What needs to be done

 Renewed licence shall be in Part 66 format.

IX Conditions:
DEPARTMENT OF CIVIL AVIATION MALAYSIA
1. This licence is not valid unless it bears the signature of the
holder.

2. Endorsement of any (sub) categories on the page(s) entitled


Part-66 (SUB)CATEGORIES only, and does not permit the
holder to issue a certificate of release to service for an aircraft.

3. This licence when endorsed with an aircraft type rating meets the
intent of ICAO Annex 1.

4. The privileges of the holder of this licence are prescribed by


DCA PART-66 DCAM Part-66 and the applicable requirements of DCAM
Airworthiness Notices.

5. This licence remains valid until the date specified on the


limitation page unless previously suspended or revoked.
AIRCRAFT MAINTENANCE LICENCE
6. This privileges of this licence may not be exercised unless in the
preceding two (2) year period the holder has had either six (6)
months of maintenance experience in accordance with the
privileges granted by the licence, or met the provision for the
appropriate privileges.

NOTE1 : Those who have done BDA Level 2 is exempted from taking Module 5 (for B 1.1),
but evidence has to be shown. Those who have done BDA Level 3 is exempted from
taking Module 5 (for B 2), but evidence has to be shown.

Why the need?

 Alignment to the global maintenance personnel licensing system.


 Persistent request by local industry for the change to Part 66
requirements.
 To cater for future transition to Part M and Part 145 requirements for
certifiers to be Part 66 holders.
 Introducing of new qualification for certifiers – Category A (Aircraft
Maintenance Technician Licence).
When to implement?

 January 2011
Starting of migration process for Part 66 and approval of Training
Organization under new Part 147.

 January 2016
Full implementation. Removal of limitations.
Implementation Process

Current BCAR licence holders


 Conversion to DCAM Part 66 licence with limitation shall be done upon renewal.
 Limitations shall be defined in ANxxxx..
 Full conversion for removal of limitations shall comply with the requirements of
ANxxxx.
 Removal of limitations examination will be conducted as of 1 July 2011.

Grant of new licence


 To cater for the industry’s transition to the new system, examination for grant
of licence shall remain in BCAR examination format until 30 June 2011.
 As of 1 July 2011, examination for grant of licence shall be conducted in DCAM
Part 66 modular syllabus.
Application for Grant of Part 66 Licence

Application through THREE sources:


1) Approved Maintenance Training Organisation (ATO)
2) Approved Maintenance Organisation (AMO)
3) Military personnel working directly on aircraft maintenance activities

Application through Approved Maintenance Training Organisation (ATO)


i.Evidence of competency in theoretical knowledge and the English language
ii.Evidence of competency in practical skills certified by a validator

DCAM Part 147

 Maintenance Training Organisations (ATO) shall be approved to conduct basic


training courses and/or type training courses in accordance with the
requirements of DCAM Part-147 and Part-66 syllabi.

 The basic training course shall consist of knowledge training, practical training,
knowledge examination and practical assessment.

 Type training as required by DCAM Part 66 must meet the requirements of


Appendix 3 of DCAM Part 66, appropriate to licence category.

EXAMINATIONS

How am I eligible for the Part 66 module exam?

-completion of Part 147 programme; or


-employment with maintenance organization; or
-employment with airlines/ operators performing maintenance activities; or
-employment with the military (2 years before retiring).

AMEL converting to 66, what are the modules to be examined?

Refer Part 66 syllabus (Appendix 1 of Part-66 AN).

As a degree holder, am I eligible for any exemptions for the module exams?

The exemptions are based on case-to-case basis. However candidates must be in


the employment of airlines/ operators or maintenance organization, and directly
involved in maintenance activities.

How long do I have to wait to re-sit for a failed module?

Generally 90 days. 30 days for Part 147 applicants with guidance from the Part 147.

How many re-sits am I allowed per module?

3 times per year.

