DEBATE RULES & MECHANICS:

1. Debaters will be using the Rebuttal type of debate.

2. There are two teams and each consists of seven members both in affirmative and
negative side.

3. Each speaker is given 1 minute for the introduction, 2 minutes for the rebuttal and
conclusion.

4. There will be an elimination and final round of the debate. In the elimination, the
first two teams will debate on the first topic while the other two teams, on the second
topic. The topics will be picked by the judges.

5. The debaters will be judged individually. The fourteen who got the highest scores
will advance to the final round and they will draw lots to determine which side they
will belong. This time, they will have another topic to be debated.

6. The debate will have four rounds. The first round is the Introduction, where each
debater states his/ her stand on the given issue. The second round is the Rebuttal. In
this round any members of the same side can rebut against their opponents. The third
round is the Judges Questions. In this round, judges will ask questions to the debaters
for some clarifications. In case the judges have no questions, the last round will right
away follow and that is the Conclusion. In this round, there will only be one debater
per side to summarize the team’s stand and give the last statement.

7. Debaters are not allowed to read notes during the Introduction and the Last
Statement except during the Rebuttal round.

9. A white flag will be raised to indicate that the speaker can already begin to speak,
while a red flag will be raised if his/her time is already up.

10. The team in the final round of debate who got the judges’ highest score will be
declared winner.

11. Best speaker and Best Debater will also be chosen.

12. The decision of the board of judges is final and irrevocable.
