Convoying Developments
in Training and
Rehabilitation Scope

In light of the rapid developments and enormous


expansions witnessed by Dubai Airports nowadays
the General Department for Airports Security has
realized that it is facing increasing challenges and
great security responsibilities in order to coup with
this development and comply with its needs and
requirements so as to maintain airport security and
guard it against all forms of threat and acts of illegal
intervention or obstacles that might hinder the safety
and security of airport users. To achieve all these tar-
gets it was necessary to have ambitious training plans
and continuous rehabilitation for inspectors, security
personnel and partners in accordance with the latest
scientific knowledge and technology.

No doubt, this is the main objective for Dubai


Civil Avsec Center which has acquired tremendous
success and a high reputation over the past few years
whereas it has always been fully ready for emergency
training needs and managed efficiently to train large
numbers of the new staff and to refine the experience

of the existing staff so as to perform their tasks pro-
fessionally in accordance with basic civil aviation
courses recommended by ICAO. Moreover they have
been trained to operate security inspection equip-
ments in accordance with STI training program. All
these programmes have been accomplished in a short
period in preparation for the inauguration of termi-
nal 3. Dubai Avsec Center staff deserve praise and
appreciation for these efforts.

Today, as we are moving into a new phase i.e. the


inauguration of Cargo Terminal at Al Maktoum Airport
in Jebel Ali and Terminal 3, I assure you of the readi-
ness of the center to go ahead with its annual plans that
are prepared in accordance with the latest methodology
aiming to achieve the desired targets.

To conclude, we present this new plan hoping it


will contribute to upgrade the level and efficiency of
Dubai Airports staff. I sieze this opportunity to
express my gratitude to Dubai Civil Avesec Center
staff, for their esteemed efforts in preparing this plan
to upgrade training and development goals in accor-
dance with approved methodologies recognized
worldwide.

At the outset I would like to congratulate H.H.


Sheikh/ Mohammed Bin Rashid Al Maktoum _
Deputy Head of State, Prime Minister and Ruler of
Dubai and His Excellency Lt. / General Dhahi
Khalfan Tameem Commander in Chief, Dubai Police
and all Dubai Police Staff on the occasion of the
award of international accredation by the
International Civil Aviation Organization (ICAO) to
Dubai Avsec Center.

Now, on the sixth anniversary of Dubai Avsec


Center we recollect, the past six years, that were a
mixture of distinction, creativity, innovation and bril-
liance whereas a lot of our set-up targets have been
achieved.

Today as we introduce our 2009 plan, it gives us


great pleasure to shed light on its contents that com-
prise unique training programs in the field of avia-
tion and airports security recommended by the ICAO

in addition to inspection equipment training pro-
grams set by Security Training International (STI)
Co. together with other related programmes.

In view of the fact that security training represents


the main pillar for development, stability and progress we
have been keen that our instructors be well-equipped with
the highest qualifications and expertise. Special consider-
ation is also paid to make our training programmes sup-
port our mission in handling global security.

Finally, we must admit here that were it not for the


support and directives of the Commander in Chief and
the continuous follow-up by the Director Gen. Dept for
Airport Security the success that we have acquired
would not have been possible. We should not forget our
partners who have always been besides us hand in hand
during the march to our goals.

We remind you that we are ready to conduct


any of the specialized courses in the science of avia-
tion and airports security whether in Arabic or
English on agreement basis.

Introduction :
The DASC is the first of its kind in the country and second in the
Middle East specialized in training the civil aviation security sector due
to its unique nature of training, lack of certified instructors as well as
diversification of scientific and practical material.
DASC also makes all the subsidiary operations for the training
system comprising development of capabilities, technical and behavior-
al skills of personnel dedicated to airport security. The training process
includes planning and execution of programs, organizational develop-
ment as well as evaluation of training and development. The Center
makes all this alone or in collaboration with other government bodies
or private centers or World Group working in same specialization.

The DASC Establishment :


After the events of September 11th the world became alert to a
serious issue, namely the airports security and the gaps surrounding it.
After a thorough examination of the reasons for this decline it appeared
that the defect has several aspects, including major and minor adminis-
trations from planning to evaluation of the plans set for training and
development which should have been given priority to achieve its goals
and not ignored to avoid negative disappointing results.
Thus, the Gen. Dept. for Airports Security realized that it is nec-
essary to develop a clear policy for training to activate the role of train-
ing and development .Hence appeared the idea of establishing a spe-
cialized center for training the civil aviation security programs based
on the standards adopted by the International Organization of Civil
Aviation (ICAO) .The complete perception of the center was set includ-
ing all the needs including human resources, office and other essential
requirements which have been presented to His Excellency the
Commander-in-Chief of Dubai Police who expressed his happiness and
full support to the idea and with the blessing of His Highness Sheikh /

Ahmed Bin Saeed Al Maktoum, Chairman of the Department of Civil
Aviation instructions were given to create a major venue for the
DASC.

