I. INTRODUCTION

The Global Cup is an annual activity that is anticipated by government agencies (National
Government Agencies, Uniformed Personnel and Local Government Units) and public
hospitals in the Bicol Region.

The conduct of this event is also an auspicious time for the public hospitals and government
agencies staff to develop comradeship through sports activities.

II. OBJECTIVES

The conduct of the Global Cup 2020 aims to:

a. Build a foundation of camaraderie among public hospitals and different government


agencies in the region as we gear towards a strengthened Voluntary Blood Donation
based on trust and confidence.
b. Promote sports to develop physical fitness and health in all hospital staff.

V. Rules and Participation

Only regular, casual, GIP, OJT and job-orders that are already in the
service as of July, 2019 and currently employed during the 7th Global Cup
shall be eligible to participate and play in the Basketball (Men) and
Volleyball (Women) competition; personnel on detail regardless of
employment status shall NOT be allowed to play.

The team shall submit Global Cup Registration Forms of their players,
coach and technical staff together with the following documents:

 Certificate of physically fit to play (group certification) signed by


duly licensed government physician.

 Group Certification from Human Resource Office/Division that the


participating players are either job order workers or appointed
employees/officials and Certification from the Accounting Officer/
Group Commander/ Admin Officer that the employee is part of the
payroll as of July, 2019 (including the muse)

 Deadline of submission of list of Eligible Players and Muse together


with the requirements is on January 27, 2020. It must be in a short
brown envelope.

VI. Mechanics of Events

A. Basketball

 Each team shall be composed of twelve to fifteen (12-15) players and once
the tournament commenced, no changes of players will be allowed.

 Only the registered coach/assistant coach will be honored by the sports


officials must be calm and technical committees to act on his duties. His
contact with the officials must be calm and courteous at all times. He must
not interfere in the normal progress of the game in the court.

 The game shall be played in four (4) quarters of ten (10) minutes per quarter.

 Only the coach, assistant coach, manager and his players are permitted to sit
on the team bench area.

 Players, coaches, and all those in the team bench area are not allowed to enter
the court if one is under the influence of liquor or drugs.

 If a team that will not report fifteen (15) minutes after the scheduled time,
except for justifiable cause, the game will be forfeited in favor of the present
team.

 Disciplinary measures will be imposed by the committee on the


unsportsmanship behavior / disqualifying/ flagrant / dangerous fouls
committed by the player and coach. (Ex. Suspension/ perpetual ban from the
game/ tournament or suspension during the duration of the game depending
on the gravity of the offense.)

 Players should be in proper uniform and wear proper basketball apparel.

 Any player, coach or manager who commits any of the enumerated acts of
violence or unsportsmanlike conduct shall be penalized with technical foul
and or suspension in the game depending upon the gravity of
violations/situations.

 Only the team captain or team coach can communicate with the game
officials regarding technicalities but not judgement call. However, it should
be in courteous and calm manner.

 A player shall be disqualified / send out of the game if:

a. He commits two (2) technical fouls in a game;


b. He commits two (2) unsportsmanlike foul in a game;
c. He commits both or combination of the two (2) types of fouls mentioned.

 The technical committee has the power to disqualify any player that may
cause detrimental values to the league.

 The following are prohibited from the court’s premises:

a. Smoking
b. Alcoholic Beverages
c. Prohibited drugs

 A team who “walked out” on the game shall lose the game by forfeiture.

 In case of fights, every player involved will be automatically banned from


the league.

 All postponed games will be re-scheduled accordingly.

 In case there is an absence of coach, the team captain will act as the playing
coach.

 Players caught giving obscene sign such as dirty finger or overheard uttering
bad words to any officials, technical committees, or to an opponent, may be
given the following sanctions subject to the judgement of the officiating
officials and the technical committee:

 Thrown out of the game on the second offense and will be suspended on his
next team game.

