At Last!–Black Farmers Bill Passed The U.S. House passed the

Tough road still ahead

African Americans are still waiting for the “40 acres and
a mule” promised them by the U.S. government almost two
centuries ago. But, this week, Black farmers took one giant step
closer to receiving the payouts due them from the settlement
of a discrimination case against the U.S. Department of
Agriculture.
On Nov. 30 the U.S. House passed the Claims Resettlement
Act by a vote of 256-152, thereby releasing $1.5 billion for
restitution to Black farmers that were denied loans or otherwise
discriminated against by USDA from 1981-1997.
“It took many years of protests, phone calls, and even a
mule ride and a tractor ride for the Black farmers to get the
attention and support in Congress that could make today
possible,” said John Boyd Jr., president of the National Black
Farmers’ Association, Tuesday. “Even though this is not a
perfect settlement, it is a just settlement and one that we hope
will allow the cases to be resolved and provide closure.”

overspending and fraud from mostly Republican lawmakers.
“This is an outrage and one vote that no member of this
Congress should vote for,” Rep. Michele Bachmann, R-Minn.,
said in her statement on the House floor, after a recitation of
assumptions and figures that she said do not add up. “This will
be an albatross around the neck of any Congress member that
votes to fund this obviously fraudulent claim.”

said, “It’s got to be fraud.” And, he also alleged that near

Concerns Arise over Wal-Mart’s D.C. Expansion

largest retailer has set its
sights on the nation’s capital,
recently announcing plans to
open four stores in wards 4,
5,7 and 8 by late 2012.
Wal-Mart’s decision to
come to Washington, D.C.
resulted from a poll of about
800 local residents, of whom
about three-fourths favored
Wal-Mart coming to the city.

retail giant’s move could

eventually be edged out of

revolves around who will get

Still witty and full of
fun, fourth generation
Washingtonian Jessie Shorter
Thomas recently celebrated
her 100th birthday with
relatives and friends.
Thomas, one of five
children born to Charles and
Jessie Freeman Shorter, was
born on Sept. 16, 1910, and
was educated in the District
of Columbia public schools.
Following high school
she completed one year at
Howard University when her
education was interrupted to
begin a career at the United
States Government Printing
Office, where she worked for
37 years.
Jessie recalls learning to
swim and swam regularly
after the city built a pool
in her community. She
continued to swim until she
was 90 and was awarded a
trophy as the most senior
lady swimmer in the DC
Senior Olympics held at
Howard University.
After retiring, Jessie
became a volunteer in
the gift shop at Howard
University Hospital and in
the Joint Center for Political
and Economic Studies. She
was also a poll worker.

would often say to others.
She helped feed and clothe
the needy by assisting at
the Crisis Center at Berean
Baptist Church, where she
was ordained a deaconess.
Jessie married Leroy
Samuels, her childhood
sweetheart, in 1930 and
from that union, a daughter
Bettyjane Samuels was
born. That marriage ended
in divorce and she later
married Charles W. Thomas,
a Washingtonian that was
the first African-American
head keeper at the National
Zoo. He was considered the
zoo’s ambassador as he was
sent on missions throughout
the world to bring back
animals for the zoo. Jessie
accompanied him on several
trips to Africa and they were
often pictured in articles in
Ebony magazine.
Celebrations honoring
Jessie spanned a week
and the community really
came out to honor her 100
years. Among her many
celebrations, she was
honored as a living legend by
Councilman Harry Thomas
Jr.; she was introduced by
anchor Maureen Bunion at
the Anacostia Museum’s
annual fundraiser and
received proclamations
from District Mayor Adrian
Fenty, Maryland Gov. Martin
O’Malley and Herman
Taylor, Maryland state
delegate.
Jessie lives in suburban
Maryland with her only
granddaughter, grandson-in-
law and their son, Justin.
Jessie’s motto for longevity
is “pray, give thanks, help
somebody each day and eat
chocolate.”
Road Scholar Presents Award
for Lifelong Learning
BOSTON — Road Scholar, the new
name for the programs of education
nonprofit Elderhostel, recently announced
Dr. Sheila S. Walker as the 2010 Asa
Grant Hilliard III Award for Lifelong
Learning recipient. The award provides $5,000
toward a learning adventure offered by Road
Scholar, and honors the late Dr. Asa Grant
Hilliard III, world-renowned Pan-Africanist,
educator, historian, psychologist and advocate
for learning through travel. Kathy Taylor,
associate vice president at Road Scholar,
presented the award on behalf of Road Scholar
and the Hilliard family during the National
Alliance for Black School Educators (NABSE)
Annual Conference recently held in Fort
Worth, Texas.
 Walker, a cultural anthropologist and
filmmaker, is the executive director of
Afrodiaspora, a non-profit organization based
in Washington, D.C., that is developing a
documentary series and educational materials
about the global African Diaspora. In 2010
she co-produced a documentary, Slave
Routes: A Global Vision for the UNESCO
Slave Route Project, and published the edited
volume, Conocimiento desde adentro: Los
afrosudamericanos hablan de sus pueblos
y sus historias  (Knowledge from the
Inside: Afro-South Americans speak of their
Communities and their Histories), in La Paz,
Bolivia. She also edited the volume, African
Roots/American Cultures: Africa in the
Creation of the Americas, and produced the
documentary film, Scattered Africa: Faces and
Voices of the African Diaspora.

