Important Notes :
1) Vacuum Circuit Breakers & Switchgear Panels shall be of the same make.
The offer shall be rejected for different make of switch gear panel.
2) Offered switchgear panel shall be Type Tested (TTA) for rated capacity &
duties. Copy of the type test certificates of short circuit, heat run &
impulse tests shall be submitted along with the quotation. If type test
certificates for 3.3KV rating are not available then the bidder may submit
type test certificates of higher KV rated panel upto 12 KV. However the
offered panel shall confirm the submitted type test reports and suitable
for 3.3 kV application. If the firm is offering higher kV rated type tested
switchgear panel with 3.3 kV rated circuit breaker then type test reports
of the 3.3 kV circuit breaker is to be submitted. The offer shall be
considered if type test reports are submitted with the quotation. The
offer shall be rejected if proper type test certificate is not available along
with the quotation.
3) Offered Switchgear shall be in satisfactory operation for minimum 2
years in a continuously operated industrial scale plant. List of such
installations along with customers name & address and date of
installation shall be attached along with the offer.
4) The interested bidders must meet the following conditions.
A) The bidder must have experience of execution of similar works / H.T.
works i.e. supply, installation, testing and commissioning of H. T.
switchgear panels in industrial scale installations. However this
condition is not applicable for manufacturer of HT switchgears. List of
such installations / works carried out in last 03 years along with
customers name & address and details of work shall be attached
along with the offer.
B) The bidder must have sufficient resources such as qualified &
experienced graduate engineers, supervisors, skilled staff, tools,
machineries, testing equipments necessary for carrying out
installation, testing & commissioning work at site. List of such
resources available with bidder shall be submitted along with the
offer.
5) Bidders are advised to note the specific requirements of installation,
testing and commissioning at site before submission of quotations.

2 SWITCH BOARD DETAILS
2.1 General Natural cooled ,3.3 KV,1600 A, 40 KA (1 Sec) breaking
capacity ,metal clad horizontal isolation, horizontal

CBs including relays, meters, CTs, PTs and other
accessories as per Single line diagram, Technical
specifications & bill of materials.
2.2 Rating Panel board shall be consist of 2 incomers as 1600Amp
40 KA VCB, 1 Bus coupler as 1600 A 40 KA VCB, 11
outgoing feeders as 1600 A 40 KA VCB.
2.3 Bus bar The bus bar shall be made of high conductivity
electrolytic copper & be designed to carry 1600 Amp
current. Further the bus bars shall be insulated with
heat shrinkable sleeve and shrouds / self amalgating HT
Tape/shroud shall be provided over the joints.
2.4 Ground Bus A continuous Copper grounds bus having a minimum
Cross section of 300 Sq mm shall be provided for switch
gear bolted to frame work for support.
The ground bus shall be provided with facility of
connection with existing switch gear earth bus & other
end for connection to the purchaser’s grounding system.
2.5 Constructional Features Switch gear Shall be dust and vermin Proof
Construction. The Sheet Steel used in the fabrication of
the switchgear housing shall be cold rolled and leveled
and finished smooth in such a manner that the complete
structure shall be rigid, self supporting free from
vibration, twists and bends.
2.5.1 Compartmentalization of The switch gear panel shall have four compartments.
Switch board panel. 1) VCB Compartment.
2) Cable compartments.
3) Bus bar compartment
4) L.T Compartment.
2.5.2 Pressure Relief Device Pressure relief device shall be provided in

removal, replacement and positioning of the
breaker.

