1 Overview
PAC-E500, Voltage & Frequency Relay is a microprocessor-based numerical protection relay
designed for the management and protection of a distribution feeder. PAC-E500 has the
protection elements of Phase Overvoltage, Phase Undervoltage, Ground Overvoltage, Negative
Phase Sequence Overvoltage, Under/Over Frequency and Rate of Change of Frequency. It
support 1 phase overvoltage, 1 phase undervoltage and 2 ground overvoltage characteristic
curves. Also it provides the measurements of line to line voltage, phase to ground voltage, phase
sequence voltage, phase A voltage frequency and CB Trip Counter, and control functions for a
circuit breaker.
Programmable Logic of PAC-E500 is designed for the replacement of external wiring for the
sequence logic and it has 4 configurable logic components. The configurations of contact
inputs/outputs are very easy with Programmable Logic. Programmable Logic is specially
designed software for easy maintenance and operation of PAC-E500.

2 Operational Description
2.1 Front Panel
The front-face display panel of PAC-E500 is composed of a graphic LCD 16 char 2 lines, 13
LED’s, 11 keypad buttons, and a RS232C communication port. Cover put on front panel play
part that keep away invasion of dust and unnecessary button operation. Password protection
prevents the unexpected mal-operation of keypad for control. The protection functions are
executed in the background even during the manipulations of keypad. The alternative way to
communicate with PAC-E500 for settings modification and fault/event data upload is to use the
engineering tools through RS232C port in the front-face.

LCD display of PAC-E500 mainly consists of Top Display and Menu Tree Display.
And Menu Tree Display is entered through MENU keypad button. Two display modes are
alternated by MENU and Left keypad buttons. In the Menu Tree Display, 4 arrow keys
determine the tree node and value change, and ENT key sets the determined values. All the
menu items and set values take the rollover schemes using Up/Down keys.

PROTECTION menu is composed of protection elements, OV1 (59_1), OV2 (59_2), UV1
(27_1), UV2 (27_2), OVG1(59G_1), NSOV(47), FREQ1(81_1)~FREQ4(81_4), dFdT1(81R_1),
and dFdT2(81R_2). These menu is used for setting each of protection elements.
COMMAND menu is composed of CONT OUT TEST, EVENT CLEAR, WAVE CLEAR,
TRIP CNT EDIT and PANEL TEST sub menus. This menu is used to test output contacts, clear
recorded event & waveform, edit CB trip counter and test LCD/LEDs of front-face display
panel.

2.4 DISPLAY
DISPLAY menu has STATUS, MEASURE, RECORD and SYS INFO sub menus.
2.4.1 STATUS
On the DISPLAY/STATUS, there are several status information such as digital input, contact
output, self-diagnosis, protection component. The status information that do not appear on
window can be viewed using up( ), down( ) key. For protection component status
information, the status of each component don’t display until it’s function set to ‘ENABLED’.
CONTACT INPUT
On the DISPLAY/STATUS/CONTACT INPUT, there are 4 digital input status information.
The digital inputs that function set not to ‘NOT_CONNECT’ can be displayed according to it’s

input circuit. If the digital input circuit is biased, the status display’ON’ meaning Logic ‘1’. In
case it’s function set to ‘‘NOT_CONNECT’, the status display ‘OFF’ regardless of whether the
input circuit is biased or not.
CONTACT OUTPUT
On the DISPLAY/STATUS/CONTACT OUTPUT, there are 4 contact output status information.
If the contact output is energized, the status display ’ENERGIZED’. In case it’s function set to
‘DISABLED’, the status display ‘DEENERGIZED’.
SELF_DIAGNOSIS
On the DISPLAY/STATUS/SELF DIAGNOSIS, there are self-diagnosis status information in
details. If self-diagnosis is OK, then diaply ‘OK’ and if abnormal, display ‘FAIL’ on LCD and
‘ERROR’ LED of the front panel turn on. If at least one of the protection components is
operated, the ‘ERROR’ LED of front panel turn on and shall be latched until reset is issued by
keypad or through communication. The items of self-diagnosis are below.

PROTECTION
On the DISPLAY/STATUS/PROTECTION, there are protection components status in details.
The protection component that function set to ‘ENABLED’ can be displayed according to it’s
pickup/operated status. For 3 phase protection components, the each phase status are displayed,
for example ‘A’, ‘B’, ‘C’. But for single phase protection components, the status are displayed
only ‘OP’. If all of the protection elements set to ‘DISABLED’, ‘NO PROTECTION
ENABLED’ message are displayed.
If at least one of the protection components is operated, the ‘TRIP’ LED of front panel turn on
and shall be latched until reset is issued by keypad or through communication.
2.4.2 METERING
The DISPLAY/METERING window displays measurement and metering data of electric values.
PAC-E500 has 4 voltage inputs, and measures line to line voltage & phase to neutral voltage,
zero/negative/positive phase sequence voltage, and A phase voltage frequency.
The measured angle reference is A phase voltage.The default phase rotation is‘ACB’

