Responsibilities
Railway Group Standards are mandatory on all members of the Railway Group *
and apply to all relevant activities that fall into the scope of each individual’s
Railway Safety Case. If any of those activities are performed by a contractor, the
contractor’s obligation in respect of Railway Group Standards is determined by
the terms of the contract between the respective parties. Where a contractor is
a duty holder of a Railway Safety Case then Railway Group Standards apply
directly to the activities described in the Safety Case.

Safety Cases accepted by Railtrack.

Compliance
Except as stated otherwise, the provisions in this document are to be complied
with by 01 February 2001.

The requirements apply to new infrastructure for which the remit has been
approved after 01 February 2001.

The requirements in sections 14.1.3; 14.2.3 and 14.10 shall be complied with by
01 October 2002.

The requirements in section 6.1.2 are to be complied with by 01 January 2005.

This document contains requirements for improving stepping distances at


existing stations served by existing trains when alteration work is being
undertaken.

Part B
1 Purpose
The purpose of this document is to set out the design and maintenance
requirements for stations to facilitate their safe use.

2 Scope
The overall scope of Railway Group Standards is as set out in Appendix A of
GA/RT6001.

Specifically the contents of this document apply to:

• new stations and associated structures


• alterations to existing stations in whole or in part
• the safe maintenance of existing platforms
• temporary as well as permanent station platforms used by railway
passengers
• the design and location of structures placed upon, over or under a platform
insofar as they affect the safe use of the platform as part of the station
facilities.

This document contains requirements which are applicable to the duty holders of
the following categories of railway safety case :

• Infrastructure Controller
• Station Operator
• Train Operator.

The requirements in this document for overhead electrification equipment refer to


the 25kV overhead electrification system.

3 Definitions
Alteration (for example, of a platform)
The substantial rebuilding of all or part of an existing platform and/or an
associated structure which provides a reasonable opportunity to significantly
improve its safety performance.

Colour Contrasting Marking


A marking on a structure which breaks up the surface of a structure, or part of
structure, so that it can be seen by visually impaired station users.

Enhanced Permissible Speed


The permitted speed (higher than the permissible speed) over a section of line
which applies to a specific type of train operating at cant deficiencies in excess
of those permitted at the permissible speed. Enhanced permissible speeds are
detailed in the Sectional Appendix. There may be more than one enhanced
permissible speed applicable to a given section of line.

Island Platform
A platform with operational track on both sides.

Permissible Speed
The maximum speed allowed over a section of line that applies to trains when
not operating at an enhanced permissible speed. Permissible speeds are
detailed in the Sectional Appendix.

Platform
The structure forming the part of a station that provides access to or from a train.

Platform Furniture
Permanent or semi-permanent equipment or apparatus, seating) placed upon a
platform for station users.

Platform Offset
The distance between the upper surface of the platform edge and the running
edge of the nearest rail on the track adjacent to the platform measured parallel to
the plane of the rails.

Platform Length
The distance between the tops of platform end ramps.

Sub-Surface Station
A station with platforms enclosed or underground as defined in clause 3 of the
Fire Precautions (Sub-Surface Railway Stations) Regulations 1989.

UK1 Gauge
The vehicle gauge meeting the requirements of the European High-Speed
Interoperability TSI - Infrastructure, which is based on the envelope of the
class 373 train.

4 Principles
4.1
This document supports the HMRI Railway Safety Principles and Guidance
concerning the requirements for platforms to allow for:

• safe boarding of, and alighting from, trains


• waiting people to be safe in normal and abnormal conditions.

4.2
Stations are designed to permit the safe operation of the railway.

4.3
Stations are designed to take account of the safety requirements of station
users.

4.4
Stepping distances are reduced in the long term by the provision of uniform
platform heights and platform offsets.

4.5
Platforms are designed and maintained to provide adequate support and
protection to users with appropriate durability, fire resistance and allowance for
maintenance needs.

4.6
The station design takes into account the following local factors:

• foreseeable maximum number of passengers and where applicable vehicle


usage
• facilities to be provided for emergency evacuation
• effect of vandalism and trespass
• maximum speed of non-stopping trains
• special requirements applicable to sub-surface stations.

4.7
Provision for disabled passengers is considered.

5 General Requirements
5.1 Interface between Infrastructure Controller, Station Operator and Train
Operator(s)
5.1.1 New Stations or Alterations to Stations
Designs for new stations or alterations to stations shall be prepared in
consultation between the Infrastructure Controller, the Station Operator and the
relevant Train Operator(s).

