(Î) This notice concerns Competitions EUR/A/132 (AØ7/AØ6), PE/85/A (AØ7/AØ6) and PE/86/A (AØ8).
Instructions that are common to the three competitions are set out in a single column, while those that
are specific to each competition are set out in three separate columns. The left-hand column concerns
Competition EUR/A/132, the middle column Competition PE/85/A and the right-hand column
Competition PE/86/A.

I.ÙINTRODUCTION

1. General comments

The purpose of these competitions is to create shortlists to fill posts that become vacant and
cannot be filled by internal transfer or competition, or transfer of staff from other European
Community institutions.

Competitions PE/85/A (AØ7/AØ6) and PE/86/A (AØ8) are being organised to recruit
English-language administrators and assistant administrators to departments in the
European Parliament’s Secretariat (see Section II, Job description).

Competition EUR/A/132 (AØ7/AØ6) is being organised by the European Parliament and the
Court of Justice to recruit English-language administrators with legal training. Successful
candidates will be expected to work in the legal affairs departments of the Court and
Parliament (see Section II, Job description).

All three competitions may also where appropriate result in recruitment to other Community
institutions, such as the European Commission.

Candidates for the AØ7/AØ6 competitions (EUR/A/132 and PE/85/A) must have a
university degree and at least two years’ professional experience.

Competition PE/86/A (AØ8) is open to young graduates. No professional experience is


required.

Many parts of the procedure are common to all three competitions.

Candidates may only apply for one of the three competitions, EUR/A/132 (AØ7/AØ6),
PE/85/A (AØ7/AØ6) or PE/86/A (AØ8), or their application will be disqualified.

Candidates’ choice must be clearly stated on the application form.

The duties of administrators and assistant administrators require them to be ‘at the disposal
of their institution’ at all times (to deal with frequent meetings and an irregular timetable),
and call for flexibility, an ability to handle varying workloads and an aptitude for teamwork
in an international environment. They also involve the use of computers and office auto-
mation.

III.ÙCONDITIONS FOR ADMISSION TO THE COMPETITION

The competitions are open to candidates who fulfil the following conditions by the closing date
for applications:

A.ÙGENERAL CONDITIONS

In accordance with Article 28 of the Staff Regulations of officials of the European


Communities, you must:

—Ùbe a national of one of the Member States of the Communities,

—Ùenjoy full rights as a citizen,

—Ùhave fulfilled any obligations concerning statutory military service,

—Ùproduce the necessary character references for performance of the duties concerned.

B. SPECIAL CONDITIONS

1. Age limit

You must be born after 24 April 1952.

Exemptions from the age limit may be followed in the following cases:

(a)ÙIf you have performed compulsory military service or any other compulsory service, the
age limit may be raised by the length of time spent in the performance of such service.
Any periods of service performed voluntarily in addition to compulsory service will not
be taken into account. You must include in your application for exemption a certificate
issued by the relevant military or other authorities, showing the dates of starting and
completing compulsory service.

(b) If you gave up work for an uninterrupted period of at least one year, to look after a
dependent child under compulsory school age or with a serious physical or mental
disability (certificate required), the age limit will be raised by the length of time you
were not in paid employment, subject to a limit of two years per child. You must include
in your application for exemption an official copy of the child’s birth certificate and a
solemn declaration giving full details of the period of time when you were not in paid
employment.

(c) If you have a physical disability, the age limit will be raised by three years. You must
include in your application for exemption a certificate issued by the relevant authority
confirming the disability.

The maximum period for exemption from the age limit is five years. No application for
exemption will be considered unless it is backed up by the supporting document(s) required.

The age limit will not apply:

If during the four years preceding the closing date for applications you have been a full-time
official or other servant of the European Communities for an accumulated period of at least
12 months. To benefit from this exemption you must enclose evidence of employment with
the European civil service, giving details of the periods and duties involved.

2. Qualifications and experience required

(a)ÙCandidates applying for Competitions PE/85/A and PE/86/A must have completed
their university studies and obtained a degreeØ(Î). The selection board will take account
of the different education systems.

Candidates applying for Competition EUR/A/132 must have completed a course in law
evidenced either by a degree in law awarded in Ireland or the United Kingdom and
entitling the holder

—Ùin England and Wales, to exemption from the Common Professional Examination,
and in Northern Ireland, to exemption from Part I of the Solicitors’ and Bar exam-
inations,

—Ùin Ireland, to admittance to the Honourable Society of Kings Inns, in order to study
for the degree of Barrister-at-law, or to the Incorporated Law Society, in order to
study for the qualification of solicitor,

(Î)ÙIn Ireland and the UK, for instance, the degree must be at least equivalent to Second Class Honours,
Division One (a ‘2.1’).

3. Knowledge of languages

You must have a thorough knowledge of English, and very good knowledge of another
official language of the European Communities (Danish, Dutch, Finnish, French, German,
Greek, Italian, Portuguese, Spanish or Swedish).

Candidates in Competition EUR/A/132 are required to have a good knowledge of French.

Knowledge of other official languages of the European Communities will be taken into
account.

Claims to knowledge of official languages other than your mother tongue or main language
must be backed up by supporting documents enclosed with your application. In the absence
of official documents you must enclose a separate sheet giving full details of how you
acquired your knowledge of languages.

(Î)ÙIn the case of officials or other servants of the Communities, under the Rules applicable to other
servants the time-limit for obtaining a university degree does not apply.