to be my life project. Participating in a Road
Scholar program to an area where there are
little-known Afro-descendant populations —
such as the United Arab Emirates, Oman and
Turkey — would give me an opportunity to
research these populations in advance so as
to learn more about them during the program.
I look forward to developing lectures and
documentaries about my experience and
sharing my newfound knowledge with my
community and with others.”

Wendy Weiner, organizing director for Union Local 400,
said during a recent interview on the “Kojo Nnamdi (radio)
Show” that her group is concerned with Wal-Mart possibly
exploiting workers. “We’ve seen in the last 20 years where
it used to be that [people] could go to a [huge] retail store and
get really good jobs so that people could support themselves
and their families,” Weiner said. “But that’s now changed
dramatically in large part because of Wal-Mart being the largest
retailer in the country.”
According to Weiner, good jobs as well as healthy, fresh
foods are needed in the District. “So if Wal-Mart is coming [to
the city] it should make a commitment to provide jobs for D.C.
residents [first and foremost],” Weiner said.
In its expansion to the District, Wal-Mart intends to create
1,200 retail jobs and 400 temporary construction jobs.
The massive chain currently employs more than 600 D.C.
residents in stores in the nearby suburbs of Maryland and
Virginia, and reported that last year, Washingtonians spent
more than $41 million at those stores.
Wal-Mart spokesman Henry Jordan said in a statement that
the retailer looked forward to presenting its new hires with a
competitive wage that would be equal to or better than those
offered by unionized grocers. Jordan also noted Wal-Mart’s
commitment to expanding access to affordable and healthy
food to underserved areas in Southeast.
“D.C. residents want more convenient access to quality jobs
and affordable groceries,” Jordan said. “We want to be part of
the solution and look forward to building even more support for
what our brand can deliver.”
Ward 8 Councilman Marion Barry said residents there have
been waiting for the chance to have variety retailer among
them.
“First of all we want a Wal-Mart,” Barry said, adding that
with retail options in his ward being virtually non-existent,
residents have no choice than to travel to Maryland and
Virginia to shop. “We don’t have a major department store or
any major consumer items,” said Barry, “and people east of
the river deserve to have a major store with varied consumer
products in it.”
But Barry said that more importantly, Ward 8 – where the
unemployment rate at 28 percent is the highest in the city –
needs the additional jobs.

Limbaugh, Huckabee Proposed
Airport Groping of Obama Girls
All our lives we’ve heard
stories about The Grinch
Who Stole Christmas. Now
we can add to that two
grinches – Rush Limbaugh
and Mike Huckabee – who
stole the Obama family’s
Thanksgiving. Or, at least
tried.
While the rest of us
were preparing last week
to express gratitude for
our blessings, those two
spent the days leading up

Huckabee, told his television friends on “Fox and Friