legacy documents and shall be used for reference purposes only. ASA standard

4 Electrical Design Standards

4.1 Scope
This section of the MicroStation V8 based CADD Manual is intended to:

• Standardise the preparation of drawings


• Simplify various aspects of the work
• Provide guidance on detailing
• Secure consistency in quality and appearance

It applies to Electrical Design drawings produced by RailCorp Engineering, Electrical


Design Section, or their engaged sub-consultants. If, in special cases or for particular
clients, it becomes necessary to deviate from these practices, then the Principal Design
Engineer Electrical must first give approval. Any proposed permanent change or
alternative to these procedures must be circulated to Electrical Design Section staff for
their comment and subsequent agreement. Changes shall be incorporated in this Manual.

This section of the Manual also contains information and advice on the detailing of
drawings. The use of this information should lead to the best and most economic solution
of drafting problems, (resulting in savings in time and effort) even when the drafting
officer is not fully familiar with the particular work.

Corporation-wide standards are to be found in Section 1 of this manual, or in the


Australian Standard AS1100, parts 101 & 501. This section defines the standards to be
applied to drawings specific to the Electrical Design discipline. Generally, all drawings
shall comply with Australian Standards and any project specific special requirements.

All references to Australian Standards refer to the latest edition.

4.2 Types Of Drawings


Drawings produced by the Electrical Design Section may be classified into four broad
categories; sketches, tender drawings, construction drawings and schematics, standard
drawings/layouts. Drawings should be produced on computer aided drafting (CAD)
workstations utilising MicroStation V8.5 or higher. Completed drawings are to be supplied
as full size hard copies in black & white and fully signed to Q.A. requirements. Outside
organisations should also supply Electrical Design with a copy of the drawings on a CD or
by email. This should be readable by MicroStation Version 8.5 or higher.

4.2.1 Sketches
Sketches are generally used only within the Section and include data sheets, charts,
design graphs or any preliminary design work leading up to the final drawings. They may
also be included in the reports to depict concept proposals. Sketches are not used for
contract purposes or for reproduction in large numbers.

All sketches, data sheets etc shall be numbered and recorded in the recfind file allocated
to the job. The number will consist of the Recfind file number , the next sequencial
document number and a revision character. Details will be recorded using the “Job Folder
Document/ Drawing Control Sheet CD-D-02F1” and upon completion, the Recfind file will
be stored in the appropriate location.

4.2.2 Tender Drawings


Tender drawings are usually of a general or typical nature and are prepared primarily for
inclusion in the tender documents. They show the nature and degree of complexity of the
work so that the tenders may readily assess the cost of performing the work. Any prints of
the tender drawings must be noted or stamped (in red ink): “FOR TENDERING”. These
drawings are also to be treated in a similar manner to sketches.

4.2.3 Proposal & Construction Drawings


Proposal & Construction drawings show sufficient details to enable the client or
Contractor to satisfactorily complete the project.

Proposal & Construction drawings can be read in conjunction with the specification and
where confliction occurs between the two, the construction drawings take precedence
(unless the specification specifically states otherwise).

4.2.4 Standard Drawings & Layouts


Standard drawings eliminate repetition by showing which are typical for different projects.
The word “STANDARD” must appear in the title description.

Layout drawings usually indicate the current state of the RailCorp Electrical system, in
respect to Overhead wiring, Transmission Lines and Cables and are maintained to an “as
built “ status.

4.2.5 Associated Drawings


Drawings from other disciplines covering supplementary information for work detailed on
electrical drawings are associated drawings. Listing of associated drawings shall appear
in the Reference Drawings column.

Note: Tender Drawings, Proposal & Construction Drawings, Standard Drawings, Layouts
and Associated Drawings are all referred to as Contract Drawings when they are used to
show the work required to be carried out by a Contractor.

4.2.6 Production of Drawings


In the past there was a practice to show a proposal on an existing (as built) drawing and
then issue it for construction purposes. It resulted in many drawings showing proposals
that were not built and erroneous information. With the advent of CAD and the breakup
of the corporation into regional groups, this practice ceased. Under no circumstances will
it be revived.