How long does it take for me to complete the entire module exams?

6 months (min)

How many exams can I sit in one day?

2 modules (1 per session)


Note: If the examination is conducted at DCAM

How much does it cost per module exam?

- RM 100 for the first sitting of up to 2 modules


- RM 100 for each of the subsequent modules

When can I start taking module examinations?

- Part 66 Module examination will start on July 2011


- BCAR Section L examination will still be conducted until June 2011. The last
sitting will be on 30 June 2011.
- We want to give a grace/transition period for the currently AN85 Approved
Organizations to do the appropriate bridging to Part 66.

What will happen to my current application (before 01 Jan 2011)?

Current applicants will undergo current BCAR exams and on passing the exam, will
be issued a limited Part 66 license.

Will the oral examination be abolished? If so, what replaced it as to guarantee our
product standard is retained?

Yes, the oral examination as done by DCA will be abolished with the implementation
of DCAM Part-66. Nevertheless, the requirement for the grant of licence clearly state
that the applicant needs to satisfy the knowledge examination, practical
assessments and maintenance experience; of which will be the responsibility of the
approved training organization to ensure the requirements have been met, before
recommendations are made to DCAM.

What happen to the person who is waiting for oral examination if their oral date is
after 01 Jan 2011?

Oral will still be conducted for those who are already waiting for oral, and those who
have passed their BCAR examinations.
LICENCE ISSUANCE & APPICABILITY

What constitute an AML?

Full pass of all relevant modules, evidence of successful assessment conducted by


approved assessors and satisfactory documentary review by DCAM.

As per draft AN. Para 22 4.1.1.6 (A) 1. (ii), what is meant by “relevant training by DCA
as a skilled worker in technical trade”?

4.1.1.6 (A) 1. (ii) says : “two (2) years of practical maintenance experience on
operating aircraft and completion of training considered relevant by DCAM as a
skilled worker in a technical trade”.
Means the experience should include relevant skills such as sheet metal works,
electrical works, etc.

Re Appendix 4, would working on foreign aircraft be accepted as work schedule?

Yes, provided that the work schedule is appropriately validated.

Since there is no Cat C in the DCAM Part-66, what will be the requirements for CRS-
SMI? Are both B1 and B2 signatories required? What will be their experience
requirements?

Yes, both B1 and B2 signatories are required to certify for CRS-SMI. The experience
requirements are under the discretion on the maintenance organization, as reflected
in the company approval procedure.

How to convert AMEL Group rating?

Group ratings will be under DCA discretion. It will be dealt with on case-to-case basis.

What will happen to the existing Type Rating endorsement?

Type rating will be in accordance with the category and limitations of the category
as reflected in the licence.
Will DCA still issue Authorizations in the future?

- DCA may consider issuing DCA Authorizations to maintenance personnel


- Authorizations to be issued will be under DCA’s discretion

Why do Military Personnel need recommendation from ATO to apply for licence?

- for traceability and accountability purposes


- ATO issuing the recommendations will be responsible to verify the evidence of
practical skills and assessments of the applicant
CONVERSIONS

Partial avionic AMEL, “X” Electrical only, how to convert?

DCA will convert Cat “X” licences into Part-66 Cat B2, with limitations of Instruments,
Autopilot and Radio.

With engineer holding LWTR at the moment, what sort of conversion can he get on
part 66?
He will get the applicable* Part-66 licence with limitations.
*NOTE: Depends on the categories/ratings of his current BCAR licence.

What is the conversion process for those who hold EASA66 or HKAR 66 licence?

Conversion of foreign licences will still be according to AN7. DCA will not directly
adopt foreign EASA licences.
LIMITATIONS

What is my ‘grandfather’s rights’ for current BCAR holders?

