a Bipartisan Bill to Mandate an FCC Public Auction
Washington, D.C., October 29, 2019: The C-Band Alliance today suffered a major setback as the House Communications
Subcommittee on Communications reviewed the recently introduced "Clearing Broad Airwaves for New Development
(C-Band) Act," introduced last week by Representative Mike Doyle (D-Pa.). The bipartisan Bill, sponsored by Doyle,
Committee Chairman, Representatives Bill Johnson (R-Ohio), Greg Gianforte (R-Minn.), and Doris Matsui (D-Calif.),
mandates an FCC conducted a public auction for the 3.7 to 4.2 GHz spectrum vs. the private auction proposed by the C-Band
Alliance.
Doyle, who presided over the hearing, called the C-Band Alliance proposal "deeply disturbing." Major objections to the CBA
Proposal included doubts in the ability of CBA to free up spectrum any faster than a public auction, the Alliance's lack of
experience in conducting such an auction, lack of transparency inherent in the process, and the potential windfall of up to
$60 billion in proceeds to three foreign private companies, rather than the U.S. Treasury. Overwhelming, Committee
members supported Doyle's Bill, and called for the funds raised in an FCC auction be applied to provide high-speed
broadband to the many un-served rural areas in the United States. With momentum mounting for a conventional FCC
