1. SCOPE
This specification covers the minimum requirements for the design, material, fabrication, inspection
and testing of Air Compressor Package, complete with start-up, one (1) year spare parts and vendor
data.

1.1 General
It shall be supplement by and shall be read in conjunction with the Codes and Standards necessary
to meet applicable Government and other Regulatory & Statutory requirements as stated in this
document.

Terms stated in this report are defined as follows,

2. GENERAL REQUIREMENTS
The purpose of this specification and referenced codes, standards, general specifications and project
documents is to establish a minimum level of acceptable quality. Alternate standard designs of equal
or superior quality may be proposed, provided all exceptions are listed and written approval for all
exceptions are obtained from COMPANY.

In case of conflict between the documents, Vendor shall submit the discrepancy to COMPANY for
final resolution. In his Bid Document, Vendor shall provide for the more stringent requirement unless
otherwise instructed in writing by the COMPANY.

Equipment specified by this specification shall be complete in all details and ready for installation.

This specification shall normally be utilized in conjunction with COMPANY supplied vessel outline
drawings. Outline drawings will indicate critical major dimensions, design and operating conditions. It
shall be Vendor's responsibility to perform detailed mechanical design of and prepare all necessary
detailed fabrication drawings for the vessels.

In cases where a process guarantee is requested, it shall be Vendor's responsibility to perform all
necessary process calculations for the vessel based on COMPANY supplied operating parameters
and fluid properties.

Equipment shall be designed for continuous use in an exposed, tropical, offshore, salt laden,
corrosive atmosphere with minimum/maximum 22C/34C ambient temperatures and 100% relative
humidity.

3. SCOPE OF SUPPLY
The complete package shall comprise three (3) 100% duty, electric motor driven; oil flooded type,
screw compressor and two (2) dryer packages. The package / unit are to be skid mounted, complete
with but not necessarily limited to the following auxiliaries.
 Compressor air inlet filters.
 Compressor lubrication system(s).
 Process air oil separators and filters.
 Process air coolers.
 Compressor oil coolers.
 Process air condensate separator with automatic moisture trap(s).
 Interconnecting pipe work and valves, including relief valves.
 Wiring controls and instruments.
 Local gauge panel (if required).
 Two twin-tower type heatless absorption air dryer complete with duplex pre-filters and after filters
with block valves.
 Automatic desiccant regeneration and dryer changeover sequence control and protection
facilities.
 Desiccant charge.
 Lifting frames and slings.
 Motors complete with accessories.
 All documentation as requested in this specification.
 Inspection and testing as requested in this specification.
 Painting and coating.
 Preservation and preparation for shipment.

4. DESIGN REQUIREMENTS
4.1 Design Condition
4.1.1 The air compressor package shall be designed to comply with standard NEMA.
4.1.2 The air compressor package shall be installed under shelter and suitable for use in an offshore non-
hazardous, humid facility as shown in the data sheet(s).

4.2 Compressor and Ancillaries


4.2.1 Compressors shall be oil injected rotary screw type. Drive transmission shall be direct or by vee-
belts.
4.2.2 The operating system for compressors and ancillaries shall be designed to allow manual starting and
automatic starting of the standby compressor in the event of a failure of the duty compressor. A
selector switch shall be provided for selection of duty / standby compressors.
4.2.3 The rated discharge pressure of the compressors is 9.5 barg.
4.2.4 Each compressor shall be rated for the instrument air capacity requirement plus the compressor
package requirements for control and dryer regeneration purposes.
4.2.5 Each compressor shall be fitted with a post oil separator and pre-filter to air dryer to provision of a
maximum contamination of 0.01 ppm by weight to air dryer.
4.2.6 Each compressor shall be fitted with one two-stage (inertial-plus-fixed media screen) intake air filter.
The filter is to be fitted with a differential pressure indicator.
4.2.7 Each compressor shall be fitted with a discharge check valve and manual isolating valve.
4.2.8 Each compressor shall be fitted with a relief valve which cannot be isolated, sized for the full
compressor capacity.
4.2.9 Each compressor shall be fitted with a combined air-blast air after cooler / oil cooler. The fan for this
may be by belt driven from the compressor drive motor if this is Vendor’s standard design.
4.2.10 A minimum of 10% shall be added to the calculated surface area requirement of the air-blast coolers
to cater for any fouling in service.
4.2.11 Suction throttling with time delay to shutdown machine after specified period off load.
4.2.12 Condensate separators shall be fitted with automatic drain / blow-down facilities and a manual
bypass drain.
4.2.13 Piping with the package shall comply with the P&I D’s.

