On October 31st 2019 Robby Diedrich experienced harassment on basis of 


disability veteran status when party which included Eng and Karge attempted to 
enter the Bob Chisholm Meals on Wheels site at the sunset Empire Park & 
Recreation District facility on city property of the city of Seaside where DHS 
funding provide allocation of funds and the Oregon regional Food Bank 
provides food to assist in providing nutrition to seniors in connection with the 
DHS program run through Mike McCormick dhs's senior nutrition program 
middle manager Kevin grossniklaus who has been informed about violence 
discriminatory conduct by a member of staff. upon entrance to the facility mr. 
diedrich Spoke with Tom about picking up necessary foodstuffs from the 
warrenton food Bank. we proceeded to move to an partially empty table where 
he greeted a woman and another friend and some male acquaintances. we 
proceeded to sit down we were offered food we declined food due to mr. 
diedrich's vegetarian diet he was not there to eat at Meals on Wheels but to visit 
to check in on friends as well as asking the medical questions to help advising 
them due to his retired status as a u.s. nurse. twice Darren Gooch approached 
Eng at the table the first time running back away and then returning to the table 
with Jennifer in tow. bobby Robert Diedrich was behind Eng and was 
approached by The Tall Man thought to be chris Duffy. due to my visual 
impairment leaving me legally blind and due to the fact that I was not wearing 
my glasses I could not confirm what was going on behind my back with Duffy 
harassing to my knowledge diedrich who understood that he was being called 
out for attending the Meals on Wheels facility even though Diedrich had never 
had any other such problem in the past and has met numerous times with his 
friends to have lunch to discuss their lives and concerns and enjoy the social 
and therapeutic benefit of having meals in a communal setting. when Darren 
Gooch approach Eng demanding the need to talk, I searched for diedrich who 
when i contacted saying we need to go this guy wants to talk with us outside in 
the lobby. we attended the lobby party of Three where Gooch indicated that I sit 
down in the chair beside him I said no it should be for the senior, gesturing to 
diedrich who preferred to stand. there were not any more chairs and Gooch said 
no I want you to sit in a way that indicated to me Gooch has a problem with me. 
Diedrich explained he's a veteran he explained he's just here for greeting his 
friends we were just doing a brief drop by visit. Gooch explained we need the 
addresses of the people who are here a PO Box is not good enough when 
previously I had my address entered into the SEPRD mailbox database I asked 
the director Skyler archibald to scrub my data from the computers do to my 
fears about the likelihood of ongoing violence or harassment from worker for 
meals-on-wheels who had assaulted me aggressively sexually against my 
wishes in defiance of my lack of consent to any such sexual harassment in 
exchange as a quid pro quo for participation in Coast radio or Bob Chisholm 
Community focused work. as Robbie was being interrogated and he became very 
uncomfortable feeling his post-traumatic stress symptoms when I explained 
know we have an address but we prefer to use the PO Box due to witness 
protection that was in reference to the report I made to Astoria Police 
Department the unlawful physically violent activities of the meals-on-wheels 
director Christopher guest duffy. it is my understanding that as a victim of a 
violent crime Crime Victims Bill of Rights indicates that I should not be forced 
to give my address to someone who has hurt me including Darren Gooch's 
employee Chris Duffy. for business purposes and use of attorneys, my PO box 
has been obtained due to the violent incident for my safety.  

