4. Legal Framework and Environmental Systems
4.1 Building Laws and Ordinances
4.1.1 Zoning Classification

Group F - Industrial Group F Occupancies shall include: ice plants, power


plants, pumping plants, cold storage, and creameries, factories and
workshops using incombustible and non-explosive materials, and storage
and sales rooms for incombustible and non-explosive materials.

I-2 (Industrial Two) - a medium industrial use or occupancy, characterized


mainly as a low-rise but sprawling building/ structure for medium
intensity manufacturing or production activities

UTS (Utilities, Transportation and Services) – a range of


utilitarian/functional uses/ occupancies, characterized mainly by low-rise
or medium rise buildings/structures for low to high intensity community
support functions, e.g., power and water generation/ distribution
facilities, telecommunication facilities, drainage/wastewater and
sewerage facilities, solid waste handling facilities and the like excluding
terminals/intermodals/multi-modals and depot

4.1.2 Application of Development Controls (DC)


Application of Development Controls (DC) (To Determine the Maximum
Development Potential of a Lot) 1. Sizing the Building/Structure. To
determine the allowed/appropriate building bulk (volume), the following
series of steps using the DC under this Guideline and other Rules in the
Code shall be followed: a. Refer to Rule VIII for prescribed setbacks,
yards, courts (at grade level), etc. applicable to the lot/project site;
determine the extent of firewall construction if required and/or if
permitted; refer to Rule VIII for the Percentage of Site Occupancy (PSO);
compute for the Allowable Maximum Building Footprint (AMBF) under
this Rule by using the formula:
4.1.3 Minimum Required Parking
One (1) car slot for every 1,000.00 sq. meters of gross floor area and one
(1) bus slot for every one hundred (100) workers; if number of workers
exceed two hundred (200), provide one (1) off-RROW (or off-street)
passenger loading space that can accommodate two (2) queued
jeepney/shuttle slots; provide at least one (1) loading slot for articulated
truck or vehicle (a 12.00 meter long container van plus 6.00 meters
length for a long/ hooded prime mover) and one (1) loading slot for a
standard truck for every 5,000.00 sq. meters of GFA; and provide truck
maneuvering area outside of the RROW (within property or lot lines only)

4.2 Structural Systems

The structure lies under industrial category, therefore it must be built to


carry heavy loads of materials for storage purposes and must handle the
stress of the daily use of mechanical equipment. The applicable structural
system for this type of structure is steel construction since it is capable of
sustaining heavy loads of stress.
4.3 Electrical Systems

4.3.1 Scope
This Code covers the installation of electrical conductors,
equipment, and raceways; signaling and communications
conductors, equipment, and raceways; and optical fiber cables
and raceways installed within or on, to or from:

 Electric generating plant


 Industrial plants
 Transformer stations
 Permanent and temporary substations, etc.
 Airfields
 Railways switchyards
 Yards, carnival, parks, parking and other lots
 Quarries and mines
 Watercraft
 Dockyards
 Trailers
 Mobile homes and recreational vehicles
 offshore facilities

4.3.1.1.1 Public and private buildings, including but not limited


to residential, commercial, industrial, institutional, cultural,
agricultural, agro-industrial, planned unit development and all
other buildings/premises that may require practical
safeguarding of persons and property from the hazards arising
from the use of electricity.
4.3.2 Working space and Guarding
Except as elsewhere required or permitted in this Code, the
minimum clear working space in the direction of access to live
parts of electrical equipment shall not be less than specified
.Distances shall be measured from the live parts, if such are
exposed, or from the enclosure front or opening if such are
enclosed. Exception: Working space shall not be required in
back of equipment such as dead-front switchboards or control
assemblies where there are no renewable or adjustable parts
(such as fuses or switches) on the back and where all
connections are accessible from locations other than the back.
Where rear access is required to work on de- energized parts on
the back of enclosed equipment, a minimum working space of
750 mm horizontally shall be provided.