4.3 Air Dryer Package


4.3.1 The dryer shall be of the “heatless” twin vessel type suitable for continuous operation. Each vessel
shall be rated for the total discharge from one compressor less the package requirements for control
and dryer regeneration purposes. The dryer beds shall be capable of withstanding the flow from both
compressors without damage but dewpoint does not need to be met in this case.
4.3.2 Each vessel shall be capable of drying the air to the required dryness over a constant drying /
regeneration cycle.
4.3.3 Adequate openings shall be provided on each vessel to enable the filling and dumping of desiccant
without dismantling the vessels or disconnecting pipe-work. All removable covers shall have
handgrips.
4.3.4 The Dew point for air dryer package shall be: -20oC.
4.3.5 The minimum branch size shall be 1 inch.
4.3.6 The units shall be so designed that either of the vessels or filters can be opened without affecting the
operation of its counter-part. Switching of the valves in the dryer vessels shall be automatic and
pneumatic. The switching shall be on a fixed time schedule, or as required based on air quality
measurement.
4.3.7 Pneumatic actuators for the switching shall be suitable for air pressure of 9.5 barg maximum. The
valves shall still permit the flow of air at any pressure in the range 0 – 9,5 barg but dewpoint control is
not required unless the pressure is above 5.5 barg (80 psig). The valve sequencing shall be arranged
to ensure that the supply of air leaving the package is continuous and is not interrupted by the dryer
change-over.
4.3.8 Each air dryer unit shall be provided with a pair of pre-filters fitted with isolating valves. The filter
assemblies shall be fitted with a differential pressure indicator. The filters shall be fitted with
automatic drain facilities capable of being isolated and a manual bypass. Each filter shall be rated for
the full dryer capacity.
4.3.9 Each air dryer unit shall be provided with a pair of after-filters fitted with a differential pressure
indicator. The after-filters shall have an efficiency of 99.9 % for one micrometer particles. Each filter
shall have a manual drain.
4.3.10 The desiccant shall normally be activated alumina. The quantity of desiccant shall be such that
adequate drying capacity is still available after the desiccant has deteriorated below the
manufacturer’s specified condition to meet required drying guarantee. Flow rates through the vessels
shall be sufficiently low so as to avoid causing attrition of the desiccant bed.

4.4 Pressure Vessel


4.4.1 All vessels on the package shall comply with ASME section VIII Div. 1.
4.4.2 All vessels on the package shall refer to IPB-OCS-KEA-MEC-SPE-0001 Specification for Pressure
Vessels.

4.5 Pipe Work


4.5.1 All interconnecting pipe-work shall comply with the requirement of ASME B31.3 and shall be
thoroughly cleansed of mill scale and rust internally before erection.
4.5.2 Connection to piping shall be preferably be flanged to ASME / ANSI B16.5, but may be threaded to
ASME B1.20 on piping of 1 ½ inches or less.
4.5.3 The connections to the dryer units shall be flanged to ASME B16.5 class 150 RF.
4.5.4 The pressure safety valves shall have carbon steel bodies.
4.5.5 The interconnecting pipe work on the skid shall be arranged neatly, affording good access to the skid
for operation and maintenance and so arranged to enable each major piece of equipment to be taken
out of service without interrupting the air supply.