2.4.3 RECORD
The DISPLAY /RECORD window display the occurred event list, the saved waveform
information.

DISPLAY/RECORD/EVENT display up to 128 event records that stored in non-volitile
memory of PAC-E500. The each event is recorded with occurred time of 1msec resolution. If
the event memory are full, the latest occurred event replace the oldest one. During the control
power turn off, the recorded data are maintained. For the event of protection components, the
event data include fault information (such as frequency, voltage RMS) when the event occurred.
Because the all event data are displayed with text format in LCD, the user can read them easily.
Also the user can download event to PC and analyse them through E3RSet.
The recoded data can be uploaded to PC through E3RSet™ and available for fault analysis and
protection relay feedback test.
DISPLAY/SYS INFO window display the version information of MPU and DSP.

2.5 COMMAND
This menu have several command as follows, power energy clear, event data clear, waveform
record clear, , contact output test, front panel test.

Panel test
(1) Press right( ) key after find ‘PANEL TEST’ item in COMMAND menu.
(2) In case requesting the password in the last line of LCD window, enter the setting password
correctly by pressing up( ), down( ),left( ) or right( ) key and press ENTER key.
(3) Press right( ) key, then the ‘TEST’ message appear/disappear in LCD and all LEDs are
turned on/off every 1 sec. It’s repeated 3 times and automatically returned to COMMAND
menu window.

3 Function
3.1 General
SETTING is the menu that display or change setting value in PAC-E500. The setting value can
be displayed without confirming the password but the changing need to confirm password.
3.2 SYSTEM
There are several system setting items such as password, power system, RTC, waveform
recording, circuit breaker, communication, monitoring component and demand.
3.2.1 PASSWORD
The password is used for control CB or changing setting valus. The password has 4 digit
numeric which the range are ‘0’ to ‘9’.The factory settings of both passwords are‘0000’.
If forget it after change password, setting value is not changed or control by key
handling.

Rated frequency
Rated frequency should set to the same value as power system frequency because it is important
component that is used in metering of PAC-E500 and protection arithmetic. If power system
frequency differs from setting frequency, the measured values swing seriously and cause error
in operaing characteristic of protection component. After the rated frequency setting is changed,
the control power of PAC-E500 should be OFF to ON in order to apply the changed value.
Phase rotation
Phase rotation setting is used to match the system phase sequence. Note this setting is used to
inform the relay of the actual system phase sequence, either ABC of ACB. PT and CT inputs
on the relay, which is labeled as A, B, C must be connected to system phases A, B, C for correct
operation. The default setting is ABC phase rotation.

PT connection
PT connection setting is important component that is used in metering and protection of PAC-
E500. If the PT connection setting differs from the external PT connection, the measured value
of voltage are error and the protection component related to voltage cause mal-operation.
PT Ratio
PAC-E500 has 4 voltage inputs. The phase voltage or line to line voltage are calculated as
below

3.4.1 Record
Event/Fault record
PAC-E500 can record maximum 128 event/fault records. All records include the occurred time
of 1 msec resolution. The recorded event items are control power on/off, protection operation
status, digital input/output status, CB control, setting change, monitoring/diagnostic status,
event data clear, waveform data clear, energy data clear, thermal data clear, circuit CB counter
editing etc.
In case the event are the protection status, the record include the below fault informations.
Frequency of A phase voltage
Voltage A, B, C, N phase secondary magnitude
The records can be viewed through front LCD and uploaded to PC by E3RSet™ through
communication at local or remote side. The records are maintained in PAC-E500 even if PAC-
E500 lost its control power.
Waveform record
PAC-E500 has fault oscillograph function up to 20 waveforms with 16 sampling rate in non-
volatile memory. Waveform has maximum 0.24 second recording time(50Hz, 10 data block).
And it includes current, voltage, I/O contacts, protection status sample data.

The waveform list can be viewed through front LCD and uploaded to PC by E3RSet™ through
communication at local or remote side. The records are maintained in PAC-E500 even if PAC-
E500 lost its control power. The waveform is COMTRADE file format so that it can be used for
fault simulation and analysis.

3.4.3 Monitoring
3.4.3.1 PT FUSE FAILURE
When at least one phase voltage of 3 phases is lost by PT fuse failure, undervoltage protection
may be operated abnormally. PAC-E500 detectect PT fuse failure by positive phase sequence
voltage(V1) and negative phase sequence voltage(V2).
1 pole PT fuse failure : V2 increse 0% to 33%, V1 dropped from 100% to 66%
2 pole PT fuse failure :, V2 increse 0% to 33%, V1 dropped from 100% to 33%
If overvoltage of V2 and undervoltage of V1 are anded logically, then 1 or 2 pole PT fuse failure
can be detected.
During ‘PT connection’ is set to ‘DELTA’, the function is blocked automatically.