5.1.2 Changes to the Operation of Vehicles Passing or Stopping at a


Station
The Train Operator shall consult with the Infrastructure Controller and the
relevant Station Operator before the operation of railway vehicles passing or
stopping at a station is changed in the following situations:

• where the maximum speed of railway vehicles passing the station is


increased
• where passenger vehicles new to the route are booked to stop at the station.

Appropriate action shall be taken to ensure that the stepping distances and
clearances do not affect the safety of train operations including the safety of
passengers boarding or alighting from trains.

5.2 Interface with Train Control Equipment


GK/RT0037 requires the convening of a signal sighting committee to agree the
compatibility of the station design with signalling requirements. This applies to
both new stations and alterations to stations.

5.3 Layout of Entrances and Exits


New entrances and alterations to entrances to station platforms, escalators,
passenger conveyors, lifts and stairways shall be positioned to avoid congestion.

5.4 Interface with Electrical Traction Equipment


The requirements for the location of conductor rails adjacent to platforms are set
out in GC/RT5161 Issue One [To be superseded by GE/RT8025].

GM/TT0101 sets out clearance requirements for electrified lines and traction and
rolling stock [To be superseded by GE/RT8025].

5.5 Structure Clearances


The requirements for structure clearances with respect to platforms and
associated structures are set out in GE/RT8029.

5.6 Interface with Track


5.6.1 Track System
GC/RT5021 sets out the requirements for the track system including the
limitations on track cant at stations.

5.6.2 Maintenance Requirements


Consideration shall be given in the design of new platforms and alterations to
platforms, to the maintenance needs of adjacent trackwork (for example, future
reballasting operations). This requirement includes the platform wall and its
foundations.

5.7 Provision for Disabled Passengers


The provision of facilities to cater for the requirements of disabled passengers
shall be taken into account at an early stage of the design of a new station or the
alteration of a station.

Guidance is set out in the Code of Practice “Meeting the Needs of Disabled
Passengers” published by the Office of the Rail Regulator.

5.8 Location of New Platforms


5.8.1 Horizontal Track Alignment through Station Platforms
Where reasonably practicable, station platforms shall be located on straight
track. Station platforms shall not be located on horizontal curves with radii less
than 1000m.

Before station platforms are located on curved track, consideration shall be given
to the following:

• train to platform stepping distances, taking the types of train likely to call at
the platform into account

• visibility (either direct, by means of CCTV screens, or by mirrors) along the


length of trains for drivers and station staff responsible for dispatching trains.

5.8.2 Vertical Track Alignment through Station Platforms


5.8.2.1 Platforms where Trains Terminate or Reverse
Platforms at which trains are planned to terminate or reverse shall be located on
track with an average gradient not steeper than 1 in 500.

Where reasonably practicable, the gradient through the platform shall be


constant. Where the gradient is not constant, the average gradient shall be
measured over the length of any train likely to use the platform in its planned
stopping position.

5.8.2.2 Platforms where Trains do not Terminate or Reverse


Where reasonably practicable, platforms where trains are not planned to
terminate or reverse shall be located on track meeting the requirements in
section 5.8.2.1.

Where platforms are located on gradients steeper than 1 in 500, consideration


shall be given to the need for additional arrangements to ensure safety.

5.9 Location of Structures at Terminal Stations


5.9.1 Location of Permanent New Structures in Relation to Terminal
Tracks
Permanent new structures including buildings and columns supporting canopies
shall not be located within a zone extending 20m behind the face of the buffer
stop and 5m either side of the projected centre line of the track approaching the
buffer stop. This is referred to in sections 5.9.2 and 5.9.3 as the “overrun risk
zone”.

5.9.2 Alterations to Existing Structures or Track Layouts


Where an existing structure or track layout is subject to alteration, the alteration
shall not :

• cause the structure that is outside the overrun risk zone to come within the
overrun risk zone. (see section 5.9.1)
• cause the structure to become closer to the centre line of the track and/or
closer to the face of the buffer stop.

Where reasonably practicable the alteration shall result in the structure that is
currently within the overrun risk zone to be located outside the overrun risk zone.

