Barriers

Unemployment had been an issue of the Philippines for several years. The
government and other individuals have tried to provide alternative solutions for such.
Nevertheless, certain challenges arise during the implementation of the solution which
hinders them to resolve the problem and become successful. The difficulties encountered
by the government and the like are presented below.

1. Lack of Qualifications
It is undeniable that applicants who completed the tertiary education have an
advantage to those people who were not able to finish college. Every individual may have
been given an equal right for education, however, not all of them has the opportunity to
use such, considering the fact that the higher the level it gets, the higher the expenses
are to be incurred. Thus, even if companies and businesses offer jobs, it cannot
completely resolve unemployment for the long run if not all of them can meet the
standards and qualifications set by different employers. This implies that one of the
challenges in providing jobs to the everyone is the lack of qualifications or skills that an
applicant must possess for them to be accepted as an employee of a business.
Every company seeks to hire applicants who possess competent and unique skills to
ensure that the cost they will incur for such employees would be beneficial to the company
by means of outstanding performances they will derive from them. Even if unemployment
is a societal problem, this does not imply that only external factors prevent the people
addressing this issue to implement their proposed solutions. The skills and abilities that
a person can provide to a business are also significant which means that the applicants
must understand that they must enhance what they have and do their part instead of
waiting to be accepted by a company with nothing to offer. Education, training and
developmental activities will now take a vital role for improving the said skills.

2. Non-coordination of Businesses
For unemployment to be resolved, additional jobs must be offered to the people and
it will need the assistance and cooperation of several businesses. They have a significant
role for unemployment. Nevertheless, not all of them are willing to participate in offering
jobs because some may have planned to focus on a different objective. Also, others may
not consider it as a serious problem that needs to be addressed with. Businesses operate
to generate the highest possible profit they can achieve for their long-term survival and
the involvement in the implementation can possibly increase costs and hamper their
progress in achieving their goals.
Hence, it will be a great challenge for the government and other concern groups to
convince all companies and organizations to coordinate with them in resolving the current
unemployment issue.

3. Usage of Machinery and Equipment


Because of the accessibility of information and advancement of technology,
businesses, nowadays, opt to utilize manufacturing plants and machines to produce
products or to operate a business. It allows them to ensure the efficiency and productivity
on their daily operations and enables them to reduce its costs for the long run. The
possibility of delays and slack in production is lesser when machines are used because
these were designed to reach the daily production target of the company. In the current
industry, businesses are not managed similarly in the past. The manual and direct
involvement of workers to produce each product is seldomly used these days since new
machineries that can substitute the workers are available in the market. It subsequently
resulted to the lower number of workers or employees needed by a company.
With this, fewer jobs are offered to the applicants. It denotes that this current situation
has an impact as to why job openings are not enough to accommodate the people who
are finding any available position. To those people who are trying to reduce the
unemployment rate in the country, it will be a challenge for them to come up with an
alternative solution or strategy on how they will provide additional jobs to people despite
the lesser needs of the existing companies.

4. Difficulty of Starting a Business


Starting a new business or opening a new branch of an existing business is one of the
possible ways to provide jobs to others. However, planning to do so is not easy. It needs
to operate for its long-term survival and at the same time provide numerous jobs to
unemployed individuals. Moreover, a huge amount of capital is needed for a business to
start. Unexpected difficulties might occur upon starting the business and as an
entrepreneur, a person must possess skills that can overcome all the possible challenges.
Therefore, even if new businesses are some of the possible solutions that can be
identified to solve unemployment, it cannot be implemented easily due to several factors
that needs to be considered.