For each proposal a new proposal drawing will be created and tailored to show the work
required (usually this drawing is a clone of an existing ‘As Built’ layout, modified to suit
the proposal requirements). This proposal drawing will be marked “FOR
CONSTRUCTION” and issued. . Following implementation of the proposal and the
receipt of a marked up copy of the “For Construction” drawing indicating any ‘As Built’
changes, the existing drawing will be amended to incorporate the changes and a new
revision produced.

4.3 Title Blocks


Setting out and filling in of the title block, signature block, amendment block and, if any,
client title block, shall be in accordance with the sample shown in Figure 1 for more detail.
Refer to Section 1.11.2 for title block for external use.

4.3.1 Drawing title structure


Line 1 Either single point location or project extent. Use GENERAL when
illustrating electrical equipment.

Line 2 Rail Corridor & km is able to be determined from the 1500V


Operating Diagrams. This is calculated from Central Railway Station
(this information is accessible from the RailCorp Engineering Intranet
- Extranet for panel members)

Leave blank if Line 1 is GENERAL

Leave blank if location is not within the suburban rail network (for
example, Chullora Substation)

Line 3 Customarily one of the following:

- RAILWAYS OVERHEAD WIRING


- HV AERIAL LINES & CABLES

Where different scales are used for horizontal and vertical dimensions, such as
Transmission line, OHW & Bridge profiles, each scale shall be clearly indicated on the
drawing sheet.

e.g.

HORIZONTAL SCALE 1:500

VERTICAL SCALE 1:100

Note: The Electrical group utilises 1:500 & 1:50 for profiles for OHW purposes,
1:500 & 1:200 for Transmission lines.

4.4 Cell Libraries


The following table lists the cell libraries specifically for use in drawings produced by or
for the RailCorp Electrical Design area, together with the internal network paths:

4.5 Levels, Level Symbology Overrides and Symbology ByLevel


All levels, symbology and text shall be in accordance with this manual, (see Appendix A).
This level structure can be imported from:

M:\Rail\ustn_wsV8\RC_Groups\ EL_Levels.dgnlib.

Different levels shall be used to indicate and separate various features.

4.6 Titles
Every drawing should be given an identifying title, which adequately describes the
location or type of work shown on the drawing. The title block should not be filled up with
such superfluous descriptions as “Plan and Sections”. It is better for a title to be brief and
concise, provided it contains sufficient information for identification purposes.

Details shown in the title block should conform to the Electrical Drawing index system, as
utilised by the EDMS system. This consists of location, rail line and kilometrage, drawing
category ie,ohw,trans.lines, substations and cables..

For text in the title block, see Section 4.3. Should any doubt exist as to the composition
of the title, the Electrical Design Section should be consulted.

If a title or drawing size is altered after registration, the Electrical Design Section should
be advised.

4.7 Engineering Documentation Management System


Every drawing shall be given an Engineering Documentation Management System
(EDMS) number for purposes of future reference. (See also Section 4.2 for types of
drawings).

The Drafting Officer shall obtain an EDMS number for every drawing through the Plan
Room Document Manager (PDM) and keep the PDM informed of the status of the
drawing.

4.8 Registering Drawings


On completion of the drawing, the drawing will be submitted to the Plan Room for
microfilming or scanning. It is expected that in the near future the drawings will be
submitted to the Plan Room electronically without need of any hardcopy of the drawing.

4.9 Product Specification


Where a specific product performance is required, the performance requirements of a
generic product description should be stated on the drawing. If the designer requires a
specific proprietary product, the product name should be specified, with the words “OR
EQUIVALENT” included. A standard sentence such as, “shall be installed/ mixed/placed,
in accordance with the Manufacturer’s recommendations.” shall be included.

4.10 Location & Detailed Locality Maps


Location and detailed locality maps should contain sufficient information to enable any
particular feature to be located without difficulty.

Location and detailed locality maps are usually combined for convenience on one
drawing i.e. Key Map. Usually these are cover sheets for a series of layouts pertaining to
a particular project or area. Key Maps should show location and identifier of each
individual layout in the series. A legend should be given to identify all symbols shown on
the drawing. Notes should indicate the origin of the grid system and the datum used for
vertical control.