5.9.3 Location of Temporary Structures at Terminal Stations


Unless otherwise justified by a documented risk assessment, temporary
structures shall be located outside the overrun risk zone (see section 5.9.1)

5.10 Examination, Assessment and Evaluation of Station Structures


The general requirements for the examination, assessment and evaluation of
structures are set out in GC/RT5100. The requirements in GC/RT5100 include
platforms and associated structures. See also section.9.3.2.

5.11 Buffer Stops at Stations


The requirements for buffer stops at stations are set out in GC/RT5033.

6 Platform Dimensions
6.1 Length of Platforms
6.1.1 General Requirements
Except as qualified in section 6.1.2, the lengths of all platforms shall be long
enough to accommodate the longest train booked to stop at a platform, with
allowances for inaccurate stopping and operational (including train control)
requirements.

The length of all terminal platforms shall include an allowance both for the train
to stop in advance of the buffer stops and for the length taken up by the buffer
stop equipment.

6.1.2 Requirements Where the Length of the Train is Longer than the
Platform
GO/OTS300 sets out the requirements for power operated external doors of
trains where the requirements of section 6.1.1 are not met.

In all cases, adequate measures shall be in place to protect the safety of


passengers when boarding and alighting from trains.

Consideration shall be given to extending the platform to conform with the


requirements of section 6.1.1 where both the following conditions apply:

• the platform is used by vehicles with hinged doors (slam doors) or power
operated external doors with no selective locking control
• there are no plans for the withdrawal of such vehicles.

6.2 Width of Platforms


6.2.1 Requirements for All New Platforms
The minimum width of a platform shall be sufficient to allow for:

• the emergency egress of passengers from a fully loaded train without risk of
injury to those passengers in accordance with section 14.3.4
• the maximum anticipated usage to prevent overcrowding.

For clearances to isolated columns supporting canopies, lighting and driver only
operation (DOO) equipment, see sections 9.3.3, 11.1.2 and 11.2.

6.2.2 Single Face Platforms


In addition to the requirements of section 6.2.1, the minimum dimension of a new
single face platform measured from the edge of the platform to the face of the
nearest structure (other than those identified in section 6.2.1) or platform
furniture shall be:

• 2500mm where the permissible or enhanced permissible speed is less than


or equal to 100mph (160 km/h)
• 3000mm where the permissible or enhanced permissible speed is greater
than 100mph (160 km/h).

6.2.3 Island Platforms


In addition to the requirements of section 6.2.1, the minimum width of a new
island platform, excluding the width of any column or platform building, structure,
access or egress (other than those identified in section 6.2.1) or other platform
furniture shall be:

• 4000mm where the permissible or enhanced permissible speed is less than


or equal to 100mph (160 km/h)
• 6000mm where the permissible or enhanced permissible speed is greater
than 100mph (160 km/h).

6.2.4 Platform Widths at Sub-Surface Stations


For additional platform width requirements for sub-surface stations see
section 16.1.

6.3 Platform Heights


For new paltforms and alterations to platforms, the height at the edge of the
platform shall be 915mm (+0, -25mm) measured at right angles to the plane of
the rails of the track adjacent to the platform taking the vertical curvature of the
track into account.

Where a new platform or an alteration to a platform abuts an existing platform,


any discrepancy in height and alignment of the platform shall be gradually

tapered into the existing platform. The transition gradient shall not exceed 1 in
20.

6.4 Platform Offset


6.4.1 Platform Offset where Clearance is not Required for UK1 Gauge
Trains
The platform offset for new platforms or alterations to platforms shall be 730mm
(+15, -0mm) plus an allowance for the horizontal curvature of the track adjacent
to the platform. Where switches and crossing (S&C) exist adjacent to the
platform, the effects of vehicle end throw shall be taken into account.

The requirements for increases in the platform offset due to horizontal curvature
are set out in GE/RT8029.

6.4.2 Platform Offset where Clearance is Required for UK1 Gauge Trains
Where clearance is required for UK1 gauge trains the platform offset for all
platforms shall be 765mm (+15, -0mm) plus an allowance for the horizontal
curvature of the track adjacent to the platform. Where S&C exists adjacent to
the platform, the effects of vehicle end throw shall be taken into account.

The requirements for increases in the platform offset set due to horizontal
curvature are set out in GE/RT8029.

6.4.3 Provision of Recess beneath Platform Edge


For new platforms or alterations to platforms, a recess with a minimum width of
300mm shall be formed beneath the platform coper. The recess shall be kept
clear of cables and other obstructions in order to provide emergency refuge.

