FOR CAPITAL INVESTMENT

1. INTRODUCTION AND SUMMARY

Brief outline of business case and summary of recommendation.

2. BACKGROUND

Outline of the original mandate for the project – explaining the impetus for the
project.

Statements of constraints within which the project must operate such as town
planning requirements, DH requirements, legislation etc.

Other background information.

3. STRATEGIC CONTEXT

Strategic context and drivers for the project as well as fit with the organisational
strategy.

4. OPTIONS APPRAISAL

4.1 Non financial options appraisal


• Outline of long list of options identified
• Basis of short listing of options if some are discounted from the long list
• Do nothing option must be identified
• Non financial appraisal of each option including at least:
o Impact on clinical services provision (both direct and associated
services)
o Impact on clinical support services
o Impact on non clinical services
o Impact on workforce and training
o Impact on estate and infrastructure (including IT)

4.2 Financial options appraisal


a. Financial appraisal of each option
b. Financial assessment of risk adjusted value for money of each
short listed option over the life of the project
c. Sensitivity analysis if required to look at different possible outcomes

Statement of any external approvals and support required and whether these
have been obtained, such as SHA approval, commissioner support.

9. BENEFITS EXPECTED

Outline of key expected benefits against current position.

Benefits can be ‘negative’ such as setting out what will happen if the project is
not done.

All benefits should be expressed in clearly measurable terms.

10. TIMESCALES

Outline of project timescales including all key milestones.

11. TOLERANCES AND CHANGE CONTROL

Outline of any tolerances on the cost/quality/benefits/timescales etc of the
