The scope of this document is to provide NPO engineers with a set of processes and tasks to

guide them through the optimization of LTE FDD networks. The processes described are
generic and the detailed implementation will vary from project to project depending on the
scope of those projects. This document focuses on NSN’s LTE RL20/RL70.

Chapter Error! Reference source not found. is dedicated to SON which has an ultimate
objective to reduce the cost of managing the networks by introducing features covering
different areas, one of them the self optimization of the networks. Self Optimizing, as the name
suggest, intends to reduce the manual intervention when doing optimization. Algorithms
usually located in the eNodeB but managed centrally (e.g. NetAct Platform) will handle most
of the optimization tasks.

RL70 introduces the first self optimizing features. They are included in these guidelines to
provide engineers with visibility of the optimization tasks that are prone to change in the future.
However, even in RL70, the network optimization is still in line with previous technologies (e.g.
based on decisions taken by network planners/optimizers according to drive test
measurement results or network counters). This is the optimization process covered in
Chapter Error! Reference source not found..

Chapter Error! Reference source not found. is dedicated to the Measurement and Analysis
Tools from the field performance perspective. It intends to give an overview of the different
solutions available.

Different areas that may require optimization have been identified within Chapter Error!
Reference source not found. which is the main chapter within these Guidelines. The list of
optimization items and the contents of the chapter will continue to be updated in coming
versions.

Chapter Error! Reference source not found. covers the topic of Network counters and KPIs
from the optimization point of view i.e. Basic RF Optimization based on counters. Although
there are not many cases so far, they are likely to increase in future releases when LTE
networks carry more traffic. It also includes a section about NSN’s KPI monitoring tools.

Troubleshooting cases as a way of drilling down the cause of a particular problem is covered
in Chapter Error! Reference source not found.. The tools available for taking traces/monitoring
are mentioned in Chapter Error! Reference source not found..

Chapter Error! Reference source not found. is a compilation of signalling flows that will be
useful during the analysis of the measured data.

Contents are updated at regular intervals alongside with the increase of practical knowledge.