Consideration shall be given to the provision of a wider recess where there is a


platform or other obstruction on both sides of the track.

6.5 Ramps to Platform Ends


Where reasonably practicable, new platforms shall be terminated in ramps which
shall not be steeper than 1 in 8 nor flatter than 1 in 12. Such ramps shall be the
same width as the platform where reasonably practicable.

If physical constraints prevent a full width ramp being provided at new platforms,
the maximum ramp width achievable shall be provided. In addition, where
applicable, fencing in accordance with section 10 shall be provided.

If a new platform or extension of an existing platform intercepts a lineside


walking route, arrangements at the ramp shall be made to maintain a safe
thoroughfare.

7 Loading
Requirements for
Platforms
7.1 Platforms where Vehicular Traffic is Excluded (Crowd Loading)
New platforms and alterations to platforms from which vehicular access is

excluded shall be designed to carry a live load of 5kN/m , representing crowd
loading. See also section 14.6.

7.2 Platforms where Vehicular Traffic is Permitted or Required (Vehicular


Loading)
If it is proposed to permit access for vehicles and/or if access for emergency
vehicles is required to platforms, the platform shall be capable of carrying the
maximum anticipated loading. For vehicle size see section 14.5.

At stations where tractor-hauled station traffic exists, or is likely to be utilised,


new platforms and alterations to platforms shall be designed to carry the
appropriate imposed live load. See also section 15.5.

8 Platform Surfaces
8.1 Materials
Surfaces of platforms and ramps shall be firm, even and anti-slip and shall not
provide tripping hazards.

Surfaces shall be formed from materials that allow the platform to be cleaned of
dirt and debris.

Platform edges shall be non-friable.

If provided, platform copers for new platforms and alterations to platforms shall
have an anti-slip surface.

8.2 Drainage
Adequate provision for the removal of storm water and spillage shall be provided
for platform surfaces, platform buildings and canopies to avoid surface discharge
or ponding.

8.3 Platform Cross Fall


For new platforms and alterations to platforms, unless otherwise justified, the
surfacing shall be constructed to provide a fall away from the rear edge of the
platform coper or platform edge if there is no separate platform coper.

If provided, copers for new or altered platforms shall be level from the platform
edge to the rear of the coper.

8.4 Security of Platform Copers


Platform copers shall have a suitable restraint to prevent them from moving and
thereby infringing clearances or endangering passengers.

8.5 Marking of Platforms Edges


Platform edges shall be clearly identified by visible marking and change in
texture. Such marking shall not be provided to the edge of platform ramps
except where ramps are used for access. See also section 14.1.2.

8.6 Provision of Tactile Surfaces for Disabled Passengers


The profile of tactile surfaces shall follow the guidance in the Department of the
Environment, Transport and the Regions (DETR) document “Guidance on the
use of Tactile Paving”.

9 Requirements for
Buildings and Structures
On, Over and Under
Platforms
9.1 General
9.1.1 Associated Design Standards
GC/RT5110 sets out the design requirements for structures.

GC/RT5164 sets out the design requirements for roofs and glazing.

GC/RT5112 sets out the loading requirements for the design of bridges.

GC/RT5101 sets out the technical approval requirements for changes to the
infrastructure.

9.1.2 Electrical Clearance to Canopies


For stations where 25kV overhead electrification exists or is proposed, the
electrical clearances between the overhead line equipment and platform
canopies and station footbridges are set out in GM/TT0101 [To be superseded
by GE/RT8025]. For other overhead electrification systems, specialist advice
shall be sought.

9.1.3 Prevention of Unauthorised Access


Access to station canopies or other structures above the platform by
unauthorised persons shall be prevented.

9.2 Provision for Accidental Loading from Derailed Trains


If new columns or columns that are subject to alterations are situated within 4.5m
of the nearest rail, the risk from derailed trains shall be assessed. The following
protective measures shall be considered:

• the provision of a solid platform wall and platform construction to protect the
columns
• the provision of continuity within the structure to prevent progressive collapse
(for example, by designing the structure to remain standing with any single
column removed).

See also section 5.9.

9.3 Platform Canopies


9.3.1 Loading for New Canopies and Canopies Subject to Alteration
In addition to normal design loadings (for example. wind, snow, structural ) the
aerodynamic effects from passing trains shall be considered in the design of new
canopies and canopies subject to alteration.