4.11 Location Maps


These should be on a sufficiently small scale to cover the whole of the scheme, with an
inset on a smaller scale to cover major centres of the surrounding area. The area covered
by the project should be readily identifiable. North should be towards the top of the sheet.

Contour lines should not be shown, but all main features such as roads, rivers,
boundaries, towns and mountain ranges should be included.

Text should be in upper case and be large enough to read if prints are reduced.

4.12 Site Plans


The area covered on the site plan should be indicated on the detailed locality map. The
scale of the site plan should be sufficiently large to cover the whole of the works area in
enough detail for easy identification of the various features. The grid system used should
be shown and oriented with the North to the top unless otherwise indicated.

4.13 Site Preparation Plans


The area covered on the site preparation plan should be easily identifiable on the site
plan. The site preparation plan should show the neat lines to which the excavation is
required to be carried out. The recommended interval for contour lines is 2m. Levels
should be given to 0.001m.

4.13.1 Projection & Views


Except for the departures noted herein, all views should be placed in the positions
required by third angle projection, that is, the plan view drawn directly above the front
view and each end view adjacent to the front view nearest the end it represents. In some
cases it may be necessary to replace the bottom view by a bottom sectional view, drawn
directly below the front view and as seen from above.

A sectional view other than the bottom section, may be drawn anywhere on the sheet,
provided the position of the section is clearly shown by section lines or otherwise suitably
identified.

4.13.2 Notes On Drawing


The notes should be as brief and concise as possible, and should cover any information
which is not implied in the details. Notes serve to avoid any repetition on the drawing, but
excessive use of notes to save the drawing of a similar member should be avoided.
Notes should not be repeated on details, when they can be covered in the general notes.

4.14 Substation Drawings Standard

4.14.4 Layout Production Construction Cell Library.


This cell library should be used for the enhancement of all MicroStation design files
produced for this Corporation.

Cells in the cell library have been created at a size suitable for placement in drawing, with
a production scale of 1:500.

A listing of the cell library is provided.

4.14.5 Layout Production Font Library.


A subset of the RailCorp font library is provided, together with a hard copy listing of the
font library.

A parameters of the text style, font number, colour, weight, level, text height and width to
be utilised, is included in the specification provided for each file and model.

4.14.6 Standard A1 Size Drawing Sheet file.


The standard drawing sheet required by the Electrical Design group for the production of
hard copy drawings is supplied with the accompanying information. This file is normally
attached to each Layout drawing file as a reference file,(not copied into the design file).

The file is attached in the Layout drawing at a scale to suit the proposed drawing
reproduction scale and also relative to the drawing sheet set out pattern. A named view
"A1SHT" is provided in the file, for file attachment purposes.

Note: The Layout drawing seed file provided already has the A1 sheet attached and the
above parameters pre-set.

4.14.7 Colour Table

4.14.8 Grid Files


These files provide the required drawing sheet set-out for the section of rail corridor
concerned. They provide the individual drawing sheet areas, ISG grid and annotation, join
lines and north points. To aid in the production of layout drawings the sheet break-up,
grid, north points and join lines have been grouped and placed on alternate levels (see
level map). Hence if levels 1,5,9,17 are displayed, with levels 2,6,10,18, OFF, every
alternate layout drawing area will be shown. It is intended that the grid files be attached
as a reference file to each layout drawing. Drawing sheets are placed at whole angle
rotation.

4.15 Additional Information

4.15.1 Use Of Model And Drawing Seed Files.


See document titled "Production of Electrical Design Drawings Utilising CAD" attached to
this document.

4.15.2 Production Of MicroStation Design Files


RailCorp uses Bentley MicroStation V8.1 or higher for the production of graphic models
and Layout drawings.

4.16 Production Of Electrical Design Drawings Utilising CAD

4.16.1 Overview
The Electrical Design Layout drawing system is comprised of a series of primary and
secondary graphic files assembled together using the Bentley MicroStation system, to
enable production of overhead wiring, transmission line and cable drawings.

This approach was adopted in order to maintain the currency of the Electrical Design
layout drawings and to reduce duplication of effort by the various engineering groups
through the sharing of common land related graphic data.