5 PREDISPATCH INSPECTION & TESTING
3.3 KV SWITCHGEAR PANEL.
The original equipment manufacturer shall carried out
at his works all routine & acceptance tests mentioned in
the relevant Indian Standard on each VCB, switchgear
assembly in the presence of purchaser’s The following
tests whether included in the manufacturer’s routine
tests or not shall be carried out on each breaker at
manufacturer’s works during inspection.
Complete switchgear assembly :‐
(i) Inter‐changeability of circuit breakers.
(ii) Mechanical operation of circuit breakers,
auxiliary switches, manual devices etc.
(iii) One minute power frequency withstand
insulation test.
(iv) Insulation tests, 2.5 KV for one minute, for all
control and instrument wiring
(v) CT circuit polarity tests and continuity test.
(vi) Breaker tripping through relay contacts
Vacuum Circuit Breakers
The operation of the breaker shall be tested under the
following conditions :
(a) Closing of breaker when the voltage at the
terminals of the closing device is within 85% to
110% of the rated auxiliary supply voltage.
(b) Tripping of breaker (not carrying load current)
when the auxiliary supply voltage is between 85%
to 110% of the rated value.
(The current in amperes and the voltage required
for the closing and tripping operations shall be
recorded)
(c) Manual closing and tripping of breaker
(d) Closing with the trip coil energized
(e) Tripping with the closing coil energized
(f) Latching and complete closing from a momentary
operation of the control switch
(g) Checking of anti‐pumping device.
(h) Milli volt drop test shall be made across the breaker
contacts and between terminals.
6. SITE WORKS
6.1 General The new VCB type 3.3KV Switchgear panel is being
procured to replace the existing old MOCB type 3.3KV
Switchgear Panel. Removal of old 3.3 KV Switchgear
panels & shifting of removed panels & scraps materials
to scrap yard. The approximate distance for shifting of
removed panels & scrap materials shall be
approximately 300 mtrs. The necessary material
handling equipments & manpower for this shall be
arranged by the bidder. The scope of Site works includes
following works.
1. Removal & Shifting of Old Panel Bus Section 1
2. Modification of existing foundation.
3. Installation of Bus section 1
4. Installation & Jointing / end terminations of
power cables.
5. Installation & Jointing / end terminations of
control cables.
6. Testing & commissioning of bus section 1

6.2 Specific Requirements of the work Installation, testing & commissioning work shall be

B) Deputation of OEM’s It shall be mandatory on the part of the bidder to

sufficient experience at site from the date of start of the
installation work till the date of handing over of
complete switchgear panel to the purchaser. It shall be
the responsibility of the OEM’s Engineer to ensure the
quality of Installation, testing & commissioning work so
as to achieve trouble free operation & maintenance of
new 3.3KV switchgear panel. In case of the absence of
the OEM’s Engineer at site, the execution of the work
shall be stopped. The OEM’S Engineer should be on
OEM’s pay role for minimum two years. Permission of
entry of bidder’s persons to AFFF BARC Tarapur site for
installation work shall be given subject to submission of
following documents.
a) Police Verification Certificates.
b) Person’s photo identity proof.
c) Three copies of recent photograph.
C) Total shutdown requirement Before taking up the site work the requirement of the
for integration of Bus 1 &2 total shut down of bus section 1&2 shall be worked out
Through Bus coupler by the firm and intimated to the BARC. It will be
necessary for the firm to keep minimum duration of the
total shutdown period by arranging sufficient
manpower, tools, machineries and testing facilities.
BARC shall Intimate date, time & duration of the total
shutdown period only after confirming the readiness of
the firm & considering plant requirements. It shall be
binding on the firm to complete the related work within
the given time.
6.3 D) Schedule Compliance 1) Bidder should submit schedule in the form of
bar chart for all the activities of the site works as
indicated in 6.1 for approval of BARC
2) Strict compliance of approved schedule is
required to be done by the bidder to avoid
penalty.
6.4 Removal of Old Panel Bus Section 1 Removal of the old MOCB type 3.3KV Switchgear Panel
Bus section 1 including bus coupler shall be done to
make space available for installation of new VCB type
3.3KV Switchgear panel bus section 1. This includes
removal all MOCB type switchgear cubicles,
disconnection of power & control cables at both the
ends & shifting of all removed switchgears & cables at
the suitable place.