On platforms where vehicular access or tractor-hauled station traffic is permitted,


new platform canopy columns or alterations to platform canopy columns shall be
designed to withstand the collision loading appropriate to the vehicle type and its
velocity, or shall be protected by adequate and suitable barriers.

9.3.2 Assessment of Aerodynamic Effects of Passing Trains on Existing


Canopies
Unless otherwise justified, an assessment of the aerodynamic effects from
passing trains on platform canopies shall be carried out where proposals have
been made for passenger trains to pass on the line adjacent to the platform
containing the canopy at a speed greater than 125mph (200km/h), or for freight
trains to pass on the line adjacent to the platform containing the canopy at a
speed greater than 90mph (140km/h).

9.3.3 Location of Supports


Canopy supports and barriers shall not unduly restrict the movement of
passengers and shall be located to provide a minimum clearance of 2000mm
from the platform edge or 3000mm from the platform edge where the permissible
or enhanced permissible speed exceeds 100mph (160km/h). See also
section 15.3.

9.3.4 Headroom
The minimum headroom to new platform canopies or alterations to platform
canopies, suspended equipment and lighting shall be 2500mm for the following
distances from the platform edge:

• 3000 mm where the permissible or enhanced permissible speed on the line


adjacent to the platform exceeds 100mph (165km/h);
• 2000 mm at other platforms.

Beyond these distances, it is permissible to reduce the headroom to 2300mm.

10 Requirements for
Fencing, Parapets and
Other Barriers
10.1 Prevention of Unauthorised Access
Except where there is authorised access or where there are other barriers,
fencing shall be provided at the rear of single face platforms to prevent
unauthorised access and to protect people from falling off the rear of the
platform.

10.2 Provision for Crowd Loading


Where there is a risk of crowd loading, fencing shall be designed to withstand
appropriate lateral surge loading.

10.3 Provision to Prevent Misuse


Apart from authorised access points, the openings in platform fencing shall be
small enough to prevent children being able to climb through the fence and to
minimise the likelihood of parts of their bodies from becoming easily trapped in
the openings.

Unless otherwise justified, the openings in fencing to the rear of single face
platforms shall not permit the passage of a 100mm diameter sphere.

10.4 Provision of Parapets or Fencing where the Platform is Located on a


Bridge
Where single face platforms are on bridges, a non-climbable fence or parapet
shall be provided for the length of the platform and any platform ramp on the
bridge.

Such fences or parapets to platforms over a railway electrified by the 25kV


overhead system shall be imperforate, of a minimum height of 1500mm and
extend a minimum 3000mm beyond any uninsulated electrical equipment. They
shall also be bonded to earth to counter induction currents.

10.5 Prevention of Trespass


Where trespass is likely at the back of voided platforms, new fencing and fencing
subject to alteration shall be extended to ground level.

10.6 Prevention of Rubbish Accumulation


For new platforms and alterations to platforms, a mesh screen shall be provided
at front and rear of voided platforms to prevent rubbish accumulation under the
platform giving rise to a health and/or fire risk.

At other locations, the provision of such a mesh screen shall be considered,


particularly where there is evidence of rubbish accumulation to the extent that it
is likely to give rise to a health and/or fire risk.

See also section 6.4.3 for the positioning of the mesh screen relative to the
platform edge.

10.7 Provision where part of a Platform is Redundant


Where a length of platform is redundant and it is not to be maintained, fence
shall be provided across the platform at the limit of the platform open to
passengers.

Such fencing shall not obstruct access to any walkway and the extent shall be
agreed between the Station Operator and the Infrastructure Controller.

11 Requirements for
Lighting, Furniture and
Other Equipment
11.1 Lighting
11.1.1 Station Lighting
The requirements for station lighting are set out in GM/TT0146 and GM/TT0118.

11.1.2 Location of Lighting Columns


Lighting columns for new lighting shall be located not less than 2000mm from the
platform edge or 3000mm from the platform edge where the permissible or
enhanced permissible speed is greater than 100mph (160km/h).

11.1.3 Headroom for Lighting


The headroom for new lighting or alterations to lighting including suspended
equipment shall comply with the requirements of section 9.3.4.

11.1.4 Platform Lighting at Existing Platforms


All platforms, including subways, footbridges and the accesses to and egresses
from the platform, shall be provided with lighting to enable safe use by
passengers and staff in the hours of darkness or low light conditions.

