1.0 INTRODUCTION

Define the requirements, technical conditions, criteria and applicable regulations that must be used for the
selection of equipment, design, engineering, materials, manufacturing, inspection, FAT testing, packaging,
transportation, Supply, training and guarantee of the clean diesel system on the HOKCHI satellite
platform.

2.0 OBJECTIVE

This specification covers the minimum requirements for the clean diesel system, on the HOKCHI Central
platform.

Compliance with this specification does not exempt the contractor from the responsibility to supply the
equipment of the clean diesel system and appropriate design accessories, mechanically suitable to meet
the operating guarantees to the conditions of Service specified.

The contractor must assume responsibility for all components of the clean diesel system considered, as
well as the coordination between the design, manufacture and assembly of all the parts supplied by him,
regardless of who manufactures them, and must Coordinate timely and expeditious delivery of drawings,
clarifications or any other information requested; The foregoing will not relieve the contractor of the
following:

• Guarantee the equipment and auxiliary systems according to the requested.


• The proper functioning of the equipment, including its auxiliary systems.
• Timely delivery of drawings, information and/or clarifications of the equipment.
• The contractor will be responsible for compliance with the expected operation of each equipment.
• The Contractor shall be responsible for the total of the labor and materials involved in the manufacture of
the equipment, the results of which will be verified by the performance tests in the workshop and in
manufacturing yards.

Inspection and acceptance of the equipment and the tests carried out shall not relieve the contractor of the
responsibility to replace on his own account any component of this which would fail due to defects in
materials or workmanship, within the validity of the Warranty.

In the event of any conflict between this technical specification and the documents constituting the
purchase order, it shall be the contractor's responsibility to notify SAPURA of the dispute in writing and to
request a decision or interpretation by SAPURA. The contractor will not assume which requirements they
will govern.

The engineering developed by the contractor must undergo review and approval by SAPURA.

The data sheets will provide information about the conditions of service, building materials and any other
accessory of the equipment, these sheets form an integral part of this technical specification. The
contractor must complement the same and return them together with their offer.

The clean diesel system that the contractor must consider to perform the selection, testing and supply will

Notes:

1. The clean diesel system, instrumentation and accessories, must be suitable for operating in
marine, saline, moist and corrosive environment.

2. The mechanical components of the package must be supplied with a 316 stainless steel data
plate, permanently attached to each equipment (no adhesives accepted) and must be in a visible
and easily accessible place.

3. The Contractor shall assume the unitary responsibility of all equipment, instruments, pumps, tanks,
valves, and all ancillary systems included in the supply.

The contractor must design, manufacture, and supply the clean diesel system, as stated in this
specification, data sheet, standards, standards, codes, and what is indicated in the P&ID HCP-PR-PID-1-
026. The contractor has full responsibility for inspection, factory testing and certification of all components,
equipment and materials that are part of the package.

Any parts or components which are prototypes or which do not meet the minimum characteristics
requested in this document shall not be accepted; The equipment to be supplied must be trademarks, and
at least have two years of operation in systems similar to the present.

3.0 CLEAN DIESEL SYSTEM.

Engineering development, selection, factory testing, supply, packaging and preservation, packaging,
loading, transportation to the manufacturing yards of the equipment that make up the clean diesel system
considering that the storage container of Clean diesel will be located inside the crane pedestal of the
HOKCHI Central platform, with all its complete systems of operation, control, safety and drive. Includes:
tool, equipment, consumer material and staff with the required experience, which guarantees the proper
execution of the acquisition.

The clean diesel system must be in accordance with this specification to operate under the specified
environmental conditions. The package must satisfy the operating conditions stipulated in this document
and considered by the contractor during the engineering development. The design, materials, constructive
characteristics, selection, supply, installation, interconnection and testing at the factory, as well as the
required equipment information and the corresponding training must comply with the provisions of this

The clean diesel system consists of a complete set of equipment; Necessary and integrated all of them,
including the instrumentation and controls necessary for their satisfactory and reliable operation.
The clean diesel system must include at least: Clean diesel tank integrated inside the crane pedestal (API-
650 latest edition).

 Flame arrester.
 Clean Diesel filter simplex basket type.
 Two centrifugal diesel transfer pumps.
 Level position indicators.
 Level Indicator
 Transmitter and level indicator.
 Low-level switch.
 Cut-off valve.
 Safety valves.
 Manometers.
 Instrumentation for control (see Technical specification of instruments).
 Piping, valves and accessories.
 Junction box (NEMA 7).
 Drain Tray.

