Attached is the report for our study on “Safety Upgrades” in the Wonka Factor. The
Environmental Health & Safety Department has completed a thorough study on safety
regulations that will enhance the safety standards within the factory and decline the number of
accidents occurring. The purpose of this proposal is for the safety and protection of all Wonka
employees and the individuals that enter the factory.

With this study, several safety violations have been found that need to be implicated and other
safety accessibility that could save lives if instituted within the factory. Proper training for the
Oompa Loompas to be qualified in life saving programs could prevent possible injuries from
rescuing situations to tourists, other employees, and themselves. The correct safety wear needs to
be addressed when navigating within 10 feet of the chocolate river along with barriers for extra
protection. The boat should carry safety items such life jackets, flotation devices, fire
extinguishers, extended poles, and First-Aid kits.

From thorough examination of the factory, particularly focused toward the chocolate river and
boat ride recreational accessibility, regulations have not been up to code parallel to other
companies with similar recreational services. This is not stating that Wonka Industries is any less
than those companies. This comparison on safety regulations of their history of safety records
shows that their initiation to put forth further safety precautions and what is already regulated
and established has prevented numerous accidents from occurring and potential inferior harm to
customers and the companies employees.

The members of Wonka Industries Environmental Health & Safety department value Wonka
Industries as a company that cares about its employees and what it does for the world. To create
the top company above all, safety standards need to be reevaluated before any production or
tours proceed.
The EH&S department appreciates the consideration taken forth on this serious matter. Through
thorough research and commitment, it is this departments responsibility to inform Wonka

Abstract
“Implementing Safety Upgrades
for Wonka Industries:
A Recommendation Report”

During our research we have found numerous health and safety violations. These violations are
listed below with exhibits. See Exhibit “A,” a photo of the chocolate river. As you will see, there
are no guard rails and life saving devices near and around this area where someone could fall in.
Also, we suggest that an Oompa Loompa be on life guard duty in this area at all times. Exhibit
“B” shows the boat located in the chocolate river. What we propose is that all occupants on the
boat wear marshmallow life jackets and elevate the height of the sides with hand rails made of
candy canes. Along with basic lifesaving training for the Oompa Loompas, any visitor to enter
the factory needs to complete a brief safety course on rules and regulations of the factory.

Executive Summary

Over the past year Wonka Industries have experienced numerous accidents that have occurred
from both Wonka employees and customers who have toured the factor. The accidents have
placed large amounts of debt against Wonka Industries due to settlements from lawsuits from
distressed customers, legal costs requiring lawyers and private investigators, and workman’s
compensation insurance rates including the production hours lost from these injured employees.
Research that has been applicated towards these unfortunate events have determined various
solutions to prevent similar incidents from occurring in the future. The determination of why
these events are taking place are due to the lack of safety barriers and safety equipment available
throughout the factory. Research has followed up with inside and outside sources to determine
these results to be true. The recommendations suggested includes implementing greater safety
precautions and maintaining regular meetings with employees to ensure everyone and production
is up to date and on schedule.
Introduction
Wonka Industries has experienced a stressful year due to accidents resulting in large amounts of
debt that is believed could have been prevented. The company has currently paid $300,000
dollars in settlements from lawsuits due to injuries and “psychological distress” from customers.
The sum of legal costs due lawyers to and private investigators have cost Wonka an additional
$150,000. These injuries include three children which have fallen into the Chocolate River from
the dock and one child that fell off the side of the boat. Oompa Loompa factory workers have
also experienced injuries retrieving children. Children must be retrieved once they have fallen
into the river from the chocolate extraction pipe that goes from the river into the fudge room
before they are made into fudge. Oompa Loompas who have experienced injuries from lack of
safety standards have lost over 200hrs of productivity annually. Furthermore, workman’s
compensation insurance rates have increased by 50% putting Wonka further into debt. Due to the
excessive injuries and lawsuits that have occurred over the last year, there have been various
solutions that are available to prevent any further incidents occurring. There are several boating
regulations that must be abided by in order to continue recreational use of the chocolate river.
There are also multiple safety guidelines and methods that could be applied to prevent any
further injuries from occurring. Proper safety training, safety gear, and guards need to be
instituted into recreational tours and with daily operations.
Research Method

Research began by studying OSHA (Occupational Safety and Health Administration)


regulations. This allowed the EH&S department to audit the factory safety conditions and have
an understanding of where it is lacking on safety conditions and how to fix these issues.