3.4.5 Communication
SETTING/SYSTEM/COM supports 1 RS-485 communication ports which is located at rear
side. COM port support ModbusRTU and DNP3.0/IEC60870-5-103 communication protocol.
In case COM protocol setting is set to DNP3.0, additional DNP3.0 settings are needed.
In case COM protocol setting is changed, the control power should be turned Off
and On. If not, the protocol shall not be changed.

Because the RTC power is backup by battery, the RTC can keep the date and time for 10 years
after the relay lost it’s control power.

The installation file is E3RSet v1_3_5.exe (for the latest stable version). Run this file to install
E3RSet and EvalTool software to your computer. Wait for the process until the picture below
Select folder to install or leave it to its default. Click Next button to continue
Choose the name of Start menu group or leave it to default name. Click Next button to continue.
Wait for the process until the following windows come out
Click on Finish button to end installation and run the software from Start menu.

Setting software menu is composed of port setting, file input/output and setting of relay, and
each menu is described below.
Click on Start E3RSet to run the setting tools. First window would be as picture below :

This setting tools does exactly the same with LCD works explained on chapter 3. Therefore
please refer to chapter 3 for details, terms and code.
It can use to select 1 of 15 ports and another COMport when it can’t use COMport due to other
equipment. Address is fixed 1 when communicate through RS232C port. It must be set Address
as COM Address of PAC-E500 when communicate through RS485 port.

The E3RSet setting tool is used by 3 PNC protection relay, which automatically selected once it
connected to the protection relays. To connect press “Connect”( ) button, show window as
below figure and select to control relay model. If there is not connected between PAC-E500 and
PC, windows of ‘Communication Error’ appear and front panel doesn’t display any indication
even if press “Connect” ( ) button.
In order to see what setting applied to a relay, user must click on Relay PC button. When the
setting downloaded there will be a confirm dialog as describe below

This configuration is related to general system setting of PAC-E500. Setting items are Power
System, Circuit Breaker Control, Password, COM, and DNP communication. Each item’s
function is the same as that of LCD menu on front panel.

Waveform Record
Type : Choose type of sampling

Trigger Position : Set the waveform position (see ch. 3.4)

This part is for setting up SCADA communication. Please refer to ch. 3.4.5 for detail
This setting is a main settings modification of PAC-E500 and is related to the setting items of
protection elements. In the sub-frames, it is separated into each protection components. The
selected TC curve represents each inverse time element and reflects the change of time dial
multiplier.
Click on each tab and fill the value required to set up the protection

This setting is set up contact input/output of PAC-E500. Setting items are 4 Contact Input and 4
Contact Output..

This setting is each of Programmable LED respectively. Refer to LCD setting menu for more
detailed explanation.
Once the configuration finish, user must upload it to the relay in order to make it functional.
Click on PC --> Relay button to upload configuration. If it successfull then a dialog will pop up.

If there are a lot of PAC E500 relays with same or slightly different configuration, it would not
be practical if one has to set them all one by one from scratch. Therefore E3RSet has facility to
save a relay configuration on PC so that a user can upload it to another relay (and modify it only
on certain parameter).
To save a configuration, click on button or use File --> Save menu. Then a save dialog
will pop up as shown below. The configuration file extension is .ppj
To load a configuation, click on button or use File --> Open menu. Then an open dialog
will pop up as shown below.

After E3RSet connected with PAC E500 relay, click on button to go to event page as
follow.
Click on Relay --> PC button or Communication --> Read menu. E3RSet will download and
show the events. When downloading finished there will be a pop up window
After click on the OK button, events will be written on the page complete with its date and time.

Please note that there is a + sign on Prot events. When user click on it, the events will expand to
show voltage and frequency value. If needed, user can erase the whole events by clicking on
Event Data Clear button.

as follow.
Click on Relay --> PC button or Communication --> Read menu. E3RSet will download and
show the waveform list.

When Save button clicked, the waveform will be saved and user will be directed to EvalTool

8.3 Measuring
8.3.1 Fundamental measuring
EvalTool have the fundamental frequency amplitude and angle measuring function at right-side
window. The reference angle is the first analog channel. And the measured samples are one
cycle before yellow vertical cursor. By moving the yellow cursor, the faulted value can be
displayed.

EvalTool has harmonic component analyzing function. The harmonic components of each
channel are measured by followed formula.

EvalTool support delta time measuring function. The T1 is yellow cursor time and T2 is green
cursor one ‘delta T’ equals the delta time between T1 and T2.
The yellow and green cursor can be viewed by clicking the left and right button of mouse.