All such lighting shall be subject to regular planned maintenance to ensure


adequate illumination for users of the station.

11.2 Driver Only Operation Closed Circuit Television (DOO CCTV) and
Other DOO Equipment
The position of supports for new DOO CCTV and other DOO equipment on
platforms and alterations to existing DOO CCTV and other DOO equipment on
platforms shall take into account both:

• the need to provide adequate clearance between the support and the
platform edge; and
• the need for the driver of the train to be able to see the DOO CCTV screen or
other DOO equipment.

If the clearance provided meets the requirement of section 11.1.2, no further


justification is required.

If the clearance provided does not meet the requirement of section 11.1.2, the
clearance shall be justified and recorded.

In all cases the DOO equipment shall be 450mm clear of the swept envelope of
trains using or passing through the station and shall be positioned so as not to
restrict the movement of people.

11.3 Provision for Platform Furniture and Lightweight Structures


Platform furniture (for example platform seats) and other lightweight structures
shall be fixed to the platform or otherwise secured to prevent accidental or
malicious movement.

12 Requirements for
Services within
Platforms
12.1 Ducting of Services
All new service routes within solid fill platforms shall be ducted.

12.2 Location of Ducted Services


Where reasonably practicable new service routes in platforms or canopies shall
be located at a distance to permit safe access whilst trains are running (see also
sections 14.1.1 and 14.1.3).

12.3 Route Identification and Location Marking of Services


The requirements for route identification of services and location markers in
platform surfacing are set out in GM/RT1103.

12.4 Covers to Services


12.4.1 Loading
All covers to manholes, cable pits and other ducts shall be capable of
withstanding an imposed loading commensurate with platform usage and
platform design loading specified in section 7.

12.4.2 Security of Service Covers


Covers to inspection pits, manholes or other service accesses shall be secured
against unauthorised lifting or removal and shall be of sufficient weight to avoid
being lifted by the aerodynamic effects of passing trains.

13 Fire Precautions (see


also section 16.4)
13.1 Fire Safety of Materials
The requirements for fire safety of materials that are used in the construction of
stations, associated structures, lighting and platform furniture are set out in
GH/ZT0113 [To be superseded by GE/RT8005].

13.2 Referral to Fire Authority


The Fire Precautions Act 1971 sets out the requirements for the referral of new
stations or stations subject to alteration to the relevant Fire Authority.

13.3 Compatibility of Platform Area with the Station as a Whole


The fire protection arrangements for a platform area shall be compatible with the
arrangements for the whole station and shall include consideration of
requirements for the following:

• fire extinguishers
• fire alarm system(s)
• smoke detectors
• emergency lighting
• escape routes
• evacuation procedures.

14 Other Provisions for


the Safety of People in
Stations
14.1 Protection from aerodynamic effects from passing trains
14.1.1 Speeds greater than 125mph
At station platforms where the permissible or enhanced permissible speed on the
adjacent line is greater than 125mph (200km/h), the Station Operator shall take
appropriate action to prevent people from gaining access to the parts of the
platform exposed to the aerodynamic effects that could effect the safety of
station users when trains are passing at speeds greater than 125mph (200km/h).

The actions considered shall include the following:

• prevention of people gaining access to the platform


• provision of barriers along the length of the platform
• safe and designated waiting areas.

14.1.2 Speeds greater than 100mph but less than or equal to 125mph
At station platforms, where the permissible or enhanced permissible speed on
the adjacent line is greater than 100mph (165km/h) but less than or equal to
125mph (200km/h), a yellow line shall be provided not less than 1000mm back
from the platform edge together with warning signs.

14.1.3 Speeds of Freight Trains greater than 60mph


At station platforms where freight trains (including freightliners) pass on the
adjacent line at speeds greater than 60mph (95km/h) the Station Operator shall
take appropriate action to reduce the risk from the aerodynamic effects of
passing trains to lightweight objects and vulnerable passengers on station
platforms (for example, occupied and unoccupied baby buggies, the elderly or
frail).

Appropriate action shall include consideration of:

• the provision of warning signs


• the provision of marked safe areas for the use of waiting passengers
• the reduction in speed of trains
• announcements warning people of the risk
• staff attendance.

