1. GENERAL
This document provides in brief the design criteria for the Water Treatment Plant that will treat the sea
water for plant requirement of Jawa 9&10 2x1000 MW coal fired steam power plant.
The intent of this design criteria is to cover the basic design criteria for “Water Treatment Plant.” A
brief description and salient feature of the various sub system are defined here for the basis of design.
2. BACKGROUND
This Plant will be located on a site in Suralaya, Cilegon City, Banten Province, Indonesia. This Plant
will be consisting of two (2)-Unit Ultra Super Critical Coal Fired Steam Power Plant including
associated infrastructure for coal supply and grid connection with a total nominal Plant capacity of 2 x
1000 MW (net)
3. PROCESS DESCRIPTION
The purpose of the water treatment plant is to produce demineralized water through UF-RO-EDI units.
Settlement basin will be provided as a pretreatment to the water treatment plant. The water treatment
plant shall be common for both units of 1000 MW.
The water treatment plant will be sized for the water requirement of the complete 2x1000 MW plant
such as Service water requirement, Potable water requirement, and DM water requirement. The
treatment plant will consist of the following
1) Clarification system
2) Desalination system
3) Demineralization system
4) Remineralization system
The clarification system and desalination system will cater to the complete requirement of the plant.
The Demineralization system will cater to the requirement of the DM water requirement. The
remineralization system will cater to the requirement of the potable water requirement of the plant.
The scope of the water treatment plant starts at the inlet of the Lamella type clarifier and ends at the
inlet of the DM water storage tank.
2x100% Seawater makeup pump (not in the scope of WTP Package) will be provided. This pump will
take suction from seawater intake area and pump the water to 2x 100% settlement basin. Settlement
basin is provided to remove the suspended solids and silt in the basin by gravity. The settlement basin
shall be two pass with bottom slope arrnagment. Desilted seawater will be collected in the pump
chamber.

2x100% MMF feed water pumps will be provided which will take suction from the pump chamber in
the settlement basin and pump to 3x50% Multi Media Filter (MMF). Sodium Hydroxide and Ferric
Chloride (FeCl3) will be dosed at the discharge of MMF feed pump. MMF is used for removal of
suspended solids, turbidity and some parts of colour and odour from water. During filtration process
largest particles are filtered by filter media. The type of filter media used in this filter will be sand,
anthracite and gravel. The type of filter internal will be bed plate nozzle or head and laterals.
The outlet water from the MMF will be fed to 2x100% Ultra Filtration system (UF). The UF will
remove the finest impurities retained after the filter. The UF system shall consists of the following
items:
a) 2x100% Ultrafiltration system
b) 2x100% UF air blowers
c) 2x100% UF backwash pumps
d) CIP System.
The filtered water from the ultrafiltration system will be stored in the Filtered water storage tank. The
UF backwash pumps will take suction from this tank for backwashing of UF System. The filter
backwash pump will be provided for backwashing of multimedia filter. The filter backwash pump will
take suction from filtered water storage tank. A CIP system will be provided for cleaning of the
ultrafiltration membrane. The recovery of the UF system will be 95%.
2x100% SWRO feed Pump will be provided which will take suction from Filtered water storage tank
and send the water to 2x100% Micron Cartridge Filter. 3x100% SWRO high pressure pump will pump
the water to 2x100% Seawater Reverse Osmosis (SWRO) units. High pressure energy in the
concentrate (Brine) is recovered through 2x100% Turbo charger and transferred the energy to SWRO
membrane feed stream. The recovery of the SWRO units will be 40%. A portion of permeate from the
SWRO membrane is transferred to the Service / fire water storage tank and potable water storage tank
after remineralization. Antiscalant dosing system, SBS dosing system and sulphuric acid dosing system
will be provided for the SWRO system.
Remaining portion of the permeate from SWRO will be transferred to 1x100% SWRO permeate water
storage tank. 2x100% BWRO feed water pumps will take suction from SWRO permeate water storage
tank and send the water to 2x100% Micron Cartridge Filter. 3x100% BWRO high pressure pump will
pump the water to 2x100% BWRO Unit. Caustic dosing and Antiscalant dosing will be done at the
inlet of the BWRO unit. A common CIP/CEB system will be provided for both SWRO and BWRO
Units. The recovery of the BWRO units will be 85%.

The permeate from the BWRO will be stored in BWRO permeate storage tank. 2x100% EDI feed
pump will take suction from the BWRO permeate water storage tank and pump to 2x100% EDI units.
The recovery from the EDI units will be 95%. The EDI unit will be flushed out automatically based on
the preset timings from the PLC.
Calcium bicarbonate and sodium bicarbonate dosing are provided for enriching the minerals in service
water. Further, NaOCl dosing is provided for the potable water as disinfectant along with Calcium
bicarbonate and sodium bicarbonate dosing. The remineralization plant will produce water which will
confirm to US Federal (EPA) drinking water standards or International Finance Corporation’s
Environmental, Health, and Safety Standards.
The water treatment plant will be designed in accordance with the latest edition of following codes and
standards.

