Annexure II: Scope of work

Tender No. 1070L19003 for Rate Contract for Electrical Testing Activities to OMPL

(A) Contractor’s scope of work


1. The testing activity shall include all primary injection testing activities as per SOR of
Work Order. Vendor shall submit individual line item rate in attached SOR format
(Annexure-III). Contract shall be valid for six months from the date of PO.
2. The cost for each line-item shall include the boarding, lodging, to and fro charges for
OMPL-site for the kit and manpower. Food is available at OMPL canteen on
chargeable basis. No separate amount shall be paid apart from item rate.
3. Each testing group shall consist of minimum one Engineer, one Technician, required
testing kit (primary injection testing kit) and required accessories for testing. (All
accessories, as mentioned in point 6, for primary injection are in contractor’s scope)
4. The Testing Engineer must have completed his/her graduation in Electrical
Engineering/ Electrical & Electronics Engineering with minimum experience of 2
years in the field of electrical testing of HT switchgear (minimum 33 kV). The resume
of the Testing Engineer shall be shared during bid submission.
5. The assisting technician must have completed his/her Diploma in Electrical/ Electrical
& Electronics (should have valid wireman license or supervisor license) along with
minimum experience of 2 years in field of electrical testing of HT switchgear
(minimum 33 kV). The resume of the testing technician shall be shared during bid
submission.
6. The accessories - connecting cable, lugs, clamp-meters, multi-meters or any other
accessory required for testing shall be in the scope of contractor.
7. All required PPE’s for carrying out the jobs shall be in the scope of the contractor.
The contractor shall ensure all PPEs are free from any damage and suitably rated for
use in electrical panels (rating from 415V to 33 kV) and, have valid certification for
use at site.
8. The standard procedure (including safety measures) for carrying out the testing for
each line-item shall be shared during the bid submission. Same shall be checked for
technical competency and suitability at site.
9. The testing group shall be deployed to site after intimation and confirmation through
mail/ telephone by Engineer In charge (EIC) - OMPL. Depending on the mail
intimation, the testing group shall be present at site on the date as specified in the
mail.
10. In case being called for shutdown activity, testing group shall be present at site for the
entire duration of the shutdown on the instructions of the concerned EIC. The
intimation mail for the shutdown activities and duration of shutdown shall be
communicated by the concerned EIC.
11. The testing activity shall be carried out in coordination with concerned EIC.
12. The valid calibration certificate of testing kits and other accessories shall be submitted
during the bid submission. Before starting the testing activities, vendor shall ensure
that the testing equipment are having valid calibration. The copy of valid calibration
certificates shall be submitted along with final testing reports.
13. The rating of the primary injection testing kit shall be rated suitably for the testing
required in the OMPL. The rating of the equipment to be tested is mentioned in
Annexure III.

14. Troubleshooting of the control circuit during the testing shall be in the scope of the
contractor. The Testing Engineer shall report to concerned EIC OMPL if any control
circuit issue is observed and shall work on control circuit only after clearance from
EIC OMPL. Any changes or modifications shall not be carried out by the contractor
without prior intimation to the concerned EIC OMPL. The required wiring diagram
shall be provided by OMPL.
15. The quantity against each line tem is indicative only. The quantity of each line
item in the SOR is non-guaranteed and subject to requirement. The requirement
can go up and down to any extent above or below than the estimated quantity
within the overall contract value.
16. The number of groups being deployed to the site shall be after the approval of the
concerned EIC-OMPL.
17. The make and model details of the testing kit, which shall be used during the testing
(along with the existing calibration reports) shall be submitted during bid submission.
18. The test report shall be prepared and submitted within 15 days after job completion in
the format approved by concerned EIC.
19. A job register is to be maintained by the contractor with In-time and Out-time at site
with job details being certified by EIC-OMPL at the end of every day. The register
shall contain the job details done during the day with the signature of the concerned
EIC OMPL.

(B) OMPL scope of work


1. The gate pass for OMPL shall be in the scope of OMPL. The contactor shall provide
the details carried of equipment and man-power to site to facilitate the easy procedure.
2. Shutdown and proper isolation of the equipment under testing shall be in scope of the
OMPL.
3. Necessary panel drawings and documents shall be made available to the testing group
by the OMPL.
