The following are the Information gathered from LASBCA in respect of CCECC Emperor Estate and the
proposed property development at Alexander, Ikoyi, Lagos State.
The CCECC team met with the District Head Engineer for Ikoyi and Victorial Island properties and building
controlling for Lagos State in person of Engr (Mrs) Makanjuola and also the Personal Assistant to the
General Manager of LASBCA Engr Falola whom we met in our earlier visit to LASBCA.
EMPEROR ESTATE
1) Engr Makanjuola said CCECC should stop further transactions on the estate with immediate effect till
the CERTIFICATE OF COMPLETION & FITNESS FOR HABITATION is issued to CCECC as it's illegal for people
to have occupied the building without necessary certification and as such the estate can be sealed up and
CCECC sanctioned.
2) She said also that, CCECC needs to confirm with proofs of documentations and pictures, if during the
construction stages of the Emperor Estate that, ANY of the LASBCA Engr's or representatives had ever
visited the site, as they expect that the FORM C should come as a booklet and not a single form showing
certifications of every required stages of construction.
3) She said, if (2 above) had not been considered then, the ESTATE BUILDINGS will be subjected to NON
DESTRUCTIVE TEST (NDT) by Lagos State materials testing through its approved agents.

4) She also stated that, after the test, CCECC certified Engr (COREN Registered) will have to write a LETTER
OF STRUCTURAL STABILITY taking responsibility of any structural failure or damage that might pose
danger to the inhabitants/occupants of the buildings.
5) She said that, they required to know the overall UNITS OF BUILDING in the estate and the type of
structure (n0 of floors in each units/building).
However, a summary of the cost for each units/building depending on the numbers of floors for NON
DESTRUCTIVE TEST (NDT) are as follows:
After all payments and test had been conducted the CERTIFICATE OF COMPLETION AND FITNESS FOR
HABITATION will be issued to CCECC.
DEVELOPMENT AT ALEXANDER ROAD, IKOYI
Engr Falola reiterated that, before anything or retrieval of previous permit can be done, they required
the following:
2) If the modifications are changes that interfered with the initial/original structural arrangement of the
building, that CCECC should start considering A NEW PERMIT as revalidation cannot be done.
3) If there as not been changes to the original drawing/concept for the proposed structure, then the lost
permit by CCECC can be retrieved for revalidation at a cost but not yet specified.
8) There shall be visitation in stages during the construction stages which a checklist shall be given to
CCECC before then.
9) 20% of the previous fees paid for permit shall be paid if revalidation was later considered in acceptance
that there were no changes on the original drawings issued by CCECC to secure the previous permit.
CONCLUSION
No fee had been given on Ikoyi property till all required/aforementioned documents and information has
been provided
6-8 weeks is considered for all processes and certification should all payment be made and required
documents and information are submitted by CCECC.
