Tenders for ERP Solutions

ANGRAU intends to acquire ERP solutions for efficient administration.


Sealed Tenders are invited from Software Companies for developing the ERP Solutions
on Financial Management, Academic aspects and Human Resource Management. The details of
the solutions desired /expected are given in Annexure-1 and the terms and conditions in
Annexure-II.
All the tenders should be accompanied with a Non-Refundable tender fee of Rs 10,000/-
and Earnest Money Deposit (EMD) amount of Rs 25,000/-, which is refundable. These two
amounts should be separately drawn through crossed DD/Bankers Cheque in favour of “The
Comptroller, Acharya N.G. Ranga Agricultural University, Hyderabad”, payable at
Hyderabad.
The tenders should be submitted in a sealed cover, which is to be inscribed on the top
with “ERP Solutions For ANGRAU” and addressed to The Registrar, Acharya N.G. Ranga
Agricultural University, Admn. Office, Rajendranagar, Hyderabad-500 030.
The last date of receipt of tenders is 18-10-2010, on or before 04.00pm.
The tenders shall be opened by the Tender Committee in presence of bidders on 20-10-
2010 at 02.00pm in the Committee Hall-II, Admn. Office, ANGRAU, Rajendranagar,
Hyderabad.
(The University reserves right to award/reject the tenders without any reason.)

Annexure-I
Features of ERP Solutions for ANGRAU

ANGRAU has 13 Colleges, 43 Research Stations, 12 KVKs, 23 DATT Centers,


Electronic Wing, Extension Education Institute and Agricultural Research Institute spread all
over Andhra Pradesh. The general administration of these organizations is managed through the
Head Office of ANGRAU, Rajendranagar. The details about these Offices can be seen in
www.angrau.net.
ERP Solutions are required to cover the following modules:
1. Financial Management
i. Database of grants received from different funding agencies
ii. Budget allocation
iii. Allocation of funds to the activities as per the objectives of the project/scheme
iv. Database of expenditure on different heads of A/C of the above grants
v. Generation of reports- Monthly/Quarterly/Yearly on Income-Expenditure in Nutshell as
well as Balance Sheets
2. Human Resource Management
i. Database of employees
ii. Sanction of GPF Advance/Loan/With drawls and generation of proceedings
iii. Sanction of Surrender leave (leave encashment) and generation of proceedings
iv. Sanction of Medical leave/Earned leave and generation of proceedings
v. Medical Reimbursements
vi. Sanction of Travelling Allowance (TA) Bills
vii. Generation of proceedings of employees on attaining super annuation
viii. Periodical generation of employees’ reports – category wise /caste wise, etc.
ix. Periodical Generation of reports- Status of employees: Vacant and In Position Posts
3. Students Management
i. Database of students- UG and PG
ii. Fees management
iii. Flow of income- expenditure on students activities: Experiments/Guest
Lectures/Functions/ College Day, etc.
iv. Periodical generation of students’ reports – Degree /Semester/Sex/Caste, etc.
v. Placements- Database of placements
vi. Alumni Database
4. Hostel Management
i. Database of boarders- UG and PG
ii. Monthly generation of reports – Mess Bills, etc
iii. Generation of report on defaulters

Annexure-II
Terms and Conditions of the Tender
1. Every bidder has to pay Non-Refundable tender fee of Rs 10,000/- and deposit Earnest
Money Deposit (EMD) amount of Rs 25,000/-, which is refundable. These should be drawn
separately through Crossed DD/Bankers Cheque in favour of “The Comptroller, Acharya
N.G. Ranga Agricultural University, Hyderabad”, payable at Hyderabad.
2. ERP solutions are required through outsourcing
3. The bidder has to provide the entire necessary infrastructure- i.e., hardware/ software/
servers along with its maintenance.
4. The bidder has to customize their readily available software as per the requirements.
5. The rates to be quoted should be on per month/per student basis with due consideration of
costs involved in the infrastructure.
6. Income Tax and other Taxes, as applicable shall be deducted at source during the payment.
7. Service Taxes, etc. shall be borne by the bidder.
8. The bidder should provide certificates of registration for sales tax and service tax and
Income Tax, etc. issued by appropriate government for the required services with seal of the
bidder.
9. The bidder should be a firm that has been in operation for at least 5 years. This should be
supported by copy of certificate issued by office of the Registrar of Companies.
10. The bidder’s annual turnover for the last financial year should be at least 50 Cr.
11. The bidder should have successfully executed at least 5 projects in Colleges/Universities in
India every year in the last 3 years. This should be supported by copies of the agreement.
12. The bidder should have their own software development center.
13. The bidder must have an overall IT staff strength (i.e., staff performing duties of
IT/Software Design/Development/Implementation and /or Procurement, Install, Test,
Configuration of Hardware and Network equipments).
14. The selected bidder has to maintain backup database at the university.
15. The selected bidder has to give undertaking for maintaining the secrecy of the database i.e.,
it should not be published nor leaked /misused any where. Failing which, the bidder is liable
to be prosecuted.
16. On termination of the services, the bidder has to return the entire database to the university.
17. The bidder should be ISO9001:2000 certified organization or CMMi level 3 certification.
18. The attention of perspective bidders in drawn to (i) the fact that they will be required to
certify in their bids that all software is either covered by a valid license or was produced by
the bidder and (ii) that violations are considered fraud, which is, among other remedies,
punishable by potential black-listing from participation in University tenders.
19. Submission of Tender: Eligible bidders are to provide technical information about ERP
solutions being offered by the bidder in a sealed envelope which is titled as “Technical Bid”.
The other envelope should be titled as “Price Bid” which contain information about the
Pricing along with two DDs/Bankers Cheque for Tender Fee (Rs 10,000/-) and EMD
(Rs 25,000/-). These envelopes are to be enclosed in a single sealed cover which is inscribed
on the top with “ERP Solutions for ANGRAU” and addressed to The Registrar, Acharya
N.G. Ranga Agricultural University, Admn. Office, Rajendranagar, Hyderabad-500
030. which is to be delivered either in person or through Register Post so as to reach the
Office on or before 16.00 hrs. on 18-10-2010. Tenders satisfying the essential requirement
will only be considered further.
20. Bids will be opened in presence of the bidders’ representatives on 20-10-2010 at 14.00 hrs.
at the Committee Hall-II, Admn. Office, ANGRAU, Rajendranagar, Hyderabad.
21 Eligible bidders have to provide technical presentation to the technical staff of the
University.
22. The University does not pledge itself to accept the lowest or any tender and reserves to
itself, the right of accepting the tender, as the requirement of service and quality is
important.
23. The University reserves the right to accept or reject any or all the tenders either in part or
full without assigning any reason thereof.
24. The EMD amount of the selected bidder shall be refunded only after successful completion
of the assignment.