5. DESIGN CRITERIA
The capacities indicated in this section are minimum capacity as per the contract, However the same
will be finalized based on water requirement for the plant and the regeneration / backwash water
requirement as per the final selected vendor during detail engineering.
Two (2x100%) Seawater Makeup pump will be provided at the seawater intake area. This pump will
supply the water to the water treatment plant. The pump discharge will be of above floor discharge and
driven directly by constant speed cage induction motors.
Seawater make up pump will discharge the water to the 2x100% settlement basin for settlement. The
settlement basin shall be two pass with bottom slope arrnagment.
Two (2x100%) MMF Feed pump will pump the water from the pump chamber in the settlement basin
to 3x50% Multimedia Filter. The material of construction for casing, impeller and shaft for the MMF
Feed pump will be of Duplex stainless steel.

Type : Vertical wet pit
Material of construction : Duplex Stainless steel
The MMF will be of horizontal cylindrical type. The filtration velocity will be of 10-15 m3/hr/m2. The
filter media will be Sand, anthracite and gravel. The material of construction for the shell will be
carbon steel with rubber lining.
Filtered water from the MMF outlet will be fed to 2x100% Ultra filtration membrane. UF will remove
the finest impurities before sending to RO system. The recovery from UF membrane will be
approximately 95%. The outlet from UF will be stored in 1x100% filtered water storage tank. 2x100%
Filter backwash pump will be provided for backwashing of multimedia filter. The filter backwash
pump will take suction from the filtered water storage tank. 2x100% Filter backwash blower will be
provided for multimedia filter

2x100% UF backwash pump will be provided for backwashing the UF membrane. This pump will take
suction from filtered water storage tank and will be of Horizontal centrifugal type and the Material of
construction will be of Duplex Stainless steel.
2x100% SWRO feed Pump will be provided which will take suction from the filter water storage tank
and pump to SWRO system through 2 x 100% micron cartridge filter.
3x100% SWRO High pressure pumps will be provided which will pump the water from the MCF
outlet to SWRO unit. 2 x100% SWRO units are provided to reduce the salt concentration which will be
the feed water for BWRO units.

SBS dosing and Antiscalant dosing will be done at the inlet of the SWRO units. For this purpose,
1x100% SBS dosing tank with 2x100% SBS dosing pump and 1x100% Antiscalant dosing tank with
2x100% antiscalant dosing pump will be provided.
The permeate water from the SWRO units will be stored in SWRO permeate water storage tank. 2 x
100% BWRO feed pump will be provided which will take suction from SWRO permeate tank and send
to 2x100% Micron Cartridge Filter. 3x100% BWRO High pressure pump will be provided which will
pump the water from MCF outlet to 2x100% BWRO Units.

A common CIP system will be provided for both SWRO and BWRO units. The CIP system will be
provided with 2x100% Flushing pump, 1x100% CIP Tank, 2x100% CIP Pump and 1x100% CIP
micron cartridge filter.

5.3. DEMINERALISATION SYSTEM
2x100% EDI feed pump will be provided which will take suction from the BWRO permeate water
storage tank and pump to 2x100% EDI units.
The Demineralized water from the EDI unit will be stored in 1x100% DM Water storage tank (Not in
the scope of WTP package).
1x100% bulk sulphuric acid Storage tank will be provided for storing the sulphuric acid. The tank will
be of horizontal centrifugal type and the material of construction will be Carbon steel. The bulk storage
tank will be sized for 10 days requirement of the water treatment plant. Fume scrubbers will be
provided for bulk acid storage tank. 2x100% sulphuric acid unloading cum transfer pump will be
provided for unloading the acid and transferring the same to dosing tank.
1x100% sulphuric acid dosing tank will be provided for dosing the acid. The type of the tank will be
vertical, cylindrical and will be sized for one day requirement. 2x100% sulphuric acid dosing pumps
will be provided. This pump will be of reciprocating type.

1x100% bulk caustic Storage tank will be provided. The tank will be of vertical centrifugal type and
the material of construction will be FRP or equivalent. The bulk storage tank will be sized for 10 days
requirement of the water treatment plant. 2x100% caustic unloading cum transfer pump will be
provided for unloading the caustic and transferring the same to dosing tank.
1x100% caustic dosing tank will be provided for dosing the caustic. The type of the tank will be
vertical, cylindrical and will be sized for one day requirement. 2x100% caustic dosing pumps will be
provided. This pump will be of reciprocating type. The pump will be of PVDF with PTFE diaphragm
material. Safety shower and eye washer will be provided at suitable locations.
1x100% Instrument Air receiver and 1x100% Service air receiver will be provided for WTP area to
store the instrument air and service air respectively. These tanks will be of vertical, cylindrical and the
material will be Carbon steel with epoxy painting or equivalent.
Remineralization chemicals will be added to the outlet water from the SWRO before storing in service
water storage tank. This water will be used for plant service water and potable water requirement.
1x100% sodium bicarbonate injection tank will be provided along with 2x100% sodium bicarbonate
dosing pump for injecting the chemicals at the inlet of the service water storage tank.
1x100% Calcium chloride injection tank will be provided along with 2x100% calcium chloride dosing
pump for injecting the chemical at the inlet of the service water storage tank.
Necessary injection quills and static mixer will be provided for injection and proper mixing of
chemicals.