14.2 Stepping Distances


14.2.1 New Platform and Platforms Subject to Alteration
Except as identified below in this section stepping distances for new platforms or
platforms subject to alteration shall not exceed the following maximum
dimensions:

• horizontal 275mm
• vertical 250mm
• diagonal 350mm.

For new platforms or alterations to platforms on existing routes, procedures shall


be in place to verify that the stepping distances are as small as possible taking
into account:

• the standard platform height as specified in section 6.3


• the platform offset as specified in section 6.4.1 or 6.4.2
• the existing rolling stock passing through the platform
• the existing rolling stock stopping at the station
• the height of other existing platforms at the station
• rolling stock known to be awaiting introduction.

At new platforms or platforms subject to alteration, it is permissible for these


stepping distances to be exceeded on existing routes where the platform height
and/or the platform offset conforms to the requirements of section 6.3 and/or
sections 6.4.1 or 6.4.2 and the stepping distance relates to passenger trains
already using the route. In all such cases, appropriate measures to protect the
safety of passengers when boarding or alighting from trains shall be agreed
between the Station Operator, Infrastructure Controller and Train Operator.

Such measures shall include consideration of the following:

• provision of warning notices


• provision of announcements
• staff attendance.

14.2.3 Stepping Distances at Existing Platforms


14.2.3.1
If the existing height of a platform above rail level is the platform height as set
out in section 6.3 and/ or where the platform offset is as set out in section 6.4.1
or 6.4.2, this shall be maintained when track or structural maintenance is carried
out.

14.2.3.2
GE/RT8029 sets out the requirements for situations where the existing height of
the platform above rail level is greater than set out in section 6.3, and/or where
the platform offset is less than that set out in section 6.4.1 or 6.4.2.

14.2.3.3
If the existing height of the platform above rail level is less than that set out in
section 6.3 and/or the platform offset is greater than that set out in section 6.4.1
or 6.4.2, the requirements of section 6.3 and/or 6.4.1 or 6.4.2 shall be applied
when alteration works are undertaken where reasonably practicable.

Where it is not reasonably practicable to provide the required dimensions at the


time when alteration works are undertaken, the reasons for not achieving the
required dimensions shall be justified and recorded and a plan developed that
sets out how the required dimensions shall be achieved in the future.

14.2.3.4
Neither the vertical nor the horizontal stepping distance between the platform
edge and the train shall be increased unless this is associated with achieving the
platform height and platform offset set out in section 6.3, and/or 6.4.1 or 6.4.2.
In optimising the diagonal stepping distance, precedence shall be given to
reducing the platform offset.

14.2.3.5
Where stepping distances on existing platforms are in excess of the dimensions
set out in section 14.2.1, appropriate measures, including consideration of those
set out in section 14.2.1, to protect the safety of passengers when boarding or
alighting from trains, shall be agreed between the Station Operator,
Infrastructure Controller and Train Operator.

14.3 Access/Egress
14.3.1 Platforms
Access to and from platforms shall be direct, obvious and, where reasonably
practicable, accessible to wheelchairs and ambulant disabled people.

14.3.2 Stairways
Unobstructed access to and from stairways shall be provided.

14.3.3 Lifts and Escalators


Lifts, escalators, ramps and stairways shall be orientated so that access to and
from them is parallel to the platform edge wherever reasonably practicable.

In other cases, suitable barriers shall be provided to prevent persons or objects


having direct access to the platform edge.

14.3.4 Emergency Evacuation


The design of the station shall take account of the needs for safe evacuation in
the event of fire at the station or on a train stopped at a platform that forms part
of the station.

At existing stations and stations subject to alteration the Station Operator’s


emergency evacuation plan shall take into account the access and egress
facilities provided from stations.

At new stations, the provision of access and egress facilities shall be designed to
cater for the anticipated maximum number of people using the station and
developed in co-ordination with the Station Operator’s evacuation plan.

The needs of disabled people shall be considered in the design of emergency


evacuation arrangements.

GO/RT3434/1 sets out the requirements for emergency planning.

14.4 Provision for Security of Passengers from Unseen Menace


Consideration shall be given to the security of passengers on platforms from
unseen menace in the design of stations (for example in the design of the
lighting, the location of buildings, canopies and other structures).

14.5 Platforms where Vehicular Traffic is Permitted or Required (Vehicle


size)
If access for vehicles is permitted and/or if access for emergency vehicles is
required, adequate clearances for such vehicles shall be provided. For vehicle
loading see section 7.2.