The primary graphic files, referred to as model files, are produced and maintained by the
Electrical Design Group in accordance with various themes i.e. Overhead Wiring design,
Transmission Line design and cables. Files pertaining to mapping and track alignment
are also maintained for design purposes.

Each model file contains the data pertaining to the design, location and graphical
representation of features in accordance with the subject theme. Each model file
encompasses approximately 4 km of rail corridor and provides a base from which usually
10 -A1 size layout drawings sheets are produced (scale of 1:500 ).

The models are limited to approximately 1 MB of graphic information to ensure


reasonable screen refresh times at the CAD terminals and for efficient file management
on the RAILCAD system.

A common global origin and design file unit definition has been adopted for all RAILCAD
mapping and land related engineering drawing. The NSW Integrated Survey Grid is
currently adopted as the map projection for the CityRail area.

The primary graphic (model) files are supported by secondary files attached as reference
files, these secondary files supply additional or ancillary graphic data and are used in the
construction of the primary model files. These files are usually sourced and maintained by

other areas and thus enable the currency of graphic data in respect to non-electrical
engineering features to be maintained.

Graphic data in the files is level segregated in accordance with the data type and item i.e.
overhead wiring design, transmission line routes, and cable routes and further separated
in accordance with the status of the feature i.e. existing, proposed, as constructed.

The Tension Length Diagram provides the colour definition for each wire run and
associated detail, in the Overhead Wiring model.

A brief description of the various files is set out below:

4.16.2 Primary Model Files


Primary (Theme) models contain information pertaining to the relevant the theme. Each
model covers approximately 4km of the rail corridor. The models are supported by a
number of reference files sourced and maintained by other groups. In the case of track
alignment and aerial mapping, subsets of these reference files are copied and
incorporated into the Electrical group models. This is to retain the integrity of the final
Electrical group drawings, should these files be removed from the RAILCAD system by
owner groups. The reference files remain attached to the models to facilitate future
updates or for comparison purposes.

a) Overhead wiring model file - Contains graphic details pertaining to location and
design of the overhead wiring system.

b) Transmission line and cable model file - Contains graphic details pertaining to
the location and design of the HV transmission line and cable system.

c) Electrical mapping model file - Contains subset of aerial mapping(where


available), digitised information and updates from electrical detail surveys.

d) Electrical Track model file - Contains subset of track alignment files (where
available) or alternatively track alignment produced by electrical group, utilising
various source data and methods.

e) Grid files - Provides drawing sheet set-out and grid annotation for the layout
drawings. The file is usually created initially to support the aerial mapping
product but later used by the Electrical group for layout drawing production and
also by Surveying services to produce track alignment drawings.

f) Layout Drawing File -Acts as a binding agent and window into the assembled
primary and secondary files, which are attached as reference files and map to
the same global origin. The grid file is used to indicate the sheet set-out pattern
and the A1 drawing sheet graphics is moved coincide with this sheet pattern to
produce the required drawing. Reference files are clipped and bound within the
drawing sheet borders and join lines defined by the grid file to limit the display of
graphics. The area defined by the A1 sheet file is then plotted (usually at scale
of 1:500) to produce the required drawing.

4.16.3 Secondary (Support) files are as


Design Files - Provide details of civil design and construction, ie bridges, retaining walls,
culverts.

Services Files - Provide details of utility services, cables, pipes, drainage.

Boundary Files - Provide details of survey boundaries.

Track Alignment Files - Provide details of design alignment for single or

groups of tracks.

A1 size Drawing Border File - Provides drawing sheet border to facilitate production of
layout drawings.

4.16.4 Tension Length Diagram


The purpose of Tension Length diagram is to identify and show the extents of the wire
runs proposed, together with details of the termination points and anchor locations.
The extent of each wire run is shown by a single coloured line between the termination
points. Details of the termination anchors and fixed mid points, out of running wire and
overlaps are also indicated.

