CHAPTER-1: BACKGROUND
1.1. Introduction
Public Works (Roads) Directorate (PWRD), Govt. of West Bengal, has built several
Bridges, Grade Separators and ROBs in the State of West Bengal. Some of these structures
are more than 50 years old and have almost lived their design capacity. With the increasing
traffic density in West Bengal since the starting of this decade, all these structures are
subjected to severe congestion and have started showing signs of distress. Although some
repair works have been carried out on the affected portion to keep these structures in running
condition, absence of regular monitoring and maintenance system have resulted in
deterioration of some of the key components which require immediate attention to prevent
any safety hazards to the vehicular traffic plying on them.
RITES Ltd, Highway Division, Kolkata have been assigned to assess the present
condition of 32 numbers of bridges under Package 1B under the jurisdiction of PWD South
Zone and suggest remedial/suitable measures to maintain its existing serviceability. The
Letter of Acceptance (LoA) issued by the Superintending Engineer, Nabanna Circle, Public
Works Directorate bears Memo no 843/4E-165/CE/T&T/KMDA/W-385 dated 16.08.2016.
The report pertains to the bridge under serial number 16 above namely Roy Bridge
falls on BC Road at 0.890 KM. The River Bridge is built over the Ichchamati River.
Salient Features
The bridge is at Km 9.2Km of Chapra Hridoypur road State Highway village
Betbaria . The bridge was built in year between 2001 on Keto Sakho Khal. It has a length of
60.0 m (as per PWD list) with span arrangement of 3 Spans X 20m. The bridge has
Reinforced concrete and pre-stressed concrete members with superstructure type of RCC slab
over a steel girder having structural system of Simply Supported. It has a carriageway width
of 7.5 m having wearing coat of Mastic Asphalt type and expansion joint type of Strip seal
with footpath of 1.10 m on both sides and Standard RCC Railing & RCC crash barrier type of
railing. Its foundation is not visible. It has Elastomeric type of bearing
Scope of Work
Both the objective and the detailed 'Scope of Work' of the Consultant has already been
outlined in the 'Request for Proposal'. A brief scope under both Stage 1 and Stage 2 is
presented below:
STAGE 1: 1st Stage Inspection report for collection of Bridge Inventory data by
Mobile Bridge Inspection Unit (MBIU) to be collected for those bridges which seem to be
critical as per visual Observation and/or as per other reports of the Authority; The following
items are to be covered under this scope:
 Collection of available documents from the Authority;
 Conducting Topographic Survey;
 Visual inspection of the bridge;

STAGE 2: 2nd Stage of detailed Inspection to be adopted for other bridges under this
Package i.e. not inspected under STAGE 1. The following items are to be covered under this
scope:
 All the above as stated under PART I;
 ascertaining load-carrying capacity;
 Conducting Non-destructive test;
 Underwater inspection;
 Preparation of BoQ and cost estimate.

CHAPTER-2: METHODOLOGY

2.1. General Approach


A team of Engineers of RITES has inspected each component of the bridge/flyover
for the collection of Inventory data. Subsequently, visual inspection of the entire bridge has
been carried out in detail and recorded. Immediately upon completion of the above two
activities, the Survey team of RITES has completed NDT investigation and Topographic
Survey also using a high precision instrument like Total Station.
2.2. Format
As per RFP, the following three formats are to be filled up by the consultant at
different stages of the study.
1. Format A: Proforma for Condition Survey of Bridges
2. Format B: Inventory of Bridges on Roads under State PWD, Govt. of West Bengal;
3. Format C: Standard Proforma for Inspection report (for Passage of ODC/OWC).
All the above three formats are duly filled up and submitted as Appendix with the
report. However, the formats shall be updated after the detailed inspection using MBIU and
after completion of Non-destructive Tests.

CHAPTER-3: OBSERVATIONS AND DISCUSSION ON VISUAL


INSPECTION

3.1. General
RITES Ltd., Highway Division, Kolkata has carried out the inspection of Betberia
Bridge falls on Chapra – haridoypur Bridge at 9.20 km. The structure is checked for visual
deformation and any apparent signs of distress which could impair the functioning of the vital
components.
Preliminary assessment of the structural condition is carried out by visual inspection which is
done mainly focusing the followings:
1. Spalling, honeycombing, leaching, loss of material in members of superstructure and
sub-structure;
2. Corrosion of rebars, exposure of rebars;
3. All visible cracks;
4. Excessive vibrations;
5. Condition of bearings;

3.2. Observation & Discussion


As understood, the bridge was constructed around the year 2010 as PWD/ locally
informed and as-built drawings and detailed design documents of the bridge could not be
tracked from PWD. In absence of drawings and details, information related to sectional
details, connection details, re-bars and pre-stressing systems embedded into the concrete (if
any) could not be ascertained.
The bridge was visited by RITES ltd. team on 08-09-2019 for preliminary site visit
and from 26-12-2019 to 27-12-2019 for 1st stage inspection report. Authority has supplied no
drawings for this bridge.
The Observations of RITES team on the visual inspection are summarised below:
3.2.1 Traffic condition
Observation:

1. The structure is posted for 10 Ton gross vehicular with the order of PWD authorities.
The posting, to the best of our knowledge, is being disobeyed. (Refer figure no. 1)

2. The structure was completed in the year 2001 over Keto Sakho Khal on ODR
connecting Chapra to Haridayapur road, with a carriageway width of 7.50 m,
congestion-free and smooth traffic flow is observed. Mastic asphalt wearing course
are well laid out and strong, watertight against surface water infiltration. (Refer figure
2)

Discussion:
1. Enforcement of restrictions in respect of maximum axle load gross vehicular weight
(GVW), Billboard direction, and the geometrical restriction is required for the safety
of the bridge.
2. The posting should be placed at a sufficient distance (not less than 100 m) from the
abutment, on both ends of the bridge so that truckers can make arrangements to use
detours or to limit their loads to the maximum weight allowed.
3. An advance warning sign indicating a "Load Limit Bridge Ahead" should be placed at
least 200 m from the abutments on both ends of the bridge and at all road junctions
leading to the posted bridge starting from the earliest major junction.

3.2.2 Waterway
1. The Betbaria Bridge is a high-level bridge built over a khal. The water was shallow
and leading to entirely dry in dry season and floods in the rainy season. The stream
aligns well with the structure and the channel appears capable of handling periods of
high water. (Refer figure no. 3)
1.2.1 Carriageway
i) Approach slab & approach wearing course.
ii) Wearing course over the structure.
iii) Expansion Joint.
iv) Drainage spout.
v) Footpath/ Sidewalk.
vi) Railing.

Observation:
1. Settlement in approach slab is observed, the filling material is eroded and refilled/
covered by sandbags. (Refer figure no. 4)
Discussion:
1. An approach slab settlement resulting in a "bump at the end of bridge" can lead to
many negative effects on the function of roads, impacts on bridge and road structures,
Uncomfortable and unsafe driving conditions, road accidents and subsequent increase
in maintenance costs.
2. There are a number of modes of failure that may occur in the embankment at the
abutment. This section will identify the most common causes of embankment
movement and provide tools for predicting embankment deformation. Causes of
bridge approach movement include compression of the embankment fill material
during and immediately following grading operations, settlement or the creation of
voids beneath the sleeper beam and approach slab due to the embankment fill not
being constructed properly, such as, having drainage problems or being composed of
a poorly compacted material. Improper compaction practices or the use of soils
subject to volume change may lead to consolidation, shrinkage.

ii) Wearing course over the structure.


The main function of the surface course is to provide skid-resistance surface, friction
and drainage for the pavement. The present condition of wearing course is found as
per standard norms. Mastic asphalt wearing course are well laid out and strong,
watertight against surface water infiltration. (Refer figure no. 5)
iii) Expansion joint
Observation:
1. Strip seal expansion joints are properly laid and ensure the smooth transfer of
traffic. (Refer figure no. 6)
2. Dust and debris accumulation is observed in the strip seal expansion joint. (Refer
figure no. 7)
3. Minor damage observed in the neoprene seal & welding impression is not
satisfactory. (Refer figure no. 8)
Discussion:
1. The expansion joint represents a discontinuity point in road pavement. Therefore,
it is extremely sensitive to errors of various natures, Bridge expansion joint is
designed to allow for continuous traffic movement between structure while
accommodating movement, shrinkage & temperature variation of the structure.
2. Joints are must be free from incompressible clogging like debris to permit free
movement.
iv) Drainage spout
Adequate numbers of drainage spout with adequate pipe length for carrying
rainwater down from a platform is observed in the structure. (Refer figure no. 9)

v) Footpath/ Sidewalk.
The fundamental purpose of the footpath system is provided for public safety &
convenience along the length, with approx 1.10 m footpath width on both sides, a safe
& convenient pedestrian sidewalk is available over the structure. (Refer figure no. 10)
vi) Railing
RCC standard railing is provided over the bridge is in good condition. (Refer figure
no. 10)

1.2.2 Super-structure
i) RCC slab.
ii) Steel Girder
Observation:
1. Visually no issue is observed in RCC deck slab

2. Multiple bolts are missing from the joints of the main girder & cross girder. (Refer
figure no. 11)
3. Rusting observed in steel girder are covered by aluminum paint. (Refer figure no. 12)
4. Sagging observed in span 2 (P1-P2). (Refer figure no. 13)
5. Tack weld is observed at cross girder joints. (Refer figure no. 14)
Discussion:
1. Steel structures are sensitive to the atmospheric conditions such as humidity, acidic
gases and presence of salt. It is one of the major factors causing considerable
corrosion to steelwork. Corrosion eats up the steel section and reduces its structural
capacity, which if not arrested in time, will cause heavy repairs to strengthen the
structure and ultimately will lead to the replacement of the girder. Hence, special
attention is required to joint part to inhibit corrosion.
2. A bolt connection can be used for end connections in tension and compression
members. Bolts are subjected to heavy vibrations are prone to become loose, hence
all the missing bolts shall be replaced expeditiously by new HSFG bolts of the same
specifications & properly tightened.
3. Girder painting is essentially an application of the surface coating to the steelwork so
as to inhibit corrosion. The basic principle underlying maintenance painting is not to
allow deterioration of existing paint film to reach such a stage that rusting starts
underneath the paint film. The codal provision for painting an old surface is not
followed.
4. sagging describes a beam which curves downwards. The reason for sagging is excess
of the uncompensated construction dead load was not determined or tension at
top/compression at the bottom of the neutral axis.
5. As per welding codal provision, tack welds shall not be made at extreme ends of
joints.