The Importance of the Center :


DASC acquired a great importance in responding to internal and
external environmental changes since there is no internal specialized body
in this type of courses and programs and even if there were some govern-
ment and private institutions that conduct the same courses of aviation
security they are not recognized internationally while our instructors are
certified to conduct these sessions held for security cadres.

Vision and Message :


The strategy of each organization arises from its strategic objec-
tives inspired from its message in the society surrounding it .Thus our
message is : “high quality security training and development to qualify
security cadres to manage and protect airport facilities against any ille-
gal interference in accordance with international conventions.
Our vision is : we endeavour to present the highest standard pos-
sible of quality security services in the field of training and security
consultation efficiently and effectively according to well-coordinated
and studied plans appropriate to the needs and requirements of the
rapid developments in U.A.E. airports and Middle East Countries.

Aviation Security Management Course (1,2)

Objectives
Upon Completion of the course, the trainees will be able to:
a) explain the origin and purpose of ICAO aviation security related legal instruments,
Annex 17 and the Security Manual (ICAO Doc 8973);
b) apply basic concepts of management to aviation security and explain the specialist
role of the aviation security manager;
c) plan, develop and organize the human and material resources necessary for the
effective operation of an aviation security unit;
d) plan and administer the financial budget for a security unit;
e) advise on the development of aviation security programmes and Standard Operating
Procedures (SOPs);
f) monitor and enforce the implementation of aviation security programmes and
SOPs;
g) verify that security personnel are able to implement aviation security preventive measures;
h) advise on the development of airport emergency plans and manage the security
response action necessary in security emergencies involving aircraft, terminal

Participants The target population will be existing personnel at the super-


visory level with the potential for promotion to the manage-
rial level, and existing personnel at that level employed by the
authority or organization primarily responsible for the application of avia-
tion security preventive measures at airports.

Security Management Course which comprises the following programmers :
Aviation Security Administration, Management of Human Resources, Recruitment, Selection,
Training and Certification, Operational Procedures, Questionnaire, Inspestion,Verification of

ASTP 123/Aviation Security Supervisors Course (1.2.3)

Objectives

The course has been designed to enable selected security supervisory


personnel to:
a) supervise implementation of relevant aspects of airport security pro-
grammes;
b) monitor inspection, screening, searching of passengers and baggage in
accordance with prescribed standards;
c) organize initial response actions in security emergencies;
d) apply principles and practices of leadership, motivation and communi-
cation skills;
e) monitor implementation of standard operating procedures;
f) allocate and assign security personnel to duties;
g) assess security personnel job performances and supervise on-the-job training;
h) ensure preparation, recording and submission of incident reports; devel-
op and maintain liaison with other aviation security-related agencies,
organizations and entities

Participants The target population will be existing personnel at the basic


level with the potential for promotion to the supervisory
level, and existing personnel at that level employed by the
authority or organization primarily responsible for the application of avia-
tion security preventive measures at airports and from such other aviation
related agencies engaged in support activities.

ASTP 123/Basic Training
for Cargo and Mail Security Course (1.2)
Objectives

Upon completion of the course, the trainees will be able to:


- appreciate the origin and purpose of security measures and pro-
cedures necessary for protection of cargo, courier/express par-
cels, mail and operators supplies.
- understand the nature of the threat posed to aircraft by explosives
and other dangerous substances.
- apply appropriate security controls to cargo consignments;
- inspect, screen or search consignments in accordance with pre-
scribed security principles.
- ensure that all cargo space, vehicles, containers and equipment
are subject to security control.
- apply proper response action to an airline security emergency
related to suspect cargo.

Participants This training is to be given in whole or in part to persons


engaged in accepting, documenting and handling of cargo,
courier/express parcels, mail and operators supplies, so that
these persons can apply appropriate security preventive measures in accor-
dance with approved aviation security programmes .

Objectives

The course has been designed to enable selected security personnel


to:
1) work in and move about an airport safely;
2) communicate and cooperate with other airport agencies;
3) control the movement of people and vehicles;
4) guard and patrol airport vulnerable areas, facilities and air-
craft;
5) recognize weapons and explosive/incendiary devices;
6) inspect/screen/search passengers and baggage;
7) respond to airport emergency situations; and

Participants The target population will be new entrants and existing per-
sonnel at the basic level employed by the authority or orga-
nization primarily responsible for the application of aviation
security preventive measures at airports and from such other aviation
related agencies engaged in support activities.

Crisis Management Course

Objectives

Describing the need to have a crisis management plan to respond to poten-


tial security emergencies at airports.
Describing the essential components of a crisis management plan;
Identifying the formation and duties of a crisis management team work;
Describing the main facilities and utilities that are necessary to respond to crisis.
Describing means of testing of the plan to identify effectiveness.

Participants All ranks and levels of security personnel working in


the field of inspection, customs, airlines, department>s
staff and other establishments working in the same field.
All participants shall be granted approved certificates from
AVSEC Center.