The diagram essentially shows:

a) Individual wire runs, wire lengths, each delineated by an individual colour. 8


colours only are used due to reproduction identification difficulties.

b) Location of anchor points and details, including type/tension length/wire run


names and for fixed mid points, tension loss figures.

c) Bridges & bridge names

d) Platforms & platform names, station names , station extents (shown hatched)

e) Specific proposed & existing structures

f) Track names & to/from Sydney indicators

g) Interaction with existing wiring (shown black)

h) Substations & sectioning huts (shaded grey)

i) Tunnels & tunnel names

j) Out of running wire (shown dashed)

k) Overlaps (O/L) delimited by , together with km of location

o) The colours shown for the individual wire runs are later carried through to the
concept and detailed design and utilised to identify all design data pertaining to
that particular wire run (ie. structure loading , blowout, staggers, coding, etc)

Diagrams are usually produced at A3 size & identified as a colour drawing.

4.16.5 Summary
The Layout drawing production system described above is akin to the manual overlay
drafting technique, where a series of transparent files, are overlaid to build up or compile
an overall picture of the area of interest.

The system is flexible from both a production and project staging point of view. It allows
drawings to be produced using single or multiple themes i.e. Overhead wiring,
Transmission line, Cables and to varying status, 'existing', 'proposed' and 'as
constructed'. Facilitates production of staging drawings for various activities and allows
updates and modification using shared graphics. The system minimises duplication of
effort between the various design groups by use of shared graphic files. It also permits
production of proposal drawings and the roll over of 'as constructed' graphics (when
construction has been confirmed) to 'existing' status, ready for the next project. The
graphic data can be plotted to any scale.

4.17 Specification For RailCorp Combined OHW Layout Drawings

4.17.1 Introduction
RailCorp controls an extensive network of overhead wiring supplying high voltage traction
current for the running of electric trains, throughout the CityRail area.

The documentation of the overhead wiring design, as installed structures, and other
design details are shown on drawings known as layouts. These drawings are updated to
reflect changes and alterations to the electrified system as they occur.

An overview description of the procedure used to produce the drawings is attached.

4.17.2 Scope Of Work


The contractor will be required to create the necessary model and drawing files as
required for the Layout drawing system and place graphic information into these files in
accordance with the specification provided for each file.

A "Start Up" pack is provided to facilitate this work. The "Start Up" pack containing
various MicroStation Seed files, cell library and other support files necessary to perform
the required task and is usually supplied by means of a CD. Documentation supplied
with the "Start Up" pack includes specification of levels and parameters for placement of
required items within the files.

The contractor will perform the following work in respect to the various files indicated
below:-

4.17.2.1 Mapping
Where aerial mapping exists on CAD, create the Electrical mapping file and copy the
aerial mapping into the file over the full extent of the model. Note only a subset of the
mapping is required, see attached list of items required.

Where hard copy (non CAD) aerial mapping only exists, this mapping should be digitised
into the Electrical mapping file in accordance with the level map and information required,
see attached list of items.

Where detailed mapping or surveys exist information contained in these surveys should
be incorporated into the Electrical mapping file.

4.17.2.2 Track Alignment


Where track alignment exists on CAD, track alignment information should be transferred
to the Electrical Track alignment file as a Graphic Group in accordance with the
specification.

Track centres text to be shown between tracks and not to conflict with other data.

Track radius text is to be shown between tracks where centreline of 6 foot, else shown
between rails when centreline of 4 foot.

Superelevation to be placed between rails for 4 foot alignment or between tracks for 6
foot.

Track component types i.e. curve/straight/transition placed between tracks.

Note: Parameters for placement information are to be in accordance with the


specification supplied.

Where Cad alignment does not exist, alignment is provided by either manual drawings
(HA & SC) or surveyors field sheets, it will be necessary for the contractor to convert this
alignment to CAD using graphic commands provided with the CAD system.

Note: The alignment frame (TP/TRS) points should be honoured in all cases.

Placement of information and graphics will be as described in earlier paragraphs and in


accordance with the file specification and sample drawing supplied.

4.17.2.3 Grid file


Where a grid file is supplied, the contractor will use the grid file for the construction of
layout drawings.

Where a grid file is not supplied, it will be necessary for the contractor to produce this file
in accordance with the specification and requirements described below :

Grid seed file is to be used to produce the required file.

A1 sheet pattern is to be placed central to track centreline with sufficient coverage to


incorporate future transmission line and cable requirements.