4.5.6 Pipe work shall be sized and designed in accordance with good engineering practices. All pipe-work
shall be adequately supported for shipment and operation. Termination flange size shall be 2 inches.
4.5.7 The use of flexible hoses shall be kept to a minimum. Any flexible hoses shall be braided and have a
pressure rating in excess of the system relief valve set pressure at the maximum service
temperature.

4.6 Instrumentation and Controls


4.6.1 The air compressor package control shall be from PURCHASER’s Platform Control System (PCS) as
shown in Purchaser’s P&I Diagrams. A local gauge panel will also be provided at the skid.
4.6.2 In the event of malfunction the compressor shall shutdown, and the cause of the shutdown shall be
indicated via the PCS. The shutdown compressor shall be locked out until reset via the PSD.
4.6.3 Vendor shall supply a list of Input/ Output signals required for starting, loading, operation and shut-
down of the compressors for interfacing with Purchaser’s PCS and PSD.
4.6.4 The control system shall permit local start-up / shutdown of the package and local selection of
Lead/Lag compressor.
4.6.5 The package control and safety devices shall be wired by the Vendor from each instrument to
junction box(es) mounted on the skid, for connection by others. Junction boxes shall comply with
APS-OCS-WHP-EI-PH-0001 Instrument, Control Safeguarding F&G Detection Philosophy. Supply of
on-skid wiring and junction boxes will form part of Vendor supply.

4.7 Local Panel and On Skid Gauges


4.7.1 Vendor shall provide all instruments shown on PURCHASER’s P&I D and any other instruments
which are part of his standard package.
4.7.2 If a local control panel is essential then PURCHASER will provide a 230V, 1 phase, 60 Hz, power
supply to each skid for operation of instruments and controls. Use of any such panel is subject to
COMPANY approval. Vendor shall be responsible for distribution of power on the skid. For any other
voltage or DC requirements, Vendor shall supply necessary transformers on the skid inside a NEMA
4X box.
4.7.3 All motor starters shall be provided by others in a remote motor control centre.
4.7.4 All cabling shall be run in cable trays and securely fixed in place by tie wraps per the IPB-OCS-KEA-
ELE-SPE-0010 Electrical Power and Control Cables.

4.8 Noise and Vibration


4.8.1 The magnitude of vibration of the compressor sets (motor and compressor combined) shall not
exceed a velocity of 6 mm unfiltered measured on the bearing housing at any flow rate.
4.8.2 A maximum sound pressure level at a minimum distance of 1 meter (3 feet) from the equipment shall
be 85 dB(A).

4.9 Skid Base


4.9.1 The Vendor shall design and construct a structural steel skid to accommodate the equipment within
his supply. The Vendor shall arrange the equipment and piping on the skid in such a manner that the
centre of gravity of the complete unit coincides approximately with the geometrical centre of the skid.
Equipment shall be arranged on the skid so as to afford safe personnel access. No part of the
equipment shall overhang the edge of the skid.
4.9.2 For design purposes, the skid shall be assumed to be continuously supported along all the length of
the skid and simple supported along the width of the skid. Skid deflection for the operating case shall
be limited to L/1200 where L is the span between supports.
4.9.3 Calculation for the design of the skid shall be submitted for approval by the PURCHASER
4.9.4 The skid shall be lifted using four pad-eyes and lifting aids shall be designed for a safety factor of 3
times the dry lift weight. The pad-eyes shall be suitable to allow a single point lift of the equipment
without causing deflection that would result in permanent deformation. The lifting eyes on the skid

shall be ultrasonically tested to ensure soundness and the integrity of the affixing weld. The Vendor
shall provide a spreader bar should this be necessary to effect the single point lift.
4.9.5 The entire area of the skid shall be provided with a drip pan. Drip pans shall be sloped 1:50 to the
low point drain (min. 2” NB) and shall be covered with a galvanized grating.
4.9.6 The Vendor shall provide all information necessary for PURCHASER’s steel work design. This shall
include:
 Mass centre of gravity of equipment
 Magnitude, location and frequency, of internal forces and couples, torque reactions and out of
balance forces.
 Fixing details.
 Details of any transient forces that may occur in passing through a speed on start up etc.
4.9.7 Two earthing bosses shall be provided. Each item of equipment shall be suitably bonded to the skid
by a separate earthing strap to ensure earthing continuity.