The scope of work for each of these teams includes:

 Selection and evaluation of the equipments that are intended to be supplied, complying with the
operating conditions established in this document and in the engineering developed by the
contractor.

 Elaboration of the test protocol at the factory.


 Production and certification of factory tests.

 Supply of equipment, instruments and everything necessary for its control and operation.
 Packaging, packing, loading, transporting and moving to manufacturing yards.

 Selection of accessories necessary for the proper functioning of the system.

 Placement of equipment instrumentation, Assembly of Auxiliary equipments, verification of the


placement of auxiliary equipments, necessary calibrations of the control instruments.

The Contractor shall provide all materials and equipment required for satisfactory completion of the work.
All materials and accessories shall be new, newly manufactured and must comply with the technical
specifications of the equipment; They must also be suitable to withstand the marine environment (moist,
saline and corrosive).

4.0 DESIGN CRITERIA

4.1 OPERATING CONDITIONS


The clean diesel system and ancillary equipment must be designed to operate under the operating
conditions specified in the HCP-PR-DTS-1-003, and P&ID HCP-PR-PID-1-026 data sheets.

4.2 GENERAL TECHNICAL REQUIREMENTS

The equipment must be designed and constructed (including ancillary systems) for a minimum service life
of 25 years and 3 years of uninterrupted operation; With their corresponding maintenance according to the
manufacturer's manual.

The clean diesel system must be designed to satisfy the operating conditions established in the data
sheets of such equipment, as well as the requirements of this specification and the specifications,
standards and technical documents. Applicable.

All ball valves must be welded body (one piece), see Technical specification of piping.

The system of units for the equipment of the clean diesel system must be the international system of units
(SI) according to the indicated in the official Mexican standard NOM-008-SCFI-2002.

The clean diesel system must be suitable to operate outdoors and unprotected, for a corrosive marine
environment offshore, in addition it must be suitable for operating instruments in an area classified as
Class I, Division 2, group C and D.

All conduit, pipe fittings must be copper-free for marine environment and class I, Division 1, group C and D
rated area (Oval series accessories are not accepted), including junction boxes, seals, flexible couplings,
Union nuts , clamps, etc. Quality certificates must be submitted to validate the materials used in the
aforementioned area.

Electrical ground preparation should be left on the equipment.

The total surface of the equipment exposed to atmospheric corrosion, (where applicable) must be
protected by the application of anticorrosive coatings, as well as interior coating in the T-1804 tank.

A stainless steel plate 316 of data must be supplied and placed to the equipment involved in a visible and
accessible place to the equipment. The data plate must be stamped with the following information:
Identification key, Contractor's name, specific for each equipment, as well as its minimum and maximum
permissible design limits and nominal data such as: pressures, Temperatures, velocities and power, the
maximum permissible pressures and temperatures and pressures for hydrostatic testing. The units shown
on the board must comply with the NOM-008-SCFI-2002.

5.0 CONSTRUCTION MATERIALS

The building materials of the tank must comply with the API-650 latest edition, according to the following:

 ASTM A36 as a minimum specification for the interior enclosure (body) of the crane pedestal.

The materials of the pumps will be carbon steel.

The material of the filter body and must be a-106 Gr. B.

Pipe and valve materials must be supplied according to the technical piping specification.

The galvanic corrosion must be avoided by contact between dissimilar materials. The contractor should
consider galvanic and/or neoprene pair kits to avoid corrosion problems between dissimilar materials.

All materials used in the manufacture of equipment and accessories must be new.

5.1 CLEAN DIESEL STORAGE TANK T-1904

The design and manufacture of the clean diesel tank must comply with the API-650 standard.

The tank must be designed to be contained within the pedestal of the crane.

All circumferential and longitudinal welds applied to the tank envelope must be radiographed by points and
meet the specific requirements of the API-650 latest edition standard.

The nozzles and reinforcement plates must not be located on weld seams.

It must have nozzles (connections) for intake and output of the product, instruments, drainage, vents,

5.2 DIESEL TRANSFER PUMPS P-1904 A/B

For the electrically operated, clean diesel transfer pump, which is of the centrifugal type.

The design and manufacture of the diesel pump system must comply with the API-676 standard.

Building materials must be in accordance with manufacturer's standards for specified operating conditions
and handling diesel. The metallurgy of the major components must be clearly established in the supplier's
proposal.

The equipment design must allow access for the adjustment or replacement of the liquid end components
including gaskets, seals, check valves and other wet parts requiring maintenance.

The maximum noise level of the pumps must be 85 dB (a) measured at 1 m distance.

The equipment must be designed to operate up to the firing conditions and to the relief or safety valve
adjustment without damage.

