FIRST CONGRESS
Begun and held in the City of Cabuyao, on Thursday, the first day of March, two thousand
eighteen.

Section 1. Short Title. – This Act shall be known and cited as the "The Early Character Development
of Students Act".
Section 2. Declaration of Policy. – It is the policy of the State to eliminate the requirement of taking
major academic examinations of students in their first three (3) years of elementary education. The
Act ensures the establishment of good character building amongst students in their early educational
career. This act aims to integrate the youth at an early level. The values students must possess such
as discipline and sense of responsibility shall be further established. The Act shall help students in
developing a respectful character. This is a skill every child needs to thrive; to be an influence for good
in our society.
ARTICLE I
Section 3. Definitions. As used in this Act, the following terms shall mean:
Section 1. This Act shall cover all students in the first three (3) years of elementary education in
different educational institutions. The Act shall therefore apply to both public and private schools.

ARTICLE III
Section 2. This Act shall not entirely eliminate all forms of examinations except for major assessments
like quarterly or final exams. Elementary schools shall still conduct small but organized tests to
continuously check the understanding of students. The act shall therefore not rule out the requisite of
the following:
Provided, however, That the “no homework on weekends” policy shall still take effect.
ARTICLE IV
Section 1. The Department of Education shall be the lead implementing agency that will oversee the
effective and efficient implementation of this Act. For purposes of administering the provisions of this
act, the Department of Education shall:
1.a. With one (1) year from the effectivity of this Act, develop a comprehensive plan for the timely
and effective implementation of the program;
1.b. Prescribe policies and regulations, and coordinate the timely and effective implementation of
this Act;
1.b.1. Assign proficient representatives that shall conduct Character Development seminars
and trainings for each district
1.b.2. Coordinate with National Educational Testing and Research Center to ensure and
assess the effectiveness of the seminars that will be conducted and the quality of
education given to students
1.c. Arrange funding source for the program from the government, subject to existing laws and
regulations;
1.d. Coordinate with local government units (LGUs) and concerned organizations to ensure that
the comprehensive plan is integrated with the provisions under this Act.
ARTICLE V
ARTICLE VI
Section 2. The instructors shall undergo conferences, seminars, and trainings to be eligible to teach
the said subject. Seminars shall be organized by Department of Education.
2.a. Seminars shall be led and conducted by well-experienced and credible moderators
2.b. Seminars shall provide knowledge of being intolerant of drug offenses and violent crimes or
crimes against children
Provided, however, that these topics shall be included but not limited to other fundamentals for
character development.
ARTICLE VII
BUDGETARY PROVISIONS
Section 1. This act shall be provided by the Government of the Philippines through the yearly budget
of the Department of Education.
Section 2. The budget allocated from Department of Education shall account to Php 10,000,000.00
to comply to the implemented seminars and trainings about Character Development.
ARTICLE VIII
EFFECTIVITY CLAUSE
Section 11. Effectivity. – This Act shall take effect fifteen (15) days upon its publication in at least two
(2) national newspapers of general circulation.
