00010 Highly skilled manpower through UPL

Technical Assistant Services-Electrical

Scope of work:

Deployment of 11 numbers of Highly skilled manpower (Area Engineers (Electrical)) for work in Electrical maintenance department in Stage#1 and 2.

The Area Engineers(Electrical) will have to carry out the following jobs
a. All the site activities to ensure speedy and quality work in the area of deployment.
b. Spares availability at site, by drawing materials from central store in advance.
c. Locating spares at central store and maintaining a record of material available at central stores and materials consumed during maintenance.
d. Providing technical assistance in specialized jobs.
e. Looking after the maintenance/commissioning activities and generate a record of unattended defects during commissioning.
f. Strictly adhere to the technical norms envisaged by NTPC from time to time.
g. Ensuring strict compliance to the safety norms and monitoring the use of suitable PPEs in their respective areas of work.
h. Carry out the maintenance acitivities as per the checklists provided by EIC.
i. Assisting EIC/representatives in preparing reports/documents/statements as may be insisted by EIC.
j. Any other jobs a felt necessary by EIC shall also be performed as directed by EIC from time to time. Decision of EIC in this regard is FINAL.

Technical Assistant Services-C&I

Scope of Work:
Deployment of 4 numbers of highly skilled manpower (Area Engineers (C&I)) for work in C&I maintenance department in Stage#2.

1. DCS System: Minor/Major defects and/or related C&I jobs for Breakdown maintenance
2. PLC System: Minor/Major defects as reported by Operation Dept./ EIC
3. Control Panels (Main plant and Offsite) Defects
4. Supervision of Installation & Removal of C&I Instrument from any equipments like HT/LT drive, valve, etc.
5. Supervision of Isolation/ Removal and normalization of C&I Instruments from any equipments.
6. As instructed by EIC, Supervision of jobs being done by shift technician
7. Attend C&I Misc. Jobs for Breakdown maintenance of TG/ Boiler/ Offsite area, as per instruction of EIC or as reported by Operation Dept.
8. Daily Checking Control Room instruments.

9. Routine inspection of SG/TG/BOP Charger.


10. Parameter, alarm checking and report/ attend any abnormality with consultation of EIC.
11. Routine inspection of HMI, EWS, OWS,LVS standalone system
12. SOE checking, storage space of primary and secondary controllers
13. Any defect reported of control room during the shift.
14. Above jobs for all units per shift will be treated as one BOQ items.
15. Unit C&I Shift/Weekly report, as instructed by EIC, for DCS, PLC, SOE, Storian , UPS and other C&I System, for other department analysis. Any Special Report related to
Plant as per requirement of NTPC.
16. Routine inspection of UPS/SG & Auxiliaries/TG & Auxiliaries/BOP/Offsite area and inspection of C&I instruments, defects list preparation / supervision of PM jobs etc. Job list
as per instruction of EIC. Area will be DM plant, Ash Handling Plant, RW/PT Plant, CW/CT area, FOPH, CHP etc. After Inspection, shift tech assistance will prepare a routine
report.
17. Other unspecified jobs as per Operation/CHP/AHP/Chemistry, round the clock of Control System.

SPECIAL INSTRUCTION:

Criteria for Selection of Electrical Area Engineers
Educational qualification(For Electrical Works):
1. Diploma in Electrical&Electronics/Electrical Engineering with 5 years experience
(OR)
2. B. Tech/BE in Electrical&Electronics/Electrical Engineering with minimum 3 years experience.
Work Experience (For Electrical):
1. Should have worked in power plants with capacity 110MW or above.
2. Experience shall be in one of the following fields
3. Handling of HT and LT electrical motors
4. HT and LT switchgears
5. 11KV and above switchyards
6. Power and distribution transformers in any power plant/substation.
Note:
1.In addition to holding degree, the candidates must have sufficient working knowledge of Windows
operating systems and office tools (excel, word, power point etc.).
2. Valid qualification and experience certificates shall be submitted for review of EIC.
3.Specialization: Priority will be given to those candidates who have worked in testing/commissioning
of electrical apparatus(viz. transformers, numerical relays, SCADA system, switchyard equipment
etc.)
4. years of relevant experience will be given priority.
5.Priority will be given to the candidates who have work experience in Stage-1 or Stage-2 of BTPS
Barauni in relevant fields.

Educational qualification(For C&I Works):


1. Diploma in Electronics/Instrumentation Engineering with 5 years experience
(OR)
2. B. Tech/BE in Electronics/Instrumentation Engineering with minimum 3 years experience.
Work Experience (For C&I works):
1. Should have worked in power plants with capacity 110MW or more.
2. Experience shall be in one of the following fields
3. MAX DNA System
4. PLC based system (GE/ABB/AllenBradley)
5. UPS/DCDB/Charger systems
Note:
1.In addition to holding degree, the candidates must have sufficient working knowledge of Windows
operating systems and office tools (excel, word, power point etc.).

2. Valid qualification and experience certificates shall be submitted for review of EIC.
3.Specialization: Priority will be given to those candidates who have worked in testing/commissioning
of C&I Systems and Instruments(viz. PLC, flow/pressure/temperature transmitters, environment
monitoring system(Sox, NOx, Opacity, O2, CO etc.)
4. years of relevant experience will be given priority.
5.Priority will be given to the candidates who have work experience in Stage-1 or Stage-2 of BTPS
Barauni in relevant fields.

The selection of Area Engineers (Electrical/C&I) will be purely on merit basis and decision of EIC in this regard shall be FINAL and no claims in this regard shall be entertained.

2. Working days, holidays (Gazette Holidays) and weekly offs as applicable at NTPC Barauni office shall be followed for the personnel deployed.

3. Manpower may be deployed in shifts on rotation basis, even on Sunday as & when required as per discretion of EIC or his representative with the increase of volume of work.

4. The contract shall be valid for a period of one year. The manpower deployed shall be on the rolls of UPL and UPL has to disburse the wages only by fund transfer to the bank
accounts of the personnel deployed.

5. The contract may also be terminated at any time by either party giving one month notice in writing.

6. HOD (EMD) shall be Engineer-In-Charge for this contract.

7. The actual deployment of manpower in different categories at NTPC Barauni will be as per the actual requirement assessed by EIC from time to time during the period of the
contract and the payment shall be released for the actual number of mandays deployed.

8. All other terms & conditions shall be as per PSOMA between NTPC & UPL and addendums issued from time to time.

9. Wage calculation of manpower is done on the basis of current wages rate.

10. In case of revision of rates of minimum wages the same shall be reimbursed accordingly as applicable.

11. Income Tax and other taxes if applicable will be deducted as per Govt. rules.

12. GCC shall be applicable.

13. UPL shall provide quality safety items such as Safety Helmet, Safety Shoes, Nose mask, Ear Plug, Safety Goggles & Safety Jacket, of reputed make.

14. The permissible deviation in the scheduled BOQ and the total deviation in the contract value can be - 20% to + 20%

15. Depending upon the need, the contract may be extended for another 3 months with same terms & conditions, if required. The discretion for extension of contract lies with EIC
and agency will have to abide by his decision.
