are requested to get their digital signatures issued and to complete the process of
registration well in time.

TERMS AND CONDITIONS:

1. All Bids must be accompanied by Earnest Money/Bid Security for an amount


equal to Indian Rupees 13 Crore (Indian Rupees Thirteen Crore only) in the
form of unconditional Bank Guarantee/ Demand Draft/Net banking as specified
in the bidding document. Unconditional Bank Guarantee for Bid Security
should be issued from the Banks as specified in the bidding documents.
EMD/Bid Security to the bidder(s) who do not qualify techno-commercial
conditions, will be returned on request by bidder after 30 days of intimation of
rejection of bid. EMD/Bid Security to the bidder, who are considered for price
bid (Other than L-1 bidder), will be returned after 30 days of the award of
contract to the successful bidder.
Any Bid not accompanied by an acceptable Earnest Money
Deposit/Bid Security in a separate sealed envelope (Marked as “EMD for
Bid Document No. PSPCL/CW-CC-9971-109”) shall be rejected by the
owner.
2. Bidders shall submit their Bids online in three parts along with hardcopies of Part I
i.e. [Envelope-I (Earnest Money/Bid Security/Power of attorney) and Part II i.e.
Envelope-II (Techno-Commercial Bid). Envelope-III containing schedule 5, 6, 7,
Annexure 1&2 and attachments to Price bid to be submitted in hard copy. Price
bid .i.e. Schedule 1, 2, 3 & 4 is to be submitted through online mode only in Part-
III of bid (at online site - https://pspcl.abcprocure.com) as per the Terms and
Conditions of the Bidding Document No. : PSPCL/CW-CC-9971-109. Detail of
documents submitted in Envelope-II(Techno-Commercial Bid) should be uploaded
online.
3. Bidder meeting the Techno commercial and Financial Qualifying
Requirements, as specified in Section-I (IFB), shall only be considered.

(i) A Bidder will be allowed to submit their Envelope-II (Techno- commercial)


Bid under one Route only i.e. either Route 1or Route 2 or Route 3 or
3
Route 4 of Qualifying Requirements. Also, DJU shall be signed and
submitted in Envelope-II (Techno-commercial) Bid.
(ii) QFGDM can participate either as a Bidder or as a Collaborator.
(iii) Participation of a Bidder through multiple Routes will result in to
disqualification and all such bids shall be rejected and EMD/BID
SECURITY will be forfeited.
(iv) Any bid not fulfilling the conditions as per (i), (ii) and (iii) above shall be
rejected
4. After opening of Price Bid, Reverse Bidding among qualified Bidders shall be
carried out to arrive at the lowest evaluated Bid.
5. Further, once a bidder is found to have the lowest evaluated techno-
commercially responsive bid (after the Reverse Bidding process) may be called
for further negotiation of prices.
6. Negotiations, if any, will be held with the lowest bidder only arrived after
reverse bidding
7. This bid is open to bidders from within the Owner's country only.
8. PRE-BIDCONFERENCE: The prospective Bidders or his authorized
representatives, are invited to attend' Pre- Bid Conference
9. Tender received through telegram, e-mail or fax shall not be considered.
10. Tender evaluation shall be done on the basis of total amount for all the works
combined together is the lowest for the whole project.
11. Each page of hard copy of documents will be stamped & signed by authorized
representative of Bidder. No hand written document will be accepted and also
no cutting will be accepted unless it is specifically attested by the authorized
signatory.
12. Bidder should note that no zip file is to be uploaded online or in soft copy to be
submitted. Further file related to particular Attachment/ Schedule including their
annexures/ appendices, if any, shall be given name of that
Attachment/Schedule only.
13. EMD/BID SECURITY will be submitted in hard copy and also details to be
uploaded in the Part-I of the bid.
14. All documents and forms for Part-II (Techno Commercial Bid) along with
Annexures will be uploaded on Tendering website and also will be submitted in
Hard & soft copy as per clause 8.1.1 of ITB.
15. Bidder will further ensure that documents up loaded in the relevant part are
being uploaded properly. Owner shall not be responsible for corrupted / wrong
uploaded files, if any. Bidders are advised to check all documents uploaded by
them.
16. Bid should be submitted in three parts. :

i) Part-I Bid-Envelope - I : Earnest Money/Bid Security(hard copy)


ii) Part-II Bid-Envelope-II : Techno-Commercial Bid documents (hard
copy)
iii) Part-III Bid- Price bid (Schedule 1, 2, 3&4 through online only) and
Envelop-III: Schedule 5, 6, 7, Annexure 1&2 and Attachments to
price bid(hard copy)

17. Bids not meeting the requirements as stated above shall be rejected.
18. Bidders are required to furnish the details of the past experiences based on
which selection is to be made as per format enclosed in the bidding
documents for the same and enclose relevant documents like copies of
authentic work order, completion certificate, agreements etc. supporting the
details/data provided in the format. No claims without supporting documents
shall be accepted in this regard.
19. The Owner also reserves the right to assess the capacity and capability of
the bidder/collaborator to satisfactory execute the contract. Such
assessment may include but not limited to the evaluation of adequacy of
facilities services, resources, design/engineering capacity & financial
capability.
20. PSPCL reserves the right to reject any or all bids or cancel / withdraw the
Invitation for Bids without assigning any reason whatsoever and in such case
no Bidder / intending Bidder shall have any claim arising out of such action.

22. The rates should be quoted as per price schedules mentioned in Appendix-1A
of Section-VII.
23. Any change/amendment in the technical/commercial conditions in the
bidding documents will be issued through corrigendum on the PSPCL
website only. Prospective bidders will be intimated in this regards.
However bidder will be solely responsible for incorporating changes in
their bid and no deviation will be acceptable in this regards.