6.5 Modification of existing foundation. Existing 3.3KV switchgear panel is installed on RCC cum
Trenches. This foundation is to be modified as per the
requirements of new switchgear panel. The supply of
materials & necessary tools, machines etc for this
purpose shall be in the scope of the bidder. BARC shall
not supply any material, tools, manpower for this work.
6.6 Installation of Bus section 1 Installation of switchgear cubicles of Bus section 1
including bus coupler shall be planned & executed.
6.8 Installation & Jointing / end Incoming & outgoing power and control cables of new
terminations of power and control switchgear panel shall be installed and terminated at
cables. both the ends i.e. new switchgear panel end and
respective equipment end.
1. Incomer VCBs For each incomer 6 runs of 3 cores 300sq.mm. 3.3 KV
2 Nos pvc cable .Total No. of end termination kits required are
2X 12 = 24 Nos.
2. Transformer feeders
5 Nos For each transformer feeder 2 runs of 3 cores
300sq.mm. 3.3 KV PVC cable .Total No. of end
termination kits required are 5X 4 = 20 Nos.
3. Motor feeders
3 Nos For each motor feeder 1runs of 3 core 300sq.mm. 3.3 KV
PVC cable. Total No. of end termination kits required are
3X 2 = 6 Nos.
6.9 Installation & Jointing / end After successful completion of installation work of bus
terminations of control cables. section 1 & remote operation their testing &
commissioning work shall be carried out.
It shall be kept energized & loaded for minimum one
week. Any fault/ failure taking place during this period
shall be attended / rectified by the bidder up to the
complete satisfaction of the BARC. Only after this BARC
shall offer existing second bus section for planning of
removal of old panels & installation of new panel
second bus section.
a) Testing & commissioning of bus Following Commissioning tests shall be carried out.

6.10 Installation Testing & commissioning Installation of switchgear cubicles of Bus section 2 shall
of Bus section 2 be planned & executed. Required Steps from Sr. No. 6.3
to 6.10 shall be repeated till complete satisfaction of
BARC.
FINISHING WORK After complete execution of work open area of trenches
shall be covered with M.S. Chaqer plates with suitable
supports and painted with two quotes of red oxide.
Fabrication work for this is in the scope of the bidder.
Damaged RCC floor shall be repaired in such a manner
that it look like the integral part of the existing floor.

Remote operation & data acquisition panel,

8 DRAWING APPROVAL After placing the order the bidder shall submit to In‐
Charge (ESS) for approval, four copies of drawings which
shall include but not limited to the following.
(a) Complete assembly drawings of the switchgear
showing plan, elevation and typical sectional
view.
(b) Foundation plan showing locations of channel
sills, foundation bolts and anchors, floor plans
and openings
(c) Complete wiring diagram including terminal
wiring designations.
(d) The schematic control diagram both AC and DC
for breaker control, interlocks, relays,
instruments and space heaters.
(e) Complete terminal block details, showing ferrule
numbers with wire destinations.
(f) Complete wiring diagram including terminal
wiring designation also shall be provided in the
panel at appropriate location to ease the
identification during maintenance.
(g) The overall scheme, GA, layout diagram of
Remote Operation & Data Acquisition shall be
prepared by the firm & submitted to BARC for
approval. After approval by BARC the fabrication
of the panel shall be taken up.
9 DOCUMENTS The following documents shall be submitted on delivery
of panels. (4 HARD copies & ONE Soft copies )
a) Operation and Maintenance manual for Breaker,
Panel, Relays and other components
b) As built drawings in A2 size
c) Test Reports.
d) Guarantee Certificates.
10 TRAINING Training for operation & maintenance of numerical
relays and switchgear panels shall be provided to 4
persons free of cost at the Original Equipment
Manufacturer’s work place / training centre for a period
Minimum 1 week or as advised by Original Equipment
Manufacturer.