Task 1: Studied OSHA rules and regulations around water sources and daily safety
requirements
OSHA provides training videos with elaborative explanations on what should and should not
be occurring in a work zone. OSHA also provides Safety Manuals that offers information
emphasizing specific work environment standards including around waterways that supports
this research. In order to receive a general idea of what needs to be corrected within the
factory, OSHA was contacted and asked to perform a courteous inspection that does not
allow violations to be given. This task provides answers from a company (OSHA) that’s
focus is on safety.
Task 2: Preformed a safety audit of the factory
In order to perform a proper safety audit of the factory, a safety committee was formed and
divided up into groups looking specifically for possible health and safety hazards. The large
amount of data was compile from all groups to be placed into PowerPoints discussed at the
next meeting. Numerous findings were discussed between the entire department in several
meetings on how to properly fix these potential threats. This task identifies any possible
threats within the factory.
Task 3: Interviewed Oompa Loompa employees about working conditions
Many Oompa Loompa employees were interviewed throughout the factory on what their
thoughts were on working conditions. The interviews first began with the Oompa Loompas
who work around the chocolate factory considering that is where the incidents have been
occurring. The EH&S department continued to follow up with other Oompa Loompas
throughout the factory on their daily routines. There were similar concerns reported in each
station. After the interviews were completed a questionnaire—provided on the Appendix—
was presented to each employee with particular questions focused on their workplace
satisfaction and their opinions of the factory’s current conditions. This task focuses on the
employees in order to obtain an inside look on what really goes on daily within the factory
that nobody else sees.
Results

The results delivered from the tasks completed has provided a great amount of information of
what can be implemented throughout the factory to make Wonka Industries a safer environment
for all. Though it will take some time, it is believed that the best possible solutions have been
recognized to begin achieving a safer work environment by collaborating with OSHA, auditing
the factory, and talking with employees throughout the factory.
Task 1: Studied OSHA rules and regulations around water sources and daily safety
requirements enforced
From our study and courteous inspection, we have found numerous safety hazards that we
have looked further into. One particular standard provided on the OSHA website states
“Guardrails shall be provided at locations where employees are exposed to floor or wall
openings or waterside edges, including bridges or gangway-like structures leading to pilings
or vessel mooring or berthing installations, which present a hazard of falling more than 4 feet
(1.22 m) or into the water, except as specified in paragraph (b)(2) of this section” (UNITED
STATES DEPARTMENT OF LABOR, n.d.-a). Another standard made by OSHA stated on
the OSHA website is how when vessels are afloat and the edge is exposed that employees
should be wearing floatation devices (Department of Labor logo UNITED
STATESDEPARTMENT OF LABOR, n.d.). This standard for Wonka Industries would
include everyone who comes aboard the boat. By contacting the OSHA inspector, no
violations were allowed to be given on any misconduct with their standards—it was a
courtesy inspection given by OSHA. The inspector provided substantial information that will
enhance the facility’s safety standards. To follow up more on how inspections are conducted,

Task 2: Preformed a safety audit of the factory
Throughout our investigation while searching for possible health and safety hazards, these
groups found questionable aspects within the factory. Our team was able to elaborate
between all the groups and grade which ones were more hazardous than others. We have
identified what needs to be installed and adjusted to prevent injuries from occurring in the
future. These instillations include barriers around equipment and the chocolate river, safety
gear, and more signals to alert possible malfunctions or emergency situations when they
occur. MSHA (Mine Safety and Health Administration) provides standards to support these
instillation listed on their website including barriers around docks and boats and keeping
“water rescue equipment easily accessible” (United States Department of Labor, n.d.). To
ensure the proper safety equipment is accessible, a Boat Safety Checklist & Safety
Equipment is provided that includes (1) life jackets and wearable personal floatation safety
devices (PFDs), (2) throwable flotation devices, (3) fire extinguishers, (4) visual signaling
devices, and (5) sound signaling devices (Boat Safety Checklist & Safety Equipment, 2019).
Task 3: Interviewed Oompa Loompa employees about working conditions
The Oompa Loompas were especially helpful with discovering initiatives to advance their
workplace in creating a more efficient and safer environment. These ideas will encourage the
employees’ desire to work harder while establishing a happier workplace. Each employee
was given the Wonka Employee Questionnaire provided under the Appendix. All data
collected from the employees was compiled and has been evaluated to later be implemented
be a newly formed committee for a greater successful future.
Conclusions