4.10 Electric Power Supplies


4.10.1 Motor controls and power supply feeder will be furnished by the COMPANY.
4.10.2 All Electrical equipment, material and installation shall comply with the requirements of NEMA, NFPA
70, and related engineering specification.

4.11 Driver
4.11.1 Electric motor driven shall be in accordance with IPB-OCS-KEA-ELE-SPE-0005 LV Induction Motor.
4.11.2 Electric motor driven shall be properly aligned prior to testing. On completion of testing the units shall
be drilled, reamed and fitted with tapered dowel pins. Straight dowels and fitted bolts shall not be
allowed.

4.12 Motor Coupling and Guard


4.12.1 The compressors and driver motor shall be connected by a non lubricated, flexible membrane type
spacer coupling.
4.12.2 The coupling, motor shaft and compressor shaft shall be protected by a non sparking, OSHA
approved, coupling guard.

5. MATERIAL
Materials shall be new, free from defects and in accordance with the Air compressor package Data
Sheet.
Structural steel material shall conform to the requirements of ASTM A36. The carbon content shall be
limited to 0.23%.
All welding of pressure containing parts shall receive 100 percent inspection after stress relieving.
Magnetic particle or dye penetrant methods shall be used for surface inspection. Ultrasonic or
radiographic methods shall be used for sub-surface inspection
The Supplier shall furnish material certificates in accordance with ISO 10474/BS EN 10204, Type
2.3. is as a minimum.
Material certificates in accordance with Type B are required for all pressure-containing parts in
hydrocarbon services with an operating temperature above 0 °C and for the main bolts and nuts in
contact with hydrocarbon services.
Material certificates in accordance with Type C are required for pressure-containing parts of low
and high alloy steels (martensite steels, ferrite and austenitic stainless steel, duplex stainless
steel ), nickel alloy (copper-nickel, Monel, Inconel, Incoloy, nickel aluminium bronze etc.) and titanium
and for carbon steel pressure containing parts in hydrocarbon services with an operating temperature
of 0°C and below

6. PROTECTIVE COATING
Surface preparation and coating of all exposed metal parts shall be in accordance with IPB-OCS-
KEA-PIP-SPE-0006 Specification for Painting & Coating. Insulation is required only when specified or
indicated on data sheets or outline drawings.

7. INSPECTION AND TESTING


Inspection and Testing shall be carried out at manufacturer’s work and shall be witnessed by the
COMPANY’s authorized representatives and / or certifying authority, if required.
The responsibility for inspection rests with the Vendor, however, the COMPANY and their authorized
representative reserve the right to inspect the equipment and any time during fabrication to ensure
that materials and workmanship are in accordance with this specification, the individual equipment
data sheets and / or drawing.
The Vendor shall provide a projected shop schedule with appropriate fabrication stages at the time
drawings are submitted for approval, to highlight the inspection activity schedule.
The testing items shall include, but not be limited to, hydrostatic testing, mechanical running test,
performance test and clearance measurements.
A. Hydrostatic Testing
 All other pressure containing parts of the compressor or its auxiliaries shall be hydrostatic
tested to 1.5 times the maximum allowable working pressure which shall not be less than the
maximum pressure attainable normal operation or the setting of the appropriate relief valve
whichever is higher.
 Pressure vessels shall be hydrostatically tested in accordance with the appropriate design
code.
 All oil piping, tubing or hoses provided by the Vendor shall be pressure tested with oil after
shop fabrication into sub-assemblies.
 The normal test pressure for piping shall be 1.5 times the adjusted cold pressure rating of the
valves, fittings, expansion joints or other limiting elements in the line. All systems where
normal operating pressure is 150 psig or less shall be shop-tested under witness of the
COMPANY or his appointed agents with the fluid carried, at normal pressure.
 All tests shall be maintained long enough to permit complete inspection and shall not be less
than 30 minutes.
B. Performance Testing
 The air compressor shall be tested in the manufacturers shop at rated speed, capacity and
pressure in accordance with manufacturer’s standards.
 Data for volume and dewpoint shall be collected during the test. Temperature data shall be
included in the results. This test may be run concurrently with the running test provided all
conditions of each test are met.
 After completion of piping and wiring, the skid controls shall be shop tested using a simulator
to determine proper functioning of the instruments and control system.
C. Mechanical running test
 The compressors shall be tested in accordance with data sheet requirements.
 The complete package shall be tested at the Vendors works to show that the package is
operational in all respects, and meets all specified requirements.

