TANGGAPAN NG PANLUNGSOD NA PEDERASYON NG MGA SANGGUNIANG KABATAAN, PANGKAT NG LUNGSOD NG PALAYAN

Dear Ma’am,

In furtherance with Section 20 of Republic Act No. 10742, otherwise known as the
“Sangguniang Kabataan Reform Act of 2015,” the Sangguniang Kabataan (SK) Funds shall be
disbursed solely for youth development and empowerment purpose, which shall give priority
to "program, projects and activities that will promote and ensure the equitable access to
quality education, environmental protection, climate change adaptation, disaster risk
education and resiliency, youth employment and livelihood, health and anti-drug abuse,
gender sensitivity, sports development, capability building which emphasizes leadership
training, and Linggo ng Kabataan celebration." Thus, the Sangguniang Kabataan cannot
allocate funds for the allowances and honoraria of SK Members, SK Secretary and SK
Treasurer. The same law does not prohibit the Local Government Units (LGUs) to pay for the
allowance/honorarium of the said SK officials, provided that, such payment is not mandatory
for the LGU, but only discretionary, subject to the usual accounting and auditing rules and
regulations.

In this connection, the Sangguniang Kabataan, composing of 19 SK Chairpersons, 133

SK Members, 19 SK Secretaries and 19 SK Treasurers, are requesting the Honorable City
Mayor to approve the monthly allowance/honorarium/financial assistance for the following
SK Officials, this City, viz;

 SK Members - 133
 SK Secretary - 19
 SK Treasurer - 19
