In mean time the Partha PratimBusu | Federation/Union is pressing upon the Management to implement the Cadre Restructuring Committee’s recommendation for the EO/AO cadre that is upgrading 0 Secretaries the Grade Pay to Rs.5400/- from Rs. 4800/- on compl of 4 years in the e ‘Zrganising yecretares without waiting for the Recruitment Rules to be framed. In this connection we would . like to putforth following few suggestions which is very much feasible and being Mahesh Krishnamurthy | implemented in various other departments/organisations for your perusal and for Rojesh Kumar Tonk J tive consideration. ay Pl Further we express our gratitude on implementing ‘equal pay equal work’ policy i] and fixing the pay structure of the cadre on par with that of Direct Recruitment Sujeeth Kumar Officers upon our request. Prosonth Borik You are very much aware of the fact that the Honourable Chairman, CBT, had given assurance to extend the benefits of Cadre Restructuring to all the cadres with Vijoy CThokre effect from 09.12.2015 which was also recorded in the minutes of the CBT meeting. In the CR it is stated that EO/AOs pay will be upgraded as NFSG from 47600-151100 D Gopal Goud (Level 8) to 53100-167800 (Level 9) on completion of 4 regular service in the former Raton Thwart level. In this regard your attention is drawn to the Ministry of Finance, Department of Revenue, Central Board of Excise & Customs letter No. F.No. A-26017/98/2008 dated Ranjan Choudhary 16.09.2009 wherein it has been clarified that ‘Group B Officers’ of Central Board of Excise & Customs i.e. Customs Appraiser/Superintendent of Customs who are drawing Dharm Singh Meena}. Grade Pay of 4800 have been granted NFSG with effect from 01.01.2006, even i though their pay was revised from 6500-10500 to 7500-12000 (pre-revised) with Jeyalakshmi Krishnan J thowgh sheit pay was Head Quarters : #37, Royapettah High Road, Royapettah, Chennai - 600014 98408 88863 E-mail : krupakarant701@gmail.com &<&«<2?| || | Inquilab Zindabad AIEPF SF Zindabad ALL INDIA EPF STAFF FEDERATION (Recognised) MOHAN KUMAR UPADHYAY JP NARKAR R KRUPAKARAN Working President visor Secretary General Vice Presidents: Anil Jugran ; ; Further the Deputy Secretary to the Government of India, Ministry of Finance N Dinesh had clarified in the letter cited that all Officers who have completed 4 years or more Dwijen Ch Das regular service as Customs —Appraiser/Superintendent of | Central I Excise/Superintendent of Customs as on 01.01.2006, would be entitled to the Grade Pavan Haldikar Pay of 5400 in PB-2 (6 CPC) on non-functional basis. larly it was also U sh tu Sh Kl implemented in the Income Tax Department with effect from 01.01.2006 to their ‘mesh Kumr SAUKIG | income Tax Officers. To that effect the Draft RR for ITO in supersession to the RR of $ Jaigopal 2004 was published only in the year 2016. It is well aware of the fact that the EPFO a has equated the pay scales with the Income Tax Department while upgrading the pay Sahib Singh scales of the Employees’ of EPFO in the year 2004. In view of the above it is BSoteesh requested that the similar benefits should also be extended to the EO/AOs of EPFO as done in the above mentioned departments. That is the benefit of NFSG upgradation Ranjan Kumar of 5400 grade pay be extended to those EO/AOs who have completed 4 years regular service in 4800 from the date of assumption of charge or 09.12.2015 whichever is earlier which was assured by the Honourable Minister of Labour & Employment/Honourable Chairman-CBT in the CBT meeting. It is further suggested Organising Secretaries the fixation may be done notionally up to 09.12.2015 in case the said Officers had completed 4 years before the notification of CR in EPFO i.e. 09.12.2015. Portha Pratim Basu Mahesh Krishnamurthy It is also suggested that the same may be implemented immediately without Rajesh Kumor Tonk |] waiting for the Recruitment Rules for the cadre which is not known as to when it will 5 be approved, We could furnish a lot of precedence for the same. It is not out of place Vijoy