Did You Know???

...that JOHN AUGUSTUS is a shoemaker from Boston, Massachusetts and known as


the "FATHER OF PROBATION in the USA" and is recognized as the first true probation
officer. In 1841, he attended police court to bail out a "common drunkard", the first
probationer. The offender was ordered to appear in court three weeks later sentencing.
He returned to court court a sober man, accompanied by Augustus. To the
astonishment of all in attendance, his appearance and demeanor had drastically
changed. Augustus thus began an 18 year career as a volunteer probation officer. Not
all the offenders helped Augustus were alcohol abuser, nor were all prospective
probationers taken under his wing. Close attention was paid to evaluating whether or
not a candidate would likely prove to be successful subject of probation. The offender's
character; age; and the people, places, and things apt to influence him/her were all
considered

1. Active Euthanasia- a type of euthanasia that includes the intentional or deliberate
application of the means to shorten the life of a person. It may be done with or without
the consent or knowledge of the person.

2. Apparent Death or State of Suspended Animation- it is not really death but merely
a transient loss of consciousness or temporary cessation of the vital functions of the
body on account of disease, external stimulus, it may arise especially in hysteria,
uremia, catalepsy, and electric shock.

3. Ecchymosis- a form of hematoma only that the extent of extravasation of blood is


wider but thinner.

1. PERSONNEL SECURITY INVESTIGATION- it is a process of inquiry into the

determine the suitability to be given security clearance, for appointment or access to
classified matters.

2. PERIMETER BARRIER- a medium or structure, which defines the physical limits of


an installation or area to restrict or impede access thereto. It refers to any physical
barrier used to supplement the protection of an inside or outside perimeter.
3. PHYSICAL SECURITY- broadest branch of security which is concerned with the
physical measures adopted to prevent unauthorized access to equipment, facilities,
materials, and document, and to safeguard them against espionage, sabotage,
damage, and theft.

1. Police Handbooks- these handbooks are distributed to all personnel and contain
among thing, information about the benefits and services that the organization grants to
its officers, the organizations history, its organizational structure, its officers, and other
information useful to the officers in understanding their relationship with the
organization.

2. Police Manual- a policy manual covering all police personnel policies and
procedures, if made available to managers and supervisors, will be a great help in their
decision-making and employees relationship.

3. Policy- refers to a general plan of action that serves as a guide in the operation of
the organization. It makes up the basic framework of management decisions that set the
course what the organization should follow. It defines the authority and responsibility of
supervisors in their job of directing group efforts and implementing personnel programs.

1. DEFENSE OF PROPERTY- a kind of defense that must be coupled with an attack on


the person of the owner, or on one entrusted with the care of such property.

2. DEFENSE OF RELATIVES- a justifying circumstances when any person acts in


defense of the person or rights of his spouse, ascendants, descendants, or his relatives
by affinity in the same degrees, provided that the following requisites are present; (a)
unlawful aggression, (b) reasonable necessity of the means employed to prevent or
repel it, and (c) in case the provocation was given by the person attacked, that the one
making defense had no part therein.

3. DEFENSE OF STRANGERS- a justifying circumstance when any person acts in


defense of the person or rights of a stranger, provided that the following requisites are
present; (a) unlawful aggression, (b) reasonable necessity of the means employed to
prevent or repel it, and (c) that the person defending be not induced by revenge,
resentment, or other evil motive.

1. Treatment- a medical service rendered to a client for the effective management of his
total condition related to drug abuse. It deals with the physiological and psychological
complications arising from drug abuse.

2. Withdrawal Syndrome- the group of reactions or behavior that follows abrupt


cessation of the use of a drug upon which the body has become dependent. It may
include anxiety, insomia, perspiration, hot flashes, nausea, dehydration, tremor,
weakness, dizziness, convulsions, and psychotic behavior.

3. Copyright- the system of legal protection an author enjoys in the form of expression
of ideas. The holder of the copyright enjoys the right that is automatically conferred to
him from the moment of creation to reproduce, distribute, display, perform, and to
prepare derivative works based on the copyrighted work.

JULY 1, a VERY MUCH SIGNIFICANT DAY to remember by CRIMINOLOGISTS: JULY


1, 1972 or 46 yrs ago, R. A. 6506 was enacted and approved by the Philippine
Congress and CRIMINOLOGY is a PROFESSION and open to practice in the country.
This was FIRST conceptualized by discussions from the academic campus community
of CRIMINOLOGY EDUCATORS AND STUDENTS in the PHILIPPINE COLLEGE OF
CRIMINOLGY as CRADLE of CRIMINOLOGY EDUCATION in country and even in
ASIA. The crafting of this law was sponsored in the HOUSE OF REPSENTATIVES BY
FORMER CRIMINOLOGY PCCR DEAN AND BULACAN CONGRESSMAN, THE LATE
HON. TEODULO NATIVIDAD. UNFORTUNATELY, THIS LAW WAS NOT
IMMEDIATELY IMPLEMENTED DUE TO MARTIAL GOVERNMENT, AND only
IMPLEMENTED DURING CORY AQUINO ADM IN 1988. It's nice to remember and

Terminologies of the Day:)

1. Actus Me Invito Factus Non Est Meus Actus- "An act done by me against my will is
not my act" Usually, this is applicable to exempting circumstances particularly paragraph
5 and 6 of Art. 12 of the RPC. The offender is under the compulsion of an irresistible
force and uncontrollable fear.

2. Actus on Facit Reum, Nisi Mens Sit Rea- "The act cannot be criminal where the
mind is not criminal." This is only true to a felony committed intentionally or
characterized as dolo, but not those felonies resulting from negligence (culpa).

3. Actus Rea- It is a wrongful act.
