TERMS OF REFERENCE OF STANDING COMMITTEES

PROFESSIONAL STANDARDS MANAGEMENT COMMITTEE (PSMC)

1. Assessing eligibility for admission to various grades of membership.
2. Studying and reporting on the admission, transfer, reinstatement and resignations of members
of various grades of membership
3. Assessing the standards of qualifications from other similar professional bodies and educational
institutions for the IESL corporate membership.
4. Conducting professional review assessments for the IESL corporate membership.
5. Appointing relevant panels to prepare the Professional Review B paper.
6. Preparing guidelines for registration of engineering organizations which qualify to train
engineers to become corporate members of IESL, and assessment of such organizations.

EDUCATION COMMITTEE (EC)

1. Preparing benchmarks to evaluate foreign engineering degrees for admission to various grades
of membership of IESL.
2. Preparing benchmarks to evaluate Sri Lankan private engineering university degrees for
admission to various grades of membership of IESL.
3. Preparing benchmarks to evaluate other engineering courses conducted in Sri Lanka. for
admission to various grades of membership of IESL.
4. Conducting qualifying examinations for evaluation of engineering knowledge and skills for
admission to various grades of membership of IESL.

FINANCE & PROCUREMENT COMMITTEE (F & P)

This committee is responsible to the council for the proper management of funds, procure the items as
per the Council approved budgets and managing the assets in an effective manner.
1. Ensuring proper financial management of the IESL including procurements and other expenses.

2. Monitoring and Evaluation of Business Plans and Budgets of Standing committees, Provincial
Chapters, Overseas Chapters, Sectional Committees and other committees coming under the
preview of the IESL

3. Monitoring and Evaluation of budgets, accounts and balance sheets of the IESL and its
subsidiaries on a monthly basis.

CONTINUING PROFESSIONAL DEVELOPMENT COMMITTEE (CPD)
1. Organizing workshops, Courses, Seminars and Lectures and any other activities of CPD at HQ as
well as provinces, and providing opportunities for members to fulfill the CPD requirements of
the relevant grades of membership.
2. Formulating a methodology to record the CPD attendance of Associate and Corporate Members
and International Professional Engineers, in order to present them for review purposes.
3. Coordinating the CPD matters with the Registration Board.
4. Formulating a methodology to recognize external CPD courses.
5. Arranging on-line CPD courses and Webinars.
6. Making arrangements to upload all conducted CPD activities to the Website.

PROFESSIONAL AFFAIRS COMMITTEE (PA)

1. Preparation of professional standards and updating the existing standards.
2. Identification of important areas such as Energy, Water, Waste and ICT and appointing
committees from relevant organizations in the industry, identify policy gaps and changes
required for sustainable development, and formulate policies where necessary, in order for the
IESL to present to the government.
3. Matters related to establishment and coordination with Foreign Chapters of IESL.
4. Maintaining relationships with engineering trade unions and interact to solve problems related
to professional affairs of engineers.
5. Negotiating with the government to look after the interests of engineers where necessary.
6. Monitoring the recruitments, promotions, salaries etc in the public and private sectors and take
appropriate action if transgressions are indicated.
7. Making proposals to the government annual budget.
8. Actively involve on engineering issues such as SATIS, CEPA, ICTAD etc.
9. Taking appropriate actions to strengthen the Engineering Education of the country, legal
structure of the IESL, implementation of Engineering Council Act etc.
10. Liaising with other professional bodies, statutory Boards, Councils etc. to ensure representation
of IESL in those organizations at decision making levels, and monitor participation and receive
feedback of IESL nominees.

LIBRARY AND PUBLICATION COMMITTEE (L & P)
1. Maintaining and improving the library.
2. Providing e-library facilities.
3. Liaising with Library Development Committee.
4. Liaising with the Editorial Board.

TECHNO COMMITTEE
1. Organizing all activities related to Techno Exhibition
2. Organizing Techno Awards ceremony
3. Organization of Judging panels for selecting Techno awardee.
