0 Introduction

During the previous Student Union Government (SUG) election, student

has to visit the polling booth before they can cast their vote because of the
Direct Recording Electronic system of voting in use.

In order to solve the problem of student covering the distance from their
hostels, classrooms etc. to the polling booth and wasting quality study time
on queue during student election the technology of Remote (e-Voting)
system comes into existence. Remote electronic voting system make the
casting and counting of votes more convenient and efficient, even making
the electoral procedures simple and reduces the mistake of ballot
examination.

On that effect, an Electronic (online) voting system with practical utility

was constructed using the methodology call iterative waterfall model;
literature review is used to clarify the existing problem and the changes
needed to be added to the news system. Furthermore, a design and
implementation of remote e-voting system was carried out.

The result of this project is aimed at eliminating time wasting and stress
which is associated with voting process and problems associated with
voting such as violent behaviour and harassments of student at the polling
booth

1.1 BACKGROUND OF THE STUDY

Student on campus has the dream to achieve good academic success and they
understand quite well that this will be possible on how they manage their time.
Majority of the student will find it difficult to give away some of their time to
visit the polling booth, waiting on queue to cast their vote during the Lagos
State University Student Election and majority of them will prefer not to
involve themselves in the election.
The paper proposed by Suwamaru (2014) mentioned “that the use of mobile
phones as cost effective and secure voting medium through the use of short
message service”. With the use of mobile phones at election it is glaring that the
use of ballot papers, ballot boxes etc. will be eliminated and not only that the
number of workers needed will dramatically reduce therefore increasing cost
effectiveness. It is also secure as it has been stated by him in the sense that
voters can now vote from his/her privacy. Mobile phone offers student
opportunity to vote from the privacy of their hostels without fear of being
harassed.

Student with disabilities will also find it difficult to go through the stress of
leaving their hostel to the polling booth. Report and experience of harassments
during the Tasued election.

1.2 STATEMENT OF THE PROBLEM

Many of the students are under pressure with their time and some of them find it
difficult to manage their time. They need their time to cover up for their
lectures, prepare for next class, test and examinations, due to this reason
majority of the student will see their participation in the TASUEDSU election as
not urgent and also not important.

The research problems are:

1. Student with some disability who would have loved to participate in the
TASUEDSU election will find it very difficult to cast their vote.

2. Student who were unable to visit the polling booth for some reasons will
decrease turn-up of voters during the election

1.3 AIMS AND OBJECTIVES OF THE STUDY

The aim and objectives are to:

 Increase student turn-up during the TASUEDSU election.

 Give student ability to vote anywhere and anytime within the range of
the election time.
 Eradicate queuing, violence on the TASUEDSU Election Day.
 Make voting easier for student.
 Enable student with some disabilities to participate in the election
process.
 Make voting fun and interesting.

1.4 SCOPE OF STUDY

1. Introduction to mobile voting using internet as a tool during the
TASUEDSU election.
2. The limitation of this research work is the absent of encryption and
description algorithm to safeguard the vote send through Internet from
intruders trying to manipulate the vote.
3. It is within TASUED.

1.5 SIGNIFICANCE OF THE STUDY

After the completion and implementation of this project work, TASUED students
will no longer need to leave their hostels, class, library, cafeteria, programs, and
other important places in order to cast their vote. All they have to do is to send
their vote through INTERNET technology from their phone.
Since most of the TASUED students find pleasures in using Internet to send their
vote for their favorite idols, Artist, singer etc. in TV programs like MTN project
fame, IDOL, XFACTOR, TALENT HUNT etc. This research work will give
room for LASU student to have fun and pleasure during the TASUEDSU
election.
With the implementation of this project work, student is totally saved from the
harassment commonly experienced at the polling sites.

1.6 DEFINITION OF TERMS

GSM- GLOBAL SYSTEM FOR MOBILE COMMUNICATION

SMS- SHORT MESSAGE SERVICE

UID- UNIQUE IDENTIFICATION

MN- MATRICULATION NUMBER

SIM – SUBSCRIBER IDENTITY MODULE

2.0 LITERATURE REVIEW

Democracy is a form of government in which the supreme power is rested in the
people and exercised directly by them or by their elected agents under a free
electoral system. Election on the other hand is a process in which voters will be
governed (Kohno et al. 2003)

“in democratic society, voting is used to collect and reflect peoples opinion and
making a trusted and accepted committee of representatives for successfully
running of the country” (Abhishek et al. 2010). Democracy is defined as a
political system ruled by the people either directly or through elected
representative. Commonness way to get an elected representative is through
election (the people deciding a representative through voting). Nigeria as a
country is a democratic nation hence this is the kind of government expected to
be practiced in TASUED. Tai Solarin University of Education Student Union
election should be democratic in nature since the institution is conceived by
Nigeria.

Yala (2014) mention that “election is important for functioning democracy”.

One of the best ways to have a good and functioning democracy is through
election provided that the result is accurate and reliable. It gives power to the
people to decide their representative.

3.0 PROPOSED METHODOLOGY

The model in use is called the iterative waterfall model while the proposed
system designed used is the Jacobson methodologies. Jacobson methodologies
(Object Oriented Software Engineering) OOSE cover the Entire life cycle and
stress trace ability between the different phases, both forward and backward. It
makes use of case diagrams; these diagrams are used to understanding system
requirement.
The Use case Description contains how and when the use case begins and ends,
the interaction between the use case and its actors, how and when the use case
will need data stored in the system or will store data in the system, exception to
the flow of events, how and when concepts of the problem domain are handled.
By using the use case model, we will find the External users, External users are
the users who interacts with system in order to exercise their voting task. Every
single use case should describe one main flow of events. An exceptional
additional flow of events could be added.
The following are the diagrams in Jacobson methodology:
 Use case Diagrams
 UML activity diagram
 UML use Case Diagram
 Sequence diagrams
 Business class diagrams

4.0EXPECTED RESULT

The voter will interact with the database through the online of his/her mobile
phone.

During the Election Day, registered student will receive a text message
containing a secret code from the database server.
The secret code will be required when the voter is sending his/her votes for
validation purpose. After the voters has sent his/her vote to the database server.
The database server will send a confirmation message to voter that their vote
has been received and counted or not eligible if the particular student has voted
before.

At the end of the Election Day the result of the election and the winner will be
sent to student through SMS or over the voting platform.

5.0 CONCLUSION

During the implementation of this system current system and electronic remote
e-voting system was compared and the results indicate that the remote e-voting
system has greater advantage.

The advantages are listed below:

1. Save student quality study time and Resources

2. Efficient and Cost Effective

3. Easy and convenient

4 No distance barrier during election time
