MEMORANDUM TO THE MINISTER
To inform you cases of non-compliance with the Ministerial Direction on Operations and
Accountability regarding human source operations assessed as posing a high risk, and the
steps the Service is taking to address the issue.
To advise you of human source operation that is assessed as posing ahigh risk.
BACKGROUND:
The Ministerial Direction for Operations and Accountability stipulates that “The Service will
notify the Minister prior to undertaking intelligence collection activities assessed as high risk.”
The following human source operational activities, carried out in support of CSIS" mandate
to investigate threats to the security of Canada, were recently identified as non-compliant with
the requirement for advance Ministerial notification.

As Director. I take any case of non-compliance very seriously. The Service is reviewing its
procedures to trigger Ministerial notification for operational activities that may pose a hizh risk
to ensure that they are comprehensive and up to date. New training courses are being developed
to ensure employees are adequately equipped to fully understand and meet sill requirements of
Ministerial Direction and the C'S#S er. Going forwatd, there will be mandatory training for
‘designated employees for the purposes of under the
regime proposed by Bill C-59,
The Service has already taken significant steps to strengthen its compliance framework
Resourees have been reallocated to develop technical tools and compliance officers have been
embedded in operational branches, Furthermore, the Service has undertaken a complete review
of the policy framework to prioritize policy updates, including the procedures related to risk.
This work is ongoing and is a top priority for the organization.