Then Darren Gooch moved on to the next excuse for why he was harassing me 
to prevent me from having ice water at Meals on Wheels with my senior citizen 
veteran friend Diedrich. then he explained it was money, as i offered to pay. we 
could pay I suggested it saying I know that non-seniors are allowed to which I 
believe to be $6.75 where as seniors are encouraged to pay $3.50 I said we'll all 
take out my card and we can pay right now so if that was the matter it did not 
seem to be fair to have to pay $6.75 for a glass of ice water. if it was merely a 
matter of money as mr. gooch's new standpoint to indicate that it was merely 
about money, then I was willing to pay. just by none of us wanting to eat at 
Meals on Wheels due to it just being a drop by meet, and to see if there was any 
vegan food or vegetarian food. and greet at that point he said he does not take 
credit card so I would have to walk to the ATM nearest at the grocery. i 
suggested i could just do so and then return with the $20. i suggested that this 
would get me off the property, as that seemed to be his true AGENDA. I 
suggested I could at least get off the property as i walked to the ATM to get a 20 
dollar bill to cover the fee for the ice water. but because he seemed to have a 
problem with me or my friends in particular including the senior citizen 
veteran who was attending beside me and so in trying to negotiate and work 
with Darren Gooch about what exactly his problem is with my friend or myself 
I said to him Mr. Gooch I have been a caregiver for the elderly before and when 
you discriminate against me you are just discriminating against people like mr. 
diedrich who may have caregivers attending with them so I felt that my role in 
making sure that diedrich got through Meals on Wheels safely and without 
harassment was not respected as honorable work for my community so I was 
being excluded from participation in a senior program due to my being a victim 
of a violent crime which i reported to proper authorities I assume because 
there was no other explanation for being treated so rudely and so aggressively. 
Darren Gooch then said "it is for your safety" and the safety of the person who 
assaulted me that I should leave. he was looking at me during this talk. by that 
point I had my eye glasses on so I could understand that Darren Gooch said 
that it is for my safety that I have to leave I was offended that he believed the 
man who assaulted me who is much bigger than me was in danger from me. I 
am a pacifist. I have indicated that in the past I do not believe in violence. I 
believe in nonviolence so I was offended but I didn't argue with him mr. gooch. 
Diedrich said goodbye To all his friends. somebody got me ice water. I was 
handed some ice water and began drinking it because my throat was becoming 
dry with the indignity and the humiliation and the public embarrassment of 
being taken away from these lovely people after I was having a nice talk about 
my father whose birthday it would have been had he been alive, as well as we 
talked about gluten intolerance special diets and then I sat down and put hand 
lotion on my hands from my Handbag and then waited very happily to then be 
treated as if I had done something wrong. when we decided to go, Mister 
Diedrich made acknowledgement to his friends "well I'm being kicked out all 
guys I'm being kicked out I'm being kicked out well they kicked me out they 
kicked me out" and I saw the face of the 95 year old women who diedrich 
perceived to need to give medical advice and in accordance with his medical 
training to regarding a previous emergency room visit he was denied accessing 
their friendship to help advise her on a condition that he is very worried about 
so from a professional angle Mister Diedrich and I did not like that disrespect 
and felt that his service to the community which also includes other Ministry 
elsewhere was being disrespected and his community connections were due to 
the problem mr. gooch and mr. Duffy with Deidrich or deidrich's friends and 
attendants. we left politely I suggested we could do as I planned which was to 
go get the $20 but by that time the meal might have been finished anyway 
diedrich however was very offended at being treated so poorly he has never 
been treated that way before we went off of the property to go to a different 
facility and have some orange juice and discuss. we decided it was necessary to 
compose an affidavit to provide to adult protection to Kevin grossniklaus to 
Mike McCormick who is among the top five and the Oregon DHS as to NWSDS 
Devrey Haschenberg and to Liz Rathfon who had made previous reports of 
sexual and physical violence against women regarding the director in question. 
it was observed by me upon exiting the building that the Halloween headcount 
I took after we three were ejected was at 15 people at numerous tables that 
were partially occupied and partially unoccupied. we were not asked to leave 
due to space constraints. the larger size of the hall is not being maximized it is 
unfortunate that such discrimination and harassment has occurred because 
there was not a lack of food there was not a lack of table space. there was not a 
lack of floor space there was merely a lack of understanding of the rights of the 
citizens of Seaside as well as the obligations of the recipients of the state 
funding who are thereby obligated to follow the Oregon Revised Statute 
Disability Abuse Prevention Act as well as the Americans with Disabilities Act 
as well as the Violence Against Women Act as well as the Crime Victims rights 
protection offered by federal laws applicable to refraining from any witness 
intimidation or harassment of a witness. Additionally OSHA standards of 
safety and BOLI provisions applicable to non- discrimination should be 
followed. Eng's denial of a job due to refusing to have sex or let the director 
rape her, should have no ongoing pattern of harassment and discrimination 
waged against her or seniors she knows. a complete restoration of the original 
work offer should be on the table. I was able to indicate to at just one moment I 
was able to indicate to gooch that I was praying for the attacker and had 
forgiven him for the assault. i told Gooch that i had almost forgiven Duffy for 
harassing me via his aggressive attorney this year 2019, in attempt to violate 
my HIPAA rights to medical privacy due to my refusal to provide sex in the quid 
pro quo sexual extortion racket Duffy attempted to use to induce me to provide 
non-consenting sexual services to gain favorable treatment at the Seaside 
Parks facility. My prior relationship status or GLBT identity or disability status 
and marital or partnership status are protected classes for which i should not 
suffer any abuse or discrimination, including the proxy harassment of Diedrich 
or Karge to punish me. Diedrich is a caring and good father, and i cannot risk 
Duffy and Gooch trying to induce a medical catastrophe, a heart attack or PTSD 
episode by enacting humiliating embarrassing social shunning against a victim 
of sexual harassment or her protectors.  

 
I confirmed with Gooch that under the duress of the invasive harassment by 
Duffy's lawyer (which induced me to have catastrophic heart pain), i dropped 
my lawful stalking protective order that was obtained in good faith. a huge 
deterrent on my participation in programs have been the repeated incidences 
of derogatory comments surrounding my whistleblowing the attempted 
unlawful quid pro quo sexual extortion as well as the violent sexual assault 
that Duffy enacted to intimidate and injure me and prevent me from speaking 
out for the safety of the community.  