On conversion from a BCAR Section L licence, basic licence categories and aircraft
type ratings held will be transferred to the Part-66 Aircraft Maintenance Licence.
Correctly issued aircraft approval from an Approved Maintenance Organisation can
be transferred to the replacement licence in the form of aircraft type ratings.
Limitations will be applied where appropriate to the basic licence and to aircraft
type or group ratings reflecting the scope of the previous basic licence held and the
aircraft type authorisations issued prior to conversion.

What if I am unable to remove my limitation within the stipulated timeframe?

Your Part-66 certification privileges will no longer be valid.

How do I remove my limitations?

Sit for applicable module examinations and submit the appropriate assessments

Why should it be a time limit to convert old AMEL before 2016, if engineer elect to
stays with limitations in their licence?

5 years is enough for removal of limitations/full conversion, as it also takes 5 years for
a novice to obtain a licence. The certification privileges of Part-66 licence with
limitations will be considered invalid come 2016. DCA will not exercise Part-66 with
limitations after Jan 2016.

Who can certify Compass Compensation & Adjustment?

Only those who have been endorsed with ‘Compass Compensation & Adjustment’
in their current licence. Others will have it as a limitation in their Part-66 licence.
FAQs ON PART 147

PART 147 APPROVAL

What would happen to my current AN85 Approval?

It would be converted into Part 147 approval with limitations. It will remain in force until
the organisation applies for a 147 approval.
Note: DCAM will hold separate meetings with current AN85 approval holders to discuss
next course of action regarding migration to Part-147.

How do I convert my current AN 85 approval to Part 147 Approval?

The organisation has to comply with the requirements of the Notice.

Those attended DCA approved but not 147 approved courses. Will it be recognized
after 1st Jan 2011?

DCA will accept DCA approved courses, and it will still be recognized after Jan 2011.
But, the DCA approved training organization are required to move into Part 147 in the
future.

Who is the 147 approved training agency in Malaysia?

Currently all them are AN85 Approved Organization. After the launch of Part-147, all of
the organizations are required to be Part-147 approved.
VALIDATOR & ASSESSOR

How do I qualify my practical assessors?

The assessor must have the relevant experience and qualification defined in the MTOE
and approved by DCAM.

What is the difference between validator and assessor?

A validator validates experience and skill acquisition of trainees whilst an assessor


assesses the competency of the trainees with respect to maintenance requirements.

Can I be a validator and assessor at the same time?

Yes, provided that you do not assess the task that you validated.
ASSESSMENT & EXAMINATION

What reference shall I use to conduct the practical assessment?

A document approved by DCAM.


NOTE: reference can be made to CAA CAP 741.

What is the ratio of knowledge to practical experience requirements to be conducted


at the ATO for the various categories of licences?

As defined in the Appendix 1 of the Notice. Generally is 40% (theory) - 60% (practical)
for Cat A and 50% (theory) - 50% (practical) for Cat B.

How do I ensure that the ATO’s trainee acquires adequate maintenance experience?
Trainees must be attached to an approved 145 organization for the OJT period.
NOTE: ATO to show evidence of contract with the said 145 organization.

When would my students be eligible to sit for module exams?

After completion of modules conducted by the ATO.

How would I reduce the re-examination waiting period from 90 days to 30 days?
By conducting a tutorial program for the trainees.
Can I be an instructor and examiner at the same time?
Yes, provided that you are not involved in the examination for the modules that you
taught.

Will DCA allow or recognize EASA other NAA to conduct examination in Malaysia? If so,
will they allow Malaysian licence holders to work in that country?

DCA have no jurisdiction if other NAA or EASA want to conduct examination in


Malaysia.
Decision to allow DCAM licence holders to work in a particular country depends on the
country’s authority.

LICENCE APPLICATION

How can my trainees obtain DCAM AML even though they are not employed by a
maintenance organization?
To qualify for DCAM licence, candidate must show evidence of the following:
- Knowledge examination certificate from ATO
- Skill acquisition evidence from ATO (logbook)
- Practical assessments conducted by ATO
- Recommendation for licence issuance from ATO