1.2.3 Bearing & Pedestal


Observation:
1. Elastomeric bearing is painted with aluminum paint. (Refer figure no. 15)
2. Elastomeric bearing in good condition but ozone cracking are observed in bearing
(Refer figure no. 16)
3. Pedestals are in good condition; except one LHS pedestal over pier P2 towards Span
P2-A2. (Refer figure no. 17)
Discussion:
1. The elastomeric bearings are considered largely to be maintenance-free. However,
due to possible deficiencies in manufacture and installation, these bearings may show
signs of distress or develop malfunctioning.
2. Elastomers are very stiff in resisting volume change but are very flexible when
subjected to shear or pure uniaxial tension. Elastomers creep under continuously
applied stress and are subject to deterioration due to the high concentration of ozone.

3. The ozone could have a detrimental effect on the durability of rubber. Ozone-induced
stress cracking is considered a problem as it contributes to diminishing the
appearance and serviceability of rubber products. Ozone concentration forms cracks
which cause potential failure in the rubber.
4. Repair is required for Crushing observed in pedestal over P2 and has an appearance
that positively hit by girder face during lifting/placing arrangement.

1.2.4 Abutment/Pier
Observation:
1. Debris accumulated over cap. (Refer figure no. 18)
2. Segregation marks on the pier. (Refer figure no. 19)
3. Leakage of water from expansion joint creating dampness over pier cap. (Refer figure
no. 20)
4. Gabion slope protection is provided around the abutment. (Refer figure no. 21)
Discussion:
1. Dampness is the presence of unwanted moisture in the structure either the result of
intrusion dampness in structure from outside or condensation from within the
structure. And due to damaged neoprene over footpath expansion gap leading to
dampness & accumulation of dust over pier caps.
2. Segregation of the concrete affects strength and durability in structures. In good
concrete, all concrete aggregates are evenly coated with sand and cement paste and
form a homogeneous mass.
3. slope erosion has always been an issue for bridge embankments. Especially during the
monsoons, these slopes pose a challenge. A permanent, erosion-resistant ground cover
of large, loose, angular stone filled in the cage (caged riprap protection) is provided
over slope is in good condition.

CHAPTER-4: FUTURE ACTION PLAN

1. Till date Authority has supplied no drawings for this bridge.
2. No repair & rehabilitation history and details have been received by this office;
3. Hence, we had to carry out the detailed Topographic Survey;
4. The preparation of detailed dimensional drawings on the basis of the Topographic survey
is in progress and shall be completed within a month or so;
5. Based on the detailed dimensional drawings, in-house analysis model shall be prepared;
6. The NDT has been completed for the bridge;
7. Detailed condition Survey has been completed;
8. The in-house analysis model shall be updated based on the NDT test results and
condition survey to assess the load carrying capacity of the bridge;
9. The capacity of the bridge assessed from the in-house model shall be validated through
on-site bridge load testing in consultation with the authority;
10. BoQ shall be prepared subsequent to the rate analysis carried out following PwD SoR.
11. Final report shall be submitted thereafter
Intermediate Draft Recommendations
Since all the activities e.g. preparation of in-house model, non destructive tests,
topographic survey, condition survey etc. are not completed fully, final recommendation
cannot be given. However, based on the activity carried out till date, intermediate draft
recommendation is given below. The same shall be finalised after finalisation of all the
activities mentioned above.
a) In absence of proper river training and protection works, the earthen embankment
below approach slab has been washed out; this necessitates divisional executives to
support the approach slab by filling with sand bags;
b) The bridge is of steel plate girder of approximately 20.0m span each; excessive
deflection of the middle span (Span 2/3) at mid span section is observed;
c) The girders are spliced with Bolts; many of the splice bolts are found missing; this
may be the reason for such excessive deflection of the girder;
d) It is observed that the girders are painted recently; it seems the painting has been done
without cleaning the old surface properly lading to de-lamination of the painting;
e) The girders are resting on elastomeric bearings; Elastomeric bearings are seem to
have under Ozone attack leading to thin cracks on the surface of the bearings; though
complete replacement of the bearings are not recommended, but the same is t be kept
under monitoring in future;
f) The cross girders are connected to the webs and flanges of the main girder through
bolting; the bolting has been done by welding additional plates from the webs and
flanges of the longitudinal girders; it seems all the plates are not continuously welded
with the web of the main girder; this needs to be properly investigated to see the
future implication;