To make amends for this serious harm that was done unto the senior citizen 
Robbie Diedrich, Diedrich and I have discussed options which could include an 
injunction on any unlawful discrimination or personalized harassment or poor 
conduct which seeks to embarrass Diedrich around his senior citizen friends. It 
is necessary to promise not to unlawfully eject or discriminate against him for 
his vegetarian diet, his veteran status, his marital status, his religious 
preference, or his gender as well as a promise not to charge him for a meal that 
he is not eating or to charge his friends or attendants for a meal which they are 
not eating. additionally mr. Diedrich wants to know that the Bob Chisholm 
facility is committed to supporting veterans and supporting the elderly's 
needs and that this incident could be put in the past if certain measures were 
respected:  

number one the Americans with Disability Act must be respected: no person 
can be excluded for their disability or harassed for Disabilities arising from 
their service as a veteran. No person should be harassed for disabilities 
increased due to the assault inflicted by a Bob Chisholm employee assault or 
abuse. the problem of mr. Duffy's sexual harassment of a potential volunteer 
should not affect diedrich's peaceful enjoyment of the facility. mr. Duffy's 
aggressive lawyer Christopher Palmer offered a contract to Eng in regards to 
non harassment and non communication. Palmer refused to complete the 
finalization of a contract to prohibit harassment such as was demonstrated on 
October 31, 2019. Ideally, it would be important to finalize the agreement 
which Duffy failed to sign, indicating that all retaliation, harassment, or 
unequal or violent treatment should be no longer inflicted on Eng to punish 
her for non-acquiescence to the unprofessional sexual propositioning which 
made Eng uncomfortable and in fear for her safety, and which escalated to an 
assault which injured her physically and induced terror of sexual assault 
related complications.  
in the interest of maintaining a peaceful atmosphere at the community center 
it is not peaceful to make Gooch's anger be misdirected at the person doing a 
lawful good faith report to law enforcement.  
crime reporting a crime is a basic respected right that a citizen of the United 
States of America should be capable of doing without facing undo 
consequences such as  
Harassment at A Parks district due to being perceived as a police informant 
of violent unlawful or discriminatory activities.  

harassing and assaulting Eng was an unfortunate experience. in the interest of 
moving forward into the future Mister Diedrich and Karge would like to 
understand that the Bob Chisholm Center cannot and will not discriminate 
against family members or Associates.  

It is best to put the October 31st 2019 incident into focus on what matters: 
safety and security and equality of access for all.  

numerous community events are held at the Bob Chisholm Center. if Darren 
Gooch is concerned for Eng's safety he should make personnel or human 
resources modifications to enhance the safety and well-being of all, not 
putting female workers in danger of future sexual assault or harassment or 
putting senior citizens in danger of a violent incident from the man who has 
been duly noted to have violent aggressive tendencies around women who he 
perceives as a sexual Target and or a volunteer and or an employee of his 
facility. we seek to help mr. Gooch find a proper solution in arbitration to assist 
the person who injured Eng to find Healing therapy or treatment. it is 
Diedrich's position that as a retired nurse, he believes that the party who 
injured Eng has not confirmed to the courts the district attorney or to his 
employers whether or not he is receiving any counseling or therapy to 
overcome the issues that underlie the primary assaultive Behavior. All 
additional harassment and discrimination must be stopped and are unlawful. it 
must be noted that mr. Duffy used christopher Palmer to attempt to violate the 
privacy of Eng whose Americans with Disabilities Act rights were infringed by 
the lawyer's attempt to ridicule and blame Eng for perceived disabilities. Mr 
Palmer's breach of medical privacy on behalf of Duffy caused a great a sense of 
danger that the stalking mindset had not been corrected. we would like Duffy 
to STOP demanding Eng's records, a violation of her rights as a NWSDS client. 
Eng should not be required to sleep with Duffy to obtain the meals or access in 
a professional respect to the Bob Chisholm Center. We renounce the invasion of 
her medical privacy concurrent with the invasion of Housing and Urban 
Development Federal Building due to an improper abuse of power by a person 
she at the time trusted due to the perception of his duty to respect aging and 
disability status.  

This letter will be sent to Mary Blake so she can review the goals.  

Stop all Anti-veteran discrimination Follow All Applicable state and federal 
laws, including laws surrounding medical Privacy, Assault and Battery, Sexual 
Abuse, personal harassment, etc Proper counseling or treatment for all 
persons affected by the events in question.  

All Parties to attend Seaside Parks with no harassment based on Gender, 


veteran Status, marital Status, Religion, or supplying information to police 
about illegal activities committed in the name of Bob Chisholm or Coast Radio 
name.  

Renewal of the offer to have Eng work at Meals On Wheels. Her recruitment 
should not be contingent on committing criminal negligence, endangerment 
of the elderly, or suppressing important information about the safety and well 
being of the community.  

Non-harassment of Diedrich, whether or not he attends with security backup.  

Promise not to traumatize the attending seniors by exposing them to 


making such a spectacle of unlawful retaliation.