14.6 Prevention of Unauthorised Vehicular Access


If the platform is not designed to permit vehicular access, barriers shall be
provided to prevent such access where necessary, without causing undue
obstruction to passenger movement.

14.7 Segregation of Vehicular and Pedestrian Traffic


Consideration shall be given to the segregation of vehicle and pedestrian
movements at stations (for example on platforms and bridges) where these
movements pose a risk to safety.

14.8 Requirements at Level Crossings


If a platform ramp is close to a level crossing, appropriate measures (such as
arris rails or similar) on or adjacent to the platform ramp shall be provided to
deter passengers from accessing the track side of the level crossing barriers.

14.9 Provision of Safety Steps from Track to Platform Surface


Consideration shall be given to the provision of safety steps from track to the
platform surface in the platform recess.

14.10 Provision for Storage of Self-help Trolleys


Where passenger self-help trolleys are in use, appropriate measures shall be in
place to prevent them falling onto the track (for example by the provision of safe
storage areas).

15 Platform Signs and


Colour Contrasted
Markings
15.1 General
Signs and notices warning of the dangers of railways shall be provided at all
stations.

Where reasonably practicable, signs shall be suspended to avoid creating


obstructions to the free flow of station users.

The requirements for warning notices for electrified lines are set out in
GM/RT1041.

The requirements for lineside signs are set out in GK/RT0033.

15.2 Passenger Information Signs


At all stations, passenger information signs shall be provided to clearly indicate:

• access to and egress from platforms


• station name and, where appropriate, the unique platform identity
• emergency telephones and help points where provided
• disabled facilities where provided
• routing of passengers via a subway or footbridge and routing of disabled
passengers where this is different.

Sufficient illumination shall be provided for these signs to be visible in the hours
of darkness or low light conditions when the station is open to station users.
See also section 11.1.1.

15.3 Provision of Colour Contrasting Markings


At new stations and stations subject to alteration, colour contrasting markings
shall be provided on isolated columns or other obstructions (including glazing)
that could interrupt the movement of visually impaired station users.

The provision of colour contrasting markings shall be considered on posts that


support signs (for example station name signs).

15.4 Passenger and Staff Warning Signs


At all stations, passenger and staff warning signs shall be provided at:

• locations with high voltage electrical equipment


• top of platform ramps or redundant platforms barred to unauthorised persons
• other access points where there is a risk of injury from unauthorised entry.

Consideration shall be given to the provision of appropriate warning signs in the


following operating conditions:

• where wide gaps and stepping distances between train and platform edge
are unavoidable

• where passenger trains pass through the station on the line adjacent to the
platform at speeds of 100mph (160km/h) or over (see also section 14.1.1 and
14.1.2)
• where other trains pass which cause air turbulence (see also section 14.1.3)
• where hinged (slam door) rolling stock stops at the platform.

15.5 Signs for Vehicular Traffic at Stations


If vehicular access is permitted to a platform, signs clearly visible to vehicle
drivers showing the maximum allowable weight and headroom, shall be provided
at all stations.

15.6 Signs for Stopping Position of Trains


Signs shall be provided at all stations to indicate to drivers of passenger trains
the authorised stopping position of the front of the train.

15.7 Headroom for Signs


The requirements for signs at all stations are set out in section 9.3.4.

16 Additional
Requirements at Sub-
surface Stations
16.1 Sub-Surface Station Platforms
For all sub-surface stations, the platform width and the number, width and
location of egresses from the platform shall be such that the maximum design
passenger capacity of the platform of a fully loaded train can be evacuated from
the platform in an emergency within the time period specified by the relevant Fire
Authority. See also the requirements of section 6.2.

For all sub-surface stations, each platform shall have a minimum of two exits for
use in an emergency.

In calculating the time period to evacuate a platform in an emergency, one exit


shall be assumed to be closed.

16.2 Escalators
At all sub-surface stations, escalators providing access to or egress from
platforms shall be considered as fixed staircases for calculation of emergency
exit capacity, with one escalator not available. Requirements for escalators are
set out in GM/RT1201 and GM/RT1251.

16.3 Emergency and Escape Lighting


Suitable emergency and escape lighting for platforms shall be provided at all
sub-surface stations.

16.4 Fire Requirements


Further requirements are set out in the Fire Precautions (Sub-Surface Railway
Stations) Regulations 1989.