Pal to mention that the Section Officers in EPFO, Head Office had been granted NFSG Sojeeth Kumar upgradation of 5400 right from the date of implementation of 6" Central Pay Commission i.e. from 01.01.2006 without waiting for any amendment in the Prosanth Barik Recruitment Rules and subsequently the amendments were carried out only in the . latest RR published in the year 2018, Similarly in the very same EO/AO cadre the pay Vij € Thokre scale were upgraded from 5500-175-9000 to 6500-200-10500 (5 CPC) without D Gopal Goud waiting for any RR and further the Grade Pay was upgraded from 4600 to 4800 (6" CPC) in the absence of amendment in RR. Therefore it is once again reiterated that Raton Tiwari the same may be implemented without waiting for the Recruitment Rules. In the Ranjan Chovdh Draft Recruitment Rules tabled the condition is mentioned as “4 YEARS OF REGULAR anjan Choudhary SERVICE IN LEVEL 8”. In order to remove the ambiguity the same may be amended as Dhurm Singh Meena | “EO/AOIN THE SCALE OF LEVEL 8 WITH 4 YEARS OF REGULAR SERVICE” in the RR. In this Dwijen Ch Das connection your attention is invited to Office Memorandum No. AB.14017/61/2008- Estt (RR) dated 24.03.2009 issued by the DOPT that minimum qualifying service for Povon Holdikar promotion has been specified. As per the said OM the minimum qualifying service for promotion from Grade Pay 4600 to 4800 is specified as 2 years. It is therefore Umesh Kumar Shukla requested that the minimum qualifying service be reduced as 2 years which is strictly $ Jaigopal as per the instructions contained in the DOPT OM dated 24.03.2009. Sahib Singh It is learnt that upon implementation of RR for EO/AOs it was recommended by BSoteesh the CR Committee that the posts created on account of CR will be filled through existing Section Supervisors with 6 years combined regular service in Level 6 and Level Ranjon Kumar 7 in the pay matrix. (Pre revised Grade Pay 4200 & 4600). In this regard, attention is drawn to the RR of Section Officers (SO) where under Col. No. 11, Initial Fitment is Partha Pratim Bas J erevided as a onetime relaxation to all provisions of RR, all adltional vacancies on o: . restructuring may be filled through Seniority-cum-fitness from Assistants of EPFO Crgorisng Secretaries} Ha). tt is requested that similar provision be extended that as a onetime relaxation, all additional vacancies on restructuring may be filled through Seniority cum Fitness Moliesh Krishnamurthy J from ss/ssas. Rojesh Kumar Tonk It is also seen that a large number of vacancies are available under Direct Viay Pol Recruitment Quota in the post of EO/AO. As provided in the RR of Section Officer ij Pa (SO), it is suggested that similar provision may be added as “Provided further that no Sojeeth Kumar such unfilled vacancies shall be carried forward for more than two recruitment years, beyond the year to which the recruitment relates, where after the vacancies if any, Prasonth Barik still remaining unfilled belonging to one mode of recruitment shall be transferred as 7 additional vacancies for other mode of recruitment”. Vijoy ¢ Thakre D Gop Goud It is further requested to insert a provision for onetime relaxation of RR to fill at least 50% of DR Quota vacancies if not 100% through Seniority Quota which will Ratan Tiwari benefit the seniors who have put in more than 25 to 30 years of service in our R . ch dh esteemed Organisation without any promotion. It is fervently requested to consider vanjan Chovahary the above proposal as the contention of the Federation/Union that the CR is not 1 beneficial to the Group B, C & D cadres and by inclusion of this proposal a small step is ae taken to assuage the feeling of large number of staff members. yyelakshmi Krishnan Head Quarters : #37, Royapettah High Road, Royapettah, Chennai ~ 600014 98408 88863 E-mail : krupakaran1701@gmail.com I Inquilab Zindabad AIEPFSF Zindabad \, ALL INDIA EPF STAFF FEDERATION ) (Recognised) MOHAN KUMAR UPADHYAY J P NARKAR R KRUPAKARAN Working President dv Secretary General 4 Yice Presidents Anil.