Drawing sheets to be oriented at whole angles to simplify plotting and view rotation.
Where possible runs of sheets should maintain the same orientation, particularly on
straight, to provide maximum coverage.

Sheet joins to be radial from corners to give maximum coverage when sheets are place
at angles.

Join lines to be placed 25 mm from side of sheets(at 1:500 scale).

Join lines to be placed on multiple levels to facilitate display of alternate sheets - see
level map provided.

Grid tic marks and crosses to be placed at 50 M intervals over each drawing sheet area
in accordance with level map.

Grid to be annotated and placed around inside edge of each sheet area. Annotation is not
to conflict or overwrite.

4.17.2.4 Overhead Wiring Model file


The Overhead wiring model file is to be created by the contractor using the OHW model
seed file.

OHW data is to be placed into the file by the contractor in accordance with the file
specification. see "OVERVIEW" documentation and attached description of the OHW
design documentation process.

Cells are to be placed within the model files from the cell library provided.

Cells are to remain in the model files as cells (not to be dropped).

Enter data fields and text nodes are provided in various cells for annotation purposes.
Cells providing message text or drawing references, where necessary maybe dropped
however to allow editing of specific text i.e. reference drawing numbers.

"As Constructed" OHW masts to be placed accurately at locations indicated by survey


data (ISG co-ordinates of Ramset Nails placed in masts).

Mast foundations to be placed at actual size.

Cells are to be placed at size provided and not to be re-scaled, cells have been created in
cell library at a scale suitable for a production drawing scale of 1:500 and there should be
no need to alter the size.

OHW data is not to conflict with TL and cable data. TL & cable routes are not to be
broken by OHW data i.e. structure numbers are not to be placed across TL and cable
routes. Documentation of OHW system is to be in accordance with symbology described
in EP 0800 0010 SP.

4.17.2.5 Transmission Line and Cable file


The TL and Cable model file is to be created by the contractor using the TL & Cable seed
file.

TL & Cable routes are to be placed into the file by the contractor in accordance with the
file specification, see "OVERVIEW" documentation and attached notes on TL & C design
documentation procedure.

In cases where cable amendments are required (when specified in the covering letter),
see additional notes contained in document titled "Specification for amendment of Rail
Infrastructure Corporation High Voltage Electrical Cable Layout Drawings"

Graphics are not to conflict with OHW data, if necessary move OHW data clear of the TL
and cable routes.

Data is to be placed in the model in accordance with the file specification. Note that some
data, particularly cable cross sections are placed in the Layout drawing files.

Layout drawing files are to be created by the contractor using the appropriate seed file.

Data and annotation is to be placed into the files by the contractor in accordance with the
specification, see "OVERVIEW" documentation notes pertaining to layout drawing design
documentation process.

Model files are to be attached as reference files (graphic data from model files is not to be
copied into drawing file).

"A1" border sheet (reference) file is to be moved and rotated to coincide with the relevant
location as determined by the grid file.

Model files are to be clipped in accordance with the join lines indicated in the grid file.

Title block/drawing references/headings are to be completed in accordance with the


sample drawing supplied.

Ancillary notes, warnings construction tables are to be added to the drawing file, where
required and in accordance with the level map and file specification.

Where cables are concerned, cable cross sections and dimensions are to be added into
the layout drawing file.

4.17.3 General

4.17.3.1 Drafting Standards


Generally Australian Drawing Standards AS1100 101-501will be adhered to in respect to
size of lettering and drawing presentation with the following exceptions:

Drawings are to be produced to normal RailCorp convention with direction from Sydney
on left. Text to be read along track from left hand side (direction from Sydney).

Size of lettering for superelevation and track component type to be equivalent to 1.8 mm
at production scale of 1:500, see specification.

4.17.3.2 Placement Accuracy


The MicroStation V8 seed files supplied facilitate placement of graphic data with extreme
accuracy, therefore the location of cables, transmission lines and OHW structures can be
placed using survey data provided.

4.17.3.3 Supply of Documentation


Layout drawing EL018556c.dgn is provided as a sample of a typical Electrical Layout
drawing.
