increasing population in

the east side of Metro Manila.

The population keeps increasing and they cannot reduce it below 12 percent anymore (the

international standard is 20 percent). Manila Water has been warning that there will be a water

shortage if we do not have a new water source soon and they announced it again just last year.

Metro Manila has no new water source because of the opposition to Kaliwa Dam, Laiban Dam,

etc.Due to the increasing population, Metro Manila’s water requirement is now 1750 MLD. Their

allocation of 1600 MLD is no longer enough so they have to use the reserve water at La Mesa

Dam. Since it has not been raining, their reserve is not getting replenished. This is the reason

why we have a water shortage in the Manila Water service area.


DEFINITION OF TERMS

Definition of Terms of Water refilling station business, The public hopes that the government

find them and make them operational soon.

On the part of Rizaleños and Antipoleños, we wonder why the government has not maximized

the potential of the waters of Laguna Lake.

About two years ago, we shared in this column a water supply project which Manila Water and

the Rizal Provincial Government under the leadership of Governor Nini Ynares have put in

place. This is the Rizal Province Water Supply Improvement Project (RPWSIP). The idea is to

draw water from Laguna Lake; process the water at a plant which Manila Water built in

Cardona, Rizal; and distribute the water to businesses and households in seven Rizal towns –

Jalajala, Pililla, Cardona, Tanay, Baras, Morong, and Binangonan.

If more water can be drawn from Laguna Lake and more plants can be built to process that

water for household and industrial use, the other Rizal towns and Antipolo City will have to rely

less on the water that comes all the way from Angat Dam.

Tapping the water of Laguna Lake will also mean that Rizaleños and Antipoleños will not have

to wait for the government to address the opposition to the use of Laiban and Kaliwa Dams.

When the government succeeds in tapping those new water sources, Rizal and Antipolo may

not have to compete for a major allocation against the other cities of Metro Manila.

The reliable supply of clean water is important to Rizal and Antipolo. This is a vital factor which

has led to the rapid socio-economic growth. This is why Rizal province is now a Hall of Famer in

the roster of the country’s most competitive provinces, having topped that list for several years.
The same is true for Antipolo.We cannot afford to lose that competitive advantage. This is an

aspiration that has been shared by and committed to by the leadership of Manila Water,

particularly Messrs. Gerry Ablaza, Ferdz dela Cruz, and Ding Carpio.As we said many times in

the past, the presence of reliable, clean, and environment-friendly water supply contributed to

the rapid growth of the city’s population composed of so-called “Antipoleños-by-choice.”

These are families who opted to build their homes in Antipolo’s many new subdivisions

developed by some of our country’s biggest names in the real property sector

Over the years, as the demand for cleaner water becomes higher, the price of household water

purifiers and bottled water has become prohibitive. Water refilling stations managed by private

entrepreneurs offer a cheaper and more convenient solution to the public’s drinking water needs

than bottled water or the use of household filters. At present, about 3,000 water refilling

stations have proliferated nationwide. They sell purified water of comparable quality with bottled

water at a lower price. For example, the current price per gallon of refilled purified water in

Metro Manila ranges from P 50 to P 120 per 5-gallon container or about P 2.50 to P 6.00 per

liter while the bottled water is sold at P 12.00 to P 25.00 per liter. Household filters, on the other

hand, cost P 5,000 to P 25,000 per unit In Metro Manila, most of the water refilling stations are

connected to the pipes of two concessionaires: Maynilad Water Company or Manila Water

Company for their source of raw water while in other areas they opt to use private deep wells.

The “potable water” supplied by the providers is then further purified by utilizing a combination

of water treatment equipment, such as sediment filters, carbon filters, water softeners, reverse

osmosis membranes, ultra-violet lamps, and ozone generators. Typical water refilling stations

can produce 3,000 to 12,000 litres of purified water per day. In previous years, most of the
people were bringing a container to a water refilling station to buy purified water.is now

increasing. The quality of purified water conforms with the national standards for drinking water

and is even better than the quality of water produced by traditional water supply systems in

terms of removed impurities. Recent approaches aimed at the improvements of urban water

supply services have focused onimprovements in the physical environment and has been

applied in city planning, publictransport systems, parks and recreational spaces, low-income

housing,and down to areas where people feel most deprived of the basic for life services. The

general objective of theresearch is to assess/survey the customers‟ satisfaction level with

regard to Mekelle water supplyservice provision focusing people from different settlement,

income and educational groups.This helps to see partly if the service provision have

variations in availability, quality andquantity as per the parameters and identify areas

where customers would like to be improved.Besides, the

paper has tried to see the existing policy framework in relation to water service in urban area

he study found that the gap between the customer‟s expectation and the service level is high for

some and moderate for majority of the attributes and the cause of dissatisfaction is alsodiffers

between different areas and different customer groups.The main reasons for dissatisfaction are

the density of network coverage is low in the lowincome areas or slum settlements and almost

no network in the pre-urban settlements.. Inaddition, satisfaction levels for technical attributes

(such as supply reliability, pressure andquality) are generally lower than customer service

related attributes, implying that the scope forimprovement lies in addressing the technical quality

dimensions of the service


CHAPTER II

This chapter presents a review of various concepts in packaged water refilling station research

developed in several past works to serve as a basis for defining the concepts used in the

present study. Further such an attempt would help the researcher to collect relevant information

and subject them to statistical analysis for interpretation and comparison of results with the

studies made earlier. Further, an attempt is made to specify appropriate concepts and review

the past work done as relevant to the present study.recent publication, the Philippine

based on our research on water refilling station the people here in our village are getting

enough to meet the needs of our village.but there is a water enteruption in our area due to water

interuption in our village due to manila water shortage of supply due to dehydrationor water

shortage and one of the reasons for the shortage of Manila Water's water supply is the delayed

projects that should help increasesupply, according to the water concessionaire. According to

