Subject: Regulation (EC) No 1907/2006; Registration, Evaluation, Authorization and Restriction of Chemicals
(REACH)

Dear Valued Supplier,

Benchmark Electronics is obligated to comply with the REACH environmental regulations for Substances of Very
High Concern (SVHC) which have been identified as hazardous materials under this regulation as they apply to our
products shipped into the European Union countries.

In order to meet these obligations we must request our suppliers to submit information declaring whether or not the
materials you currently supply to Benchmark contain any Substances of Very High Concern (SVHC).

The preferred method for providing the material declaration is to have a full disclosure of substances contained in
each of the products your company supplies to Benchmark using the IPC1752-2, class 6, format. This information will
minimize the need for ongoing requests as the European Chemical Agency (ECHA) periodically updates their
Substances of Very High Concern (SVHC) list and as new environmental regulations continue to be released.

If you are unable to provide a full disclosure, then the minimum required response is to provide a declaration by
completing and returning the Attachment 1 form and list of supplied products included with this letter. Benchmark
may require you to provide additional data in the future as new global environmental regulations are enforced.

1. Please provide a full disclosure of substances in supplied products per the IPC 1752-2 material declaration
form, class 6 format (http://members.ipc.org/committee/drafts/2-18_d_MaterialsDeclarationRequest.asp).

If you are unable to provide a full material disclosure, then at minimum you must provide a list of articles supplied
to Benchmark and disclose whether or not they contain any of the European Chemical Agency (ECHA) SVHC
listed in Attachment 1, Section 2A and 2B. If any article contains any listed or proposed SVHCs, then specify the
part number, the gross weight of the article and the ppm or weight % content of the specific SVHC or proposed
SVHC contained within the article.

2. Please confirm that all substances in the products you supply to us either are or are not pre-registered, as
provided for in REACH Regulation (EC) No 1907/2006.
(please check the appropriate box in Attachment 1, Section 3)

3. Provide all Safety Data Sheets (SDS) available on the supplied products. If the supplied product is an article
or preparation that contains a SVHC above 0.1% (>1000 ppm) by weight, provide information on the SVHCs and
weight % content as well safe use and handling instructions with your response. Please supply the requested
information in English. (please check the appropriate box in Attachment 1, Section 4)

Best Regards,

Jon Allen David Cavanaugh

Section 2A – SVHC Listing (Substances of Very High Concern) per Regulation (EC) No 1907/2006 – 10/28/08
Substances are identified as SVHC’s because of their carcinogenic, mutagenic and/or reproduction toxic (CMR) properties, having thus potentially
serious effects on human health, or owing to their status as being identified as persistent, bio-accumulative and toxic (PBT), or their status as being
identified as very persistent and very bio-accumulative (VPVB), having potentially serious negative effects on the environment.