IV.ÙADMISSION TO THE COMPETITION AND TESTS

1.ÙA list of the candidates who have submitted their applications in the form and by the closing
date required and fulfil the general conditions set out in Section III.A will be drawn up by
the Appointing Authority and forwarded to the selection board with the applications.

2.ÙThis means that if you have clearly posted your application after the closing date, forgotten
to sign it, not used the official form contained in this issue of the Official Journal, not
carefully and completely filled in the optical reader form and/or do not fulfil the general
conditions for admission you will be disqualified automatically. The same rule applies if you
have not clearly stated your choice of competition or have applied for more than one of the
three parallel competitions being organised.

You will be informed after the closing date for applications if your application has been
rejected on these grounds.

3.ÙThe selection board will examine the applications and draw up a list of candidates who fulfil
the special conditions set out in Section III.B.

It will base its decision exclusively on the information given on the application form and
backed up by supporting documents. Candidates who do not fulfil the requisite conditions
for admission under III.B or have not provided relevant documentary evidence in support of
their claims by the closing date will be eliminated at this stage. A curriculum vitae will not be
regarded as a supporting document.

4.ÙIf the selection board finds that you do not fulfil all the conditions required for the
competition applied for, you may be regarded as having applied for one of the other
competitions for which you do fulfil the conditions required.

5.ÙYou will receive a personal letter informing you of the selection board’s decision on whether
to admit you to the tests.

6.ÙIf at any stage in the procedure the selection board finds that you do not fulfil one or more
of the general, particular or special conditions for admission to the competition, or if the
claims made in your application form are not supported by the relevant documents, your
admission will be cancelled.

V.ÙRECONSIDERATION OF APPLICATIONS

You are entitled to ask for your application to be reconsidered if you believe that a mistake has
been made. In that case, within 30 calendar days of the date of dispatch (as attested by the
postmark) of the letter informing you that your application has not been accepted, you should
write to the competition secretary, stating your reasons and quoting the competition number
EUR/A/132, PE/85/A or PE/86/A (please specify which), at the following addressØ(Î):

The selection board will reconsider your application and let you know of its decision as soon

You are not allowed to approach the selection board yourself, directly or indirectly. The
Appointing Authority reserves the right to disqualify any candidate who disregards this
instruction.

VI.ÙINVITATION TO THE TESTS

You will be invited to the tests by post. You are responsible for informing the selection board
secretary of any change of address. For this reason, in view of postal delays, the dates given in
the timetable above and the responsible attitute which candidates are expected to display, you
are asked to send a fax (Î) or write to the Competition Department if you have not received a
letter by 30 June 1998.

VII.ÙTESTS

1. Written tests

(a)(1)ÙComprehension and logical reasoning test (non-numerical objective tests) in the form
of a multiple-choice questionnaire.

Maximum time allowedØ(Ï): 50 minutes


Marking: out of 20
Candidates scoring less than 10 will be eliminated.

(a)(2)ÙTest comprising a series of multiple-choice questions, to assess your knowledge of


the European Union, its institutions and policies, with possible reference to the
cultural and social context.

Maximum time allowedØ(Ï): 30 minutes


Marking: out of 10
Candidates scoring less than 5 will be eliminated.

(b) Essay on a subject you select from a number of general subjects in areas relevant to
the European Union, to assess your level of knowledge, writing ability and powers of
reasoning. Candidates in Competition EUR/A/132 will have a choice of several legal
subjects with a bearing on the following areas of national law:

—Ùcivil and commercial law, and

—Ùpublic and constitutional law.

Maximum time allowedØ(Ï): 3 hours


Marking: out of 40
Candidates scoring less than 20 will be eliminated.

(c) Practical test, based on a file of papers distributed to candidates. Its purpose is to
assess your ability to analyse and summarise a subject, and your aptitude for
paperwork. Candidates in Competition EUR/A/132 will take a practical test in
Community law based on a file of legal papers.

Maximum time allowedØ(Ï): 4 hours

Candidates scoring less than 20 will be eliminated.

(d) Test comprising a series of questions to assess your comprehension of a text written
in your second official language and your ability to write in that language. Answers
must therefore be written in the second language.

(e) Test (non-eliminatory) to assess your aptitude for management in the institutions of
the European Communities. ‘Aptitude for management’ means an aptitude for coor-
dinating human and financial resources, organising the work of departments,
directing teamwork and innovating to improve the standard of service.

candidates accordingly when they are invited to it.

IMPORTANT:

Tests will be marked in the above order.

Candidates who obtain an overall mark of 60Ø% in the written tests and pass each elim-
inatory test will be invited to the oral tests.

2. Oral tests (Ï)

(a)ÙInterview with the selection board to assess your general education and knowledge,
particularly of Community affairs, ability to express yourself and general suitability for
Category A work in the institutions of the European Communities, taking account of all
the supporting documents in your application.

(b) Conversation with the selection board to test your knowledge of languages.

(c) Group discussion test to enable the selection board to assess your adaptability,
negotiating skill, decisiveness and attitude as part of a group.

(b) In some cases, for departmental reasons or in view of the nature of the job, shortlisted
candidates may be offered a temporary staff contract; if they are, their names will be kept
on the shortlist.

(c) The shortlists for the three competitions will expire on 31 December 2001; they may be
extended. If so, shortlisted candidates will be duly informed.

the degree concerned. This applies to all candidates, including officials and other servants of
