AFFIDAVIT
I, PSINSP VICTORINO SANORIA PANSOY, of legal age, married,
with registered postal address at Block 10, lot 38, Violeta
Street, Barangay Santo Niño, Mintal, Davao City, after having
been duly sworn according to law, most humbly and respectfully
depose and say that:
1. I am one and the same person whose personal circumstance
is herein above described, and presently the Provincial
Superintendent of Provincial Internal Affairs Service (PIAS)
Maguindanao;
2. Sometime in September, I made a follow-up inquiry on
ADMINISTRATIVE CASE NOS. RIASARMM-MP12-ADM-19-031 and RIASARMM-MP12-ADM-19-
03132 involving therein respondent PSsg Carlo James Clarete with
the RIAS-ARMM office/personnel; this was so because the same
arose from, and is connected with, our case build-up on
extortion activities in ARMM;
3. Corollary, RIAS-ARMM personnel, particularly PSMS REGINA G.
EDRIAL, allowed me to browse the case folder inside the RIAS-ARMM office
and in the view/presence of several RIAS-ARMM personnel;
4. In the course of the aforesaid inquiry and browsing of the case
folder, I personally saw a received copy of Clarete’s Position Paper,
together with its mail envelope with a postal stamp dated 9-August-2019,
attached to the case folder of the aforecited administrative cases;
5. Upon my request, PSMS REGINA G. EDRIAL issued a
certified true copy of the Report of Investigation, dated 27-
August-2019, on the said administrative cases involving PSsg
Clarete;
6. Glaringly, the 27-August-2019 Report of Investigation,
which was prepared and signed by NUP SHALEE MAE DUMDUM-MATIAS
(MATIAS), Summary Hearing Officer and approved by PSSUPT JONAS
MUNTA EJOC, Director RIAS-ARMM, made it appear that PSsg Clarete
did not submit his Position Paper when in truth and in fact,
RIAS-ARMM have undeniably received, thru registered mail, PSsg
Clarete’s Position Paper as evinced by paragraph 4 of this
Affidavit;
7. I executed this affidavit in order to attest the truth of
the foregoing facts, and for whatever legal purpose/s this may
serve.