The Vendor shall furnish a detailed test procedure for COMPANY review and approval three (3)
months prior to schedule testing.
The Vendor shall be responsible for testing of the unit.
The Vendor shall notify COMPANY of all inspections and tests at least fourteen (14) days prior to
scheduled factory inspection/test dates such that COMPANY may witness said inspection/test.
The Vendor shall submit to COMPANY reports of all inspections and tests within two (2) weeks
following their completion.
COMPANY shall have free and immediate access to Vendor's facilities to inspect all work pertaining
to COMPANY equipment in all stages of manufacture.

8. SPARE PARTS AND TOOLS


8.1 Installation spares
Vendor shall include, as part of his bid, a detailed, price list of installation spares which shall be
supplied as part of the original purchase package.

8.2 Commissioning spares


Vendor shall include, as part of his bid, the commissioning spares. These spares shall be supplied as
part of the original purchase package and delivered prior to pre-commissioning commencing.

8.3 One Year Spares


Vendor shall include, as part of his bid, a detailed list of recommended spare parts for one year
continuous operation. These spares shall be costed for separate purchase by COMPANY.

8.4 Tools
The Vendor shall supply one full set of special tools required for the complete disassembly and
reassembly of all items of equipment supplied as part of the unit. Each tool shall be clearly labelled
and identified in the Special Tools List specified in the Data Requirement Sheet.

9. START UP ASSISTANCE
The Vendor shall supply, as part of his initial package, service of component technician who shall
supervise the onsite commissioning start up and operating tests.

The Vendor shall supply, as part of his proposal, a detail costing for the services of the
commissioning/ start-up technician to remain onsite following start-up to assist COMPANY will inform
the Vendor of the need for training prior to mobilizing the technician for commissioning/start-up.

The Vendor shall supply one full set of documentation, as listed in the Data Requirement Sheet,
package with the equipment for installation, commissioning and on site testing.

10. MATERIAL IDENTIFICATION


10.1 Identification for main unit
Each major equipment component shall have a permanently attached, impression stamped, 316
stainless steel nameplates. The nameplate shall include the following information:

10.2 Identification for spare parts and tools
Spare parts and special tools shall be clearly identified, either stamped or tagged, with the
Manufacturer's part numbers as referenced on the parts and special tools lists per the Data
Requirement Sheet.

11. PREPARATION FOR SHIPMENT


Equipment shall be prepared for export shipment and shall be created to provide maximum
protection during shipment and extended outdoor storage. Following shop testing, the pumps shall
be drained, evacuated, dehumidified and sealed. Any items which are liable to be damaged during
shipment shall be removed, packed separately and shipped with the unit.

Tools and spare parts shall be packed in metal boxes suitable for long term storage. The boxes shall
be galvanized or coated in accordance with IPB-OCS-KEA-PIP-SPE-0006 Specification for Painting
& Coating.

12. GUARANTEE
Material and/or equipment shall be guaranteed by Vendor/Manufacturer to perform in accordance
with specification requirements and to be free of defects and poor workmanship including, but not
limited to those caused by inadequate preparation for shipment, as per Section 11.0 of this
document, for a period of one (1) year after material/equipment is placed in service, but not
exceeding eighteen (18) months following delivery to the contracted destination.

Vendor shall repair or replace all defective items during the guarantee period at no cost to
COMPANY.
