‘Smoking Guns’ regarding AIDS

In 2004 the ABC reporter Michael Cathcart recorded the following interview with Professor Frank
Fenner, the Australian virologist who certified that smallpox had been eradicated in 1980. Fenner,
who died in 2010 aged 96, was a friend and colleague of Sir Frank Macfarlane Burnet who recruited
him to work at the Walter and Eliza Hall Institute of the University of Melbourne after the Second
World War.

Fenner and Burnet had collaborated with the CSIRO (Commonwealth Scientific and Industrial
Research Organization) on the introduction of myxomatosis to kill rabbits in Australia. The myxoma
virus is native to north and central America but was introduced to control European rabbits in
Australia, France and Chile in the 1950s.

Fenner’s claim that he didn’t know anything about biological warfare at the time does not ring true.
Cathcart says now that Frank Fenner knows what the Americans were doing he’s amazed by their
ruthlessness. He also claims that Burnet changed his mind about using biological weapons against
Indonesian and Asian populations in his later life, but Burnet’s later publications indicate that he
remained obsessed by “overpopulation” in Asia.

Michael Cathcart interviewed the historian Philip Dorling for the story which was broadcast on ABC
television (on the Rewind series on Australian history). It was Dorling who uncovered Burnet’s plan
to attack the “teeming hordes of Asia” with biological and chemical weapons through a 2001 FOI
(Freedom of Information) request. His attempts to obtain Burnet’s memoranda to the Australian
military were initially blocked by the Department of Defence and the Department of Foreign Affairs.
The documents date back to 1947 and the beginning of the Cold War. This was also during the White
Australia Policy and Cathcart describes Burnet as a “White Supremacist”.

Cathcart studied Australian history at the Australian National University (ANU) in Canberra and at
the University of Melbourne, when he stayed at Ormond College, where Burnet was a famous figure.
Sir Gustav Nossal, who took over from Burnet as the boss of the Walter and Eliza Hall Institute and
was involved in the WHO (World Health Organization) smallpox eradication program, defended
Burnet and explained his anti-Asian views as being due to a “WASPish” view from his education and
background, and “that’s how most people thought back then”:

“Don’t forget Mac Burnet. Scottish stock, country origins, Geelong College, Ormond College. It’s a
very WASPish view”.

WASP is an acronym for “White Anglo-Saxon Protestant”. Nossal is himself a Catholic from a non-
practising Jewish family that migrated to Australia from Australia to escape the Nazis.

The ‘smoking guns’

1. Fenner’s admission that the Americans were interested in his and Burnet’s virology work to
adapt it to kill humans (in the 1950s).
2. Burnet’s plan to use offensive biological and chemical weapons against Indonesia (since Page | 20
1947).
3. The Burnet Institute’s International Health Unit (IHU) programs in Indonesia and the Asia-
Pacific Region (including Papua New Guinea).
4. The Pattern I and Pattern II epidemiology of AIDS and the similarity to previous targets of
“negative eugenics” programs.
5. Sir Charles Galton Darwin’s 1959 lecture at the California Institute of Technology (CALTECH)
urging his audience to work on a “tremendous solution, more brutal than warfare” to
counter the global population increase.
6. Concern in the West about increases in population of dark-skinned people in Africa, Asia, the
Pacific Islands and Brazil and the subsequent epidemiology of AIDS.
7. Donald MacArthur’s request to the US Senate in 1969 for funding to create a refractory
agent that caused collapse of the immune system.
8. Kissinger’s Memorandum 200 report of 1970 claiming increase in population in Africa, Asia
and South America (specifically Brazil) as being a “national security concerns” allowing
military funding and techniques to be used for population control (numbers).
9. The 1988 Scientific American publication on AIDS (including the list of advertisers).
10. The funding and collaborations of the Burnet Institute, and the history, contacts and
speeches of Professor John Mills.
