The Law that governs registration of motor vehicles in the Philippines is R.A. 4136, otherwise
known as "Land Transportation and Traffic Code"

License and Permit Issuance


The LTO is in charge of the issuance, renewal, and regulation of driver's licenses.

One of the main functions of the LTO is to strictly implement and enforce the laws regarding land
transportation. Necessary requirements and procedures are to be followed in settlements of
admitted cases and contested cases of motor vehicles, plates, and driver's licenses. The LTO also
follows a strict procedure in settlements of impounded violations. It also allows private and for
hire motor vehicles to apply for duplicate plates.
Furthermore, the LTO is in charge of ensuring that public land transportation services abide by the
fares set by the LTFRB. It has sanctions for the overcharging and undercharging of fares, and for
non-issuance of fare tickets
The Civil Aeronautics Board (CAB) is the agency of the government mandated to regulate the
economic aspect of air transportation, and shall have the general supervision, control and
jurisdiction over air carriers, general sales agents, cargo sales agents, and air freight forwarders as
well as their property, property rights, equipment, facilities, and franchise (R.A. No. 776, as
amended by P.D. 1462).
Civil Aeronautics Board
CAB is an attached agency of the Department of Transportation and Communications (DOTC). In

The CAAP is responsible for implementing policies on civil aviation in order to ensure safe,

The Philippines' Maritime Industry Authority, abbreviated as MARINA, is an agency of

The regulatory function of the MARINA was increased with issuance of EO No. 1011 which
abolished the Board of Transportation and transferred the quasi-judicial functions pertaining to
water transportation to the MARINA.
On January 30, 1987, EO No. 125 (amended by EO 125-A) was issued reorganizing the Department
Maritime Industry Authority
of Transportation and Communications. The powers and functions of the department and the
(MARINA)
agencies under its umbrella were defined which further increased the responsibility of the MARINA
to the industry.
MARINA has jurisdiction over the development, promotion and regulation of all enterprises
engaged in the business of designing, constructing, manufacturing, acquiring, operating, supplying,
repairing, and/or maintaining vessels, or component parts thereof, of managing and/or operating
shipping lines, shipyards, drydocks, marinerailways, marine repairships, shipping and freight
forwarding agencies and similar enterprises.
The Philippine Coast Guard is the country’s vanguard against the entry of unsafe foreign vessels into
the country through its Port State Control.
Pursuant to RA 9993, the Philippine Coast Guard is mandated to enforce regulations in accordance
with all relevant maritime international conventions, treaties or instruments of which the government

MARITIME SAFETY or MARSAF function is designed to help prevent or minimize unnecessary
loss of lives and properties at sea.
The seaworthiness of every vessel leaving the port is ensured through the intensified Mandatory Pre-
departure Inspection which include the compliance of vessels to safety standards and prevention of
Philippine Coast Guard vessels from sailing for failure to comply with the standards; conduct of random Emergency
Readiness Evaluation and Operational Readiness Evaluation in the ports; conduct of regular vessel
safety inspections, and publication of Notice to Mariners (NOTAM), and the implementation and
enforcement of navigational rules and designation of sea lanes, among others.
Further, the PCG is also responsible in issuing permits and supervises all marine salvage operations.
It is mandated to destroy or tow floating hazards to navigation such as, but not limited to illegal fish
traps and vessels.
Moreover, navigational safety is ensured by operating and/or maintaining and servicing 565
lighthouses and more than 44 navigational buoys around the country which guide and ensures safe
voyage to mariners.

Philippine Ports Authority The PPA is the primary government agency concerned with the planning and development of the
(PPA) country's seaports. Established in 1974, the PPA's charter was amended by Executive Order 857,
which expanded its functions to include the integration and coordination of ports nationwide.