The pump must have the necessary accessories for its operation, the pump heads must consist of
standardized and interchangeable parts and have their suction filter.

The flow and pressure delivered by each pumping head must be as stable as possible.

Pumps and pump actuators must be suitable for continuous operation at full load.

The nominal capacity must be at least 10% greater than the maximum capacity specified.

The drive between the pump and the actuator must be direct.

5.3 DIESEL TRANSFER FILTERS F-1904 A/B

The basket-type filter of the diesel System package must be supplied fully assembled for operation. The
filter must include but is not necessarily limited to the following:

 Body.
 Support Basket.
 Filter media.
 Body support.
 Inlet, outlet, vent and drain nozzles.
 PSV safety valve.

The filter should include the support elements of the assembly. The filter must be designed to withstand its
weight considering that it is full of water, without structural damage to the same.

The filter must have a quick-closing system suitable for the service and operating conditions.

The filter must be tested hydrostatic by the contractor at 1.5 times the design pressure.

All mobile components: valves, quick-opening cover, etc., will be tested cyclically throughout their range of
motion to ensure operation and free movement when opening or closing.

The materials of manufacture of the filtering elements must allow their reuse, the cleaning medium will
preferably be water or air and will be used to retain particles greater than 125 micron.

The filter body must be designed under ASME Code section VIII Division.

5.4 DIESEL UNLOADING FILTERS F-1903 A/B

The basket-type filter of the diesel System package must be supplied fully assembled for operation. The
filter must include but is not necessarily limited to the following:

 Body.
 Support Basket.
 Filter media.

5.5 INSTRUMENTATION AND CONTROL

The instrumentation, piping, valves, connections and other accessories necessary for the correct
installation, assembly and operation of the system must be provided as a minimum, without limitation, as
indicated in the P&ID HCP-PR-PID-1-026 .

For the scope of the instrumentation and the control, consult the technical specifications of the
instruments, HCP-IN-SPC-1-003, HCP-IN-SPC-1-004, HCP-IN-SPC-1-007 and HCP- IN-SPC-1- 012.

6.0 INSTALLATION REQUIREMENTS

The clean diesel system and its accessories must be installed outdoors, in a marine environment (saline,
moist and corrosive).

The equipment the clean diesel system must be equipped with draining drip tray. The drain connections
must be located at the bottom of the rim to performed a complete drain. The base tray should have
sufficient inclination toward the end of the drain.

All equipment, valves and controls must be fitted with interconnecting and wiring pipes.

equipment, piping, tubing and interconnection wiring must be arranged to facilitate the operation and
maintenance of the package on the skid. All equipment, valves, instruments and controls must be easily
accessible.

Tubing and piping must be adequately supported for the type of service and shipment required.

The required elements must be installed as required and must be interconnected.

The package and its accessories must be designed to withstand wind and earthquake loads under
maximum operating conditions, to calculate such loads should consider the following:

 The equipment must be capable of withstanding a load caused by a wind velocity of 240 km/hr.
 The seismic coefficient to be considered in the design is 0.25 g.

7.0 INSPECTION AND TESTING

The contractor must develop a work execution program in which it reflects the stages of the inspection and
testing plan and submit it to HOKCHI Engery for review and commentary before the start of the work,
where the activities describing the Inspections, tests and verifications to be carried out during all the
stages of the work.

The representative of SAPURA must have access to the plants where the equipment to be manufactured
or tested; It is the contractor's responsibility to notify the sub-contractors and/or manufacturers of the
equipment of the requirements of the inspections. The contractor must provide the inspection program in
advance before performing any inspections or tests that he or she wishes to testify.

The contractor must provide prior to the FAT tests, the quality certificates of materials and components;
The above-mentioned certificates must be issued by the manufacturer.

SAPURA shall have the right to refuse all materials, works or workmanship defective or which do not meet
the quality required and require the replacement of materials satisfactorily, defective materials and
equipment must be removed and replaced by the appropriate ones, without the contractor having for this
reason, right to claim and/or payment.

Inspection and acceptance of equipment and materials, as well as any evidence made, shall not relieve
the contractor of the responsibility to replace on his own account any part thereof which would fail due to
defects in materials or workmanship within the Warranty validity.

Made this inspection, if the work is unacceptable or missing, SAPURA will communicate it to the
contractor in writing, telling you in particular and in detail each of the works that must be corrected or
supplemented.

8.0 QUALITY ASSURANCE

All materials and equipment included in this work must be new, without damage and of first quality.

All equipment materials, hardware, etc. must be protected from damage before and after work; They will
not be accepted if damaged.