B. Volleyball

 A team may consist of up to 12 players, one coach, one assistant coach and one trainer.
 One of the players, other than the libero, is the team captain, who shall be indicated on the score
sheet.
 Only the players recorded on the score sheet may enter the court and play in the match. Once
the coach and the team captain have signed the score sheet, the recorded players cannot be
changed.
 Only the team members are permitted to sit on the bench during the match and to participate in
the warm up session.
 Players not in play may warm up without balls as follows:

a. During play in the warm up areas

b. During the time-outs and technical time-outs in the free zone behind their court

c. During set intervals, players may warm up using balls in free zone.
 Players should wear the proper prescribed uniform (jersey, shorts, rubber shoes) and must be
numbered. Uniform must be clean. Wearing of sando and slippers are NOT allowed to play.
 Both the team captain and the coach are responsible for the conduct and discipline of their team
members.
 When the ball is out of play, only the game captain is authorized to speak to the referees. When
the team captain is not on the court, the coach or the team captain must assign another player
on the court, but not the libero, to assume the role of the game captain.
 At the end of the match, the team captain thanks the referees and signs the score sheet to ratify
the outcome.
 The assistant coach sits on the team bench but has no right to intervene in the match.
 Should the coach have to leave his/her team for any reason including sanction, the assistant
coach may, at the request of the game captain and with the authorization of the first referee,
assume the coach’s functions for the duration of the absence.
 A team scores a point by successfully grounding the ball on the opponent’s court; when the
opponent team commits a fault; when the opponent team receives a penalty.

 If two or more faults are committed simultaneously, a double fault is called and rally is
replayed.
 If the serving team wins a rally, it scores a point and continuous to serve.
 If the receiving team wins a rally, it scores a point and it must serve next.
 The match is won by the team that wins two sets for the elimination and three sets for the finals.
 In case of tie, the deciding set is played to 15 points with a minimum lead of two points.
 If a team refuses to play after being summoned to do so, it is declared in default and forfeits the
match with the results 0-25 for each set.
 A team without justifiable reason, does not appear on the playing court on time is declared in
default with the results 0-25 for each set.
 A team is declared incomplete for the set (15 minutes) or for the match (30 minutes), loses the
set or the match.
 The team is entitled to a maximum of three hits for returning the ball. If more are used, the team
commits a fault of “four hits”.
 A player may not hit the ball two times consecutively. Two or three players may touch the ball
at the same moment.
 The ball may touch any part of the body.
 If the ball rips the mesh of the net or tears it down, the rally is cancelled and replayed.
 If the player accidentally touches the white band of the net he/she hits the ball on top of it, no
fault will be called.
 In the execution of the service, the ball shall be hit with one hand or any part of the arm after
being tossed or released from the hand.
 Each team is entitled to request a maximum of two time-outs and six player substitutions per
set.
 A player of the starting line-up, may leave the game, but only once in a set, and re-enter, but
only once in a set, and only to his/her previous position in the line-up.
 When a team has made an illegal substitution and the play has been resumed, the team is
penalized with a point and services to the opponent; the substitution is rectified; or the points
scored by the team at fault since the fault was committed are cancelled, the opponent’s point
remain valid.
 An improper action of a team that defers resumption of the game is a delay and includes
delaying substitutions, prolonging other game interruptions after having been instructed to
resume the game, requesting an illegal substitution, repeating an improper request, delaying the
game by a team member.
 IF THE PLAYERS/TEAM DID NOT FOLLOW ON THE ABOVE MENTIONED GROUND
RULES, THEY WILL NOT BE ALLOWED TO PLAY THE GAME.

VII. Ms. Global Cup 2020 (People’s Choice Award)

 One representative (TEAM muse) per institution is required to join the competition.

 Must be a bonafide personnel of the participating agency. (Include the name of the
muse in the Group Certification that will be submitted by the participating agency.)

 No age limit.

 No height requirement.

 Civil Status is not an issue.

 Photoshoot of the muse will be scheduled during the Opening of the celebration. The
muse must be present during the Opening of Global Cup. The candidate must wear
their official jersey uniform during the photoshoot. The said photo will be will be
posted at the Global Cup Page of DOH CHD Bicol Facebook.

 Voting will be through Facebook HEART in the Facebook page which will start on
February 3, 2020 at the opening of the program until the end of the tournament. (12
noon of the Opening day)

 The most number of heart at the end of the tournament will be entitled to the award!

VIII. Mechanics for Blood Donation


 Participating teams SHALL proceed at the Bicol Regional Blood Center as Walk-In Donors
and they should advise the BRBC that their donation is for registration to the Global Cup
Tournament.

 Donors are not limited to team players but may also include recruited donors by the
participating teams which may provide safe blood.

 Participating teams may choose to schedule the Mobile Blood Donation (MBD) at their
office in lieu of the registration through walk in donors. The participating team should advice
the BRBC at least 1 week before the intended day. (AT LEAST 50 BLOOD BAGS PER
AGENCY)

shirt of the participating agency.