Separation from Low-Voltage Equipment. Where switches,


cutouts, or other equipment operating at 600 volts, nominal, or
less are installed in a vault, room, or enclosure where there are
exposed live parts or exposed wiring operating at over 600
volts, nominal, the high voltage equipment shall be effectively
separated from the space occupied by the low-voltage
equipment by a suitable partition, fence, or screen.
Exception: Switches or other equipment operating at 600 volts,
nominal, or less and serving only equipment within the high-voltage
vault, room, or enclosure shall be permitted to be installed in the
high- voltage vault, room or enclosure without a partition, fence, or
screen if accessible to licensed electrical practitioner or non-
licensed electrical practitioner under the supervision of a
licensed electrical practitioner only.

Locked Rooms or Enclosures. The entrance to all buildings,


vaults, rooms, or enclosures containing exposed live parts or
exposed conductors operating at over 600 volts, nominal, shall
be kept locked unless such entrances are under the observation
of a licensed electrical practitioner or non-licensed electrical
practitioner under the supervision of a licensed electrical
practitioner at all times. Where the voltage exceeds 600 volts,
nominal, permanent and conspicuous warning signs shall be
provided, reading as follows: DANGER — HIGH VOLTAGE —
KEEP OUT

Illumination. Illumination shall be provided for all working


spaces about electrical equipment. The lighting outlets shall be
arranged so that persons changing lamps or making repairs on
the lighting system are not endangered by live parts or other
equipment. The points of control shall be located so that
persons are not likely to come in contact with any live part or
moving part of the equipment while turning on the lights. (e)
Elevation of Unguarded Live Parts.

Protection of Service Equipment, Metal-Enclosed Power


Switchgear, and Industrial Control Assemblies. Pipes or ducts
foreign to the electrical installation and requiring periodic
maintenance or whose malfunction would endanger the
operation of the electrical system shall not be located in the
vicinity of the service equipment, metal-enclosed power
switchgear, or industrial control assemblies.
Protection shall be provided where necessary to avoid damage
from condensation leaks and breaks in such foreign systems.
Piping and other facilities shall not be considered foreign if
provided for fire protection of the electrical installation

4.3.3 Calculations
Voltages. Unless other voltages are specified, for purposes of
calculating branch-circuit and feeder loads, nominal system
voltages of 115, 115/230, 208Y/120, 230, 347, 400Y/230,
460Y/265, 460, 600Y/347, and 600 volts shall be used.

Fractions of an Ampere. Where calculations result in a fraction


of an ampere that is less than 0.5, such fractions shall be
permitted to be dropped.

4.3.4 General Lighting Loads by Occupancy


4.3.5 Alternative Electricity Source
The structure shall include an Off-grid Solar System for backup
energy source and or to potentially be used as a self-sustaining
energy source system. The primary goal of this system is to
generate power that will lessen at least 25% of the daily power
consumption of the building.

4.4 Mechanical Systems


 The structure shall provide adequate room temperature for an
adequate working environment by using an air conditioning system.
 Given that the project is a manufacturing facility, air pollution is
inevitable, thus the use of Industry air pollution control system (Klean
ESP). It mechanically filters-out smoke emissions from large scale
machineries.
 Large scale Mechanical systems allocated for sorting (mechanical MRF),
disassembly, Compression, smelting and dispensing (conveyor system)
are also provided.
4.5 Fire Protection Systems
 Classification of hazard of contents
 Exits and enclosures
o When an exit is required to be protected by separation from other parts of
the building by some requirements of this IRR, the construction of the
separation shall meet the following requirements: a. The separation shall
have at least one (1) hour fire resistance rating when the exit connects
three (3) storeys or less, regardless of whether the storeys connected are
above or below the storey at which the exit discharge begins. b. The
separation shall have at least two (2) hours resistance rating when the exit
connects four (4) or more storeys, whether above or below the floor of
discharge. It shall be constructed of noncombustible materials and shall be
supported by construction having at least a two (2)-hour fire resistance
rating. c. Any opening in the separation wall/construction shall be
protected by an approved self-closing fire resistive door. d. Openings in
exit enclosure shall be confined to those necessary for access, to the
enclosure from normally occupied spaces and for egress from the
enclosure.
o No exit enclosure shall be used for any purpose other than for means of
egress.

4.6 Sanitary Systems
4.6.1 Water Supply
Water Supply is directly sources out from Angeles City Water
District. Since the project is large scale, the usage of water tank is
necessary to feed the site with water at ease.