Manila Water, there would havebeen no problem with the water supply if the Left Dam had been

created and the Cardona treatment plant was running, which should have taken the water to

Laguna Lake Due to delayed projects, Manila Water was forced to use emergency supplies

from La mesa Dam,which has now reached critical levels.Maynilad is not affected by the current

situation because of the normal distribution of water from Angat Dam and now it is raining we do

not experience water interruption and continue to supply our village water supply.
CHAPTER III

Methodology

Research Design

The study aims to determine the enabling practices of Implication of Water Interruption in

Water Refilling Station in Cupang Antipolo City, with that the researchers used a

Qualitative study. ” Qualitative Research Qualitative research is a process of naturalistic inquiry

that seeks in-depth understanding of social phenomena within their natural setting. It focuses

on the "why" rather than the "what" of social phenomena and relies on the direct experiences of

human beings as meaning-making agents in their every day lives. Rather than by logical and

statistical procedures, qualitative researchers use multiple systems of inquiry for the study of

human phenomena including biography, case study, historical analysis, discourse analysis,

ethnography, grounded theory and phenomenology.

In this particular study, The researcher considered phenomenology as the research design,

According to Stanford center for the study of language and information (2016)

Phenomenology is an approach to qualitative research that focuses on the commonality of

a lived experience within a particular group. The fundamental goal of the approach is to arrive

at a description of the nature of the particular phenomenon (Creswell, 2013).

Phenomenology is a qualitative research method that is used to describe how human beings

experience a certain phenomenon. A phenomenology study attempts to set aside biases and

preconceived assumptions about human experiences, feelings, and responses to a particular

situation. It allows the researcher to delve into the perceptions, perspectives, understandings,

and feelings of those people who have actually experienced or lived the phenomenon or

situation of interest. Therefore, phenomenology can be defined as the direct investigation and

description of phenomena as consciously experienced by people living those experiences.


Locale of the Study

The study will be conducted in the Cupang Antipolo City, the responded will be interviewed

In their houses, where their business is located, or any comfortable places that the respondent

will choose. The research gathered respondents residing in National Capital Region.

These respondents will be interviewed via video chat

The spot we choose is Cupang. Because in Cupang we were close enough so we didn't have to

travel much, it was also close to the person we were interviewing so this is the place we chose.

A water refilling station is a place for people to gather clean water in areas where it may not be

accessible. Patrons walk in and use machines to fill jugs with filtered water,

which they then take home to use with a water cooler.

the water refilling station is sold here in our area, it also helps people. because it's so clean

this is our choice because it is for sale and is decided by most people because of its

cleanliness. it also helps a lot especially with babies.

Sampling Technique

The research used purposive sampling in this study

“It refers to a sampling technique in which reseachers relies on his or her own judgement

when choosing members of populations to participate in the study”

Sampling This research is based on purposive sampling technique the alternative use of

probability sampling is not considered due to limited time and resources. The researcher will

make contact with potential respondents with the use of telephone and e-mails for the

participation of this survey research. The process will continue until the researcher has a

respondent who willing to participate in this research. A sample needs to be typical


of the entire population. This is called a representative sample. If the sample if not

representative, it is biased. Some sampling techniques are random, which means everyone

in the population has an equal chance of being selected. A non-random technique may not

yield a representative sample.


Research Instrument

The researchers will use one research instrument in the study.

The researchers will use a semi-structured interview which is used when the researchers have a

list of broad questions that must be addressed in the interview . the researchers will use a

written interview guide to make sure that every question areas are covered.

The instrument used was a researcher made questionnaire checklist to gather the needed data

for the student’s profile. The draft of the questionnaire was drawn out based on the researchers

readings, previous studies, professional literature. Published and unpublished research relavant

to the study. In the preparation of the instrument were considered, for instance, statement

describing the situations or issues pertaining was toned down to accommodate the knowledge

preparedness of the respondents. Open-ended options were provided to accommodate to free

formatted views related to the topics or issues. In this way, the instrument is authorized to obtain

valid responses of the students,

Data Gathering Procedure

The researchers will conduct immersion with in the Cupang Antipolo City

They will explain the purpose of the study to the selected participants and then they made sure

that each participants corresponds to their predefined criteria. The researchers collected the

data by means of interview questions. At the most convenients time of the participants

the researchers will hold the interview. There will be an assigned individual to record the

conversation, the answers of the participants will be analysed and interpreted in order to answer

the three research questions that this study tried to seek.


Data Analysis

Data Analysis is the process of systematically applying statistical and/or logical techniques to

describe and illustrate, condense and recap, and evaluate data. According to Shamoo and

Resnik (2003) various analytic procedures “provide a way of drawing inductive inferences from

data and distinguishing the signal (the phenomenon of interest) from the noise

(statistical fluctuations) present in the data”. While data analysis in qualitative research can

include statistical procedures, many times analysis becomes an ongoing iterative process

where data is continuously collected and analyzed almost simultaneously. Indeed, researchers

generally analyze for patterns in observations through the entire data collection phase

(Savenye, Robinson, 2004). The form of the analysis is determined by the specific qualitative

approach taken (field study, ethnography content analysis, oral history, biography,) and the form

of the data (field notes, documents, audiotape, videotape).The data collected will be analysed

through narrative analysis. It is a method that Involves the reformulation of stories represented

by respondents taking into account Context of each case and different experiences of each

respondents taking in other words, narrative analysis in the revision of primary qualitative data

by researchers the data analysis involves the analysis of theme that emerge from the data that

has been collected.

Summary of Findings Conclusion, and Recommendation

Refilling Station.This chapter summarized the findings, gave conclusion and recommendation.

enough to meet the needs of our village.