It has been concluded from the research that Wonka Industries needs to implement greater safety
standards and regulations to better protect all who enter the factory. Wonka Industries is a place
of joy that everyone wants to see, however, incidents have prevented anyone from enjoying the
candy eutopia especially Wonka Industries. Research has identified several health and safety
hazards that have been analyzed and compared with other companies regulations with similar
environments. The research undergone to identify and prevent anymore incidents from occurring
first reviewed OSHAs standards and regulations then had a courteous inspection performed by a
certified OSHA inspector. The inspector provided much information on what safety hazards are
being exposed and how to resolve them. Next, a committee was formed by the Environmental
Health & Safety department members and divided into to groups to identify all possible health
and safety hazards throughout the entire factory. After much data was gained, all information
was compiled and discussed in several meetings by all EH&S members on determining ways to
implement regulations to eliminate hazards that are being exposed and to reduce the possibility
of something becoming a hazard. From this research, it has been determined that barriers need to
be installed, proper aid and rescue equipment needs to be easily accessible, and safety meetings
need to be administered on a regular basis. To add a uniqueness without steering away from the
magical Wonka way, EH&S department have brainstormed some candy-based ideas on safety
equipment: marshmallow life jackets, Life Savers flotation devices, whip cream fire
extinguishers, Wonka Candy Canes as extended poles, Wonka Fabulicious Raspberry Twister as
a lasso, and First-Aid kits are still under evaluation. Lastly, a follow-up with every Oompa
Loompa employee was executed and a questionnaire provided to obtain statistics on how they
were satisfied within the factory and their honest opinions on the current conditions. To
conclude, all health and safety hazards identified throughout the research must be addressed for
the safety and well-being of the employees and visitors alike. Without these changes to be made,
Wonka Industries may expect more incidents to occur. Based on the research, EH&S department
would like to implement these changes before anymore incidents occur and prevent any further
lawsuits.
Recommendations

Option 1: Implement safety barriers and other equipment around chocolate river
Over the past year multiple lawsuits have been filed due to accidents that occurred around
the chocolate river. The research undergone had provided much information on how to enhance
the safety around the chocolate river. The implementation of safety barriers will prevent falls
from occurring and any contamination that might occur if someone was to fall in. Also,
providing the ease of availability of proper rescue equipment if an accident was to occur could
prevent further harm to come to the victim or an employee trying to aid in the victims distress.
Option 2: Install safety equipment and guardrails on boat
Though there has been only one incident of a child falling off the boat within the
chocolate river, it has the potential of repeating this accident in the future. Through the
considerable amount of research, implementing the proper safety equipment and barriers can
prevent the repetition. Installing proper safety equipment such as flotation devices, fire
extinguishers, and first aid and enforcing the wear of life jackets can aid in the safety of possible
falls and any other harm to come to a rescuer. The installation of guardrails around the boat will
also aid in the prevention of falls from occurring; there are currently no barriers on the boat.
Option 3: Maintain regular inspections of factory
In order to uphold Wonka Industries as the top company above all, it is mandatory that
the company maintains a safe environment. The research provided and the implementation of
safety standards and regulations will indeed prevent further accidents from occurring. However,
it is important that Wonka Industries maintain these standards and regulations and to do so it is
recommended that regular safety inspections be given. This option will preserve Wonka
Industries good name and prevent harm from possibly being caused to visitors and employees.