4.7 Waste Management


4.7.1 Solid waste management
Waste in the site is treated as a sustainable resource which means
there is nothing to dispose.

4.8 Landscape Systems


4.8.1 Plants
Plants shall be used both for landscape and experimental purposes
within the site. The experimental function is situated at the
greenhouse zone of the site.

5.1.3 Space Description


 Receiving Area
Materials manually sorted and collected by the nearby community or
any other source within the peripheral scope of the project are
allowed to be donated to the site. This area serves as a reception area
to accommodate volunteers donating their sorted waste.
o Lounge
Complementary recreational area for the guests who are in
queue for the donations.
o Storage room
The temporary storage room for the donated waste
materials.
o Comfort room
Essential comfort rooms with the capacity of 2 per person
usage adjacent to the receiving area.
 Manufacturing
The main area where materials are sorted-out and processed into
construction materials. The busiest zone within the site where
employees are given the tasks of assisting the conveyor system,
dismantling other materials, melting plastics, machine
maintenance, compressing metals etc.
o Foundry
A small sized kiln that melts metal to produce metal alloys.
o General Metals
The area where skilled employees categorize recovered
metallic materials.
o Sorting
The mechanical MRF system that recovers waste and sorts
waste according to material type. This system is manually
assisted by skilled employees to ensure that there are no
compromises with the proper sorting of materials.
o Storage
Storage that both functions as a standby facility for the
garbage collected and for the processed construction
materials to be shipped. Storage rooms indicated shall be
provided for each individual purposes to prevent cross
contamination from the uncleansed collected waste.
o Machine Room
Machine room that contains the essential control systems
for the major machineries such as air pollution control
system.
o Metal Shop
After sorting and classifying metals, materials are processed
manually to be either dismantled to cut into pieces before
entering the foundry
o Electronics Disassembly room
Skilled staffs dismantle the intricate assembly of electronics
to recover metals and plastics than can be reused. Majority
of electronics contains precious metals such as gold,
palladium and nickel. These metals can be resold as raw
materials or as a form of alloy for electronics and jewelry.
o Comfort Rooms
Comforts rooms adjacent to the locker rooms and
recreational area with the capacity of the required staffing
bulk.
o Power and Mechanical
Main control room that powers the mechanical systems.
This area is highly hazardous and required proper signage to
secure and maintain the facility.

o Lockers
The area where staffs store their personal items, shower
and take a break.
o Warehouse
A large storage space for the manufactured materials.
o Packing
The area where staffs pack-up manufactured products in
bulk.
o Dispensing
The last stop for the manufactured materials where staffs
collect.
o Shipping and Receiving
Area where materials from the storage warehouse are being
queued and labeled for shipping and receiving.
 Nurse Station
On-site nurse station for urgent medical needs of the staff.
o First-aid
Temporary facility in response to accidents that may occur
within the premise.
o Comfort Room
Comfort room allocated specifically for the nursing staff and
patients.
o Standby area
A special room allocated for patients under emergency
status.
 Recreational Area
A necessity area where staffs could take a break.
 Training Facility
This area serves as the primary screening for possible staffs
managed by the Human Resource and the training facility once
hired.

 Admin Office
The area where the executive staffs of the project work and
collaborate. This area also allocated for administrative
conferences.
 Research laboratory
The experimental zone of the projects where research for further
uses and production of new materials for construction from waste
is applied.
o Office
The managerial area of the site where data is stored.
o Laboratory
The facility where research is held.
 Green House
Housing for the agricultural aspect of project. It aims to provide a
sustainable system that reuses biodegradable waste into composting
soil purposely used as soil enhancer.
o Composting
A special area where a mixture of the processed
biodegradable waste and soil is mixed and stored before
being used.
o Machine Room
Minimal storage space for the mechanical grinder that
pulverizes biodegradable waste.
o Packaging
The area where staffs manually pack the soil enhancer and
other saleable materials.
o Shipping and Receiving
The area adjacent to the loading dock where processed
materials are labeled and queued for shipping.
o Farm
The experimental area where a portion of plants and root
crops are nurtured using the processed soil enhancer.