The Contractor shall notify any discrepancy, error or omission before making a necessary change, as
these may only be made with written approval.

The contractor must repair to the satisfaction of SAPURA the damages that are caused by the elaboration
of the works.

SAPURA enjoys full authority to ensure the fulfillment of this document, being able, to judge it convenient,
to stop the work or to reject it.
The contractor must repair to the satisfaction the damages that are caused by the elaboration of the
works.

The contractor must be responsible for the purchase of the clean diesel equipment and that this
acquisition is in strict compliance with the operating conditions, standards, codes, specifications, data
sheet, technical questionnaires, diagrams of Piping and instrumentation, flow diagrams, etc.

exceptions, deviations and alternatives will be valid only if they are approved in writing by SAPURA.

The materials must be identified with the corresponding ASTM, AISI or SAE number, including the grade
of material, when identified with codes other than those indicated, the Contractor shall send the physical
and chemical properties of the materials.

All documents and drawings must be written in Spanish and must be provided (2) originals and (3) copies.

The contractor must send in his quotation a list of all deviations and/or exceptions to this specification and
technical documents in his offer, as well as those that are given at extra cost, which must include the cost
for decision of acceptance or Non-acceptance.

9.0 MANUFACTURING ACCEPTANCE TESTS (FAT)

All tests must be certified except for the performance test, which must be attested and certified.

The clean diesel system and all its components must be tested in accordance with this specification, data
sheet and API-650 latest edition and applicable standards.

Before performing any type of test to the equipment, it is indispensable that the contractor has previously
successfully performed a test of the equipment and its auxiliaries to be demonstrated, from which they will
send a written report.

The fact that the staff of SAPURA or a designated third party cannot attest to the team's evidence, does
not exempt the contractor from submitting his report and certificate of proof.

In the case of factory tests, the contractor must submit the test protocols for review, comment and
acceptance; You must detail the nature of each and your required time, these protocols should be
delivered one and a half months before the scheduled start date of the tests. Fifteen (15) days after the
delivery of the protocols, you will be notified in writing of the comments and/or their acceptance. If the
contractor does not receive a statement, he/she will assume that the protocols are approved.

We do not accept delegation and/or modification of responsibilities for the performance of the tests at the
factory.

The contractor must send in writing the reports and factory test certificates of the equipment printed on the
contractor's official documentation for quadrupled, duly signed by legal representatives, and materials
certificates no later than ten ( 10) Calendar days after testing is executed.

Equipment may not be transported to its definitive installation site until the factory test results are
authorized in writing.

10.0 PREPARATION FOR BOARDING

The contractor is responsible for packaging, loading, unloading, carrying, storing and transporting the
diesel system, from its delivery at the contractor's plant to the installation site in the building yards.

The packing for the equipment must be integral, being at least: wooden boxes resistant enough for
transport and handling with crane.

Assembling and securing the boxes must be done in such a way that the equipment is properly protected
from the weather. These boxes must be labelled with indelible ink, indicating at least: the customer's
name, equipment key, order number, requisition number, destination and store name.

All gaskets must be identified with number and key, properly packaged to withstand outdoor storage for
six months and for rough handling such as cranes.

If necessary, all delicate parts must be packaged separately in wooden boxes for later installation in the
field.

The packing boxes must be of weatherproof and moisture resistant material, they must be hermetically
closed to avoid the entry of dust, in such a way that it allows to drag, Stow and the movement with forklifts
and cranes. All boxes must be marked for identification indicating the contents, accessories, parts
contained and equipment to which it belongs.

It is up to the contractor's discretion to use desiccants to maintain a dry environment inside the packaging,
either during the transportation, shipping or installation stages.

11.0 SPARE PARTS

Replacement parts for construction yard tests must be supplied by the contractor as well as a list of spare
parts for two years of normal operation, in addition they must be supplied at least for the tank: 10% of stud
bolts and Screws (with nuts) and two sets of gaskets.
Lists of spare parts for testing and two years of normal operation must include part numbers and building
materials. The contractor will provide a sectional drawing showing each recommended replacement part,
so that the interchangeability of the parts can be determined.
When special tools and accessories are required, the contractor must supply them.

Prior to the delivery of the equipment, the contractor must provide 6 (six) installation, operation and
maintenance manuals for proper approval. The manuals must be in Spanish language for national
suppliers and for foreigners 4 (four) in English and 2 (two) in Spanish, which must contemplate at least
and without being limiting the following content:

 Index.
 Description of scope of supply.
 Determined data sheet and specification (tank, pump, filters, instruments, etc.)
 Schematic drawings of parts and parts list.
 Manufacturer's drawings.
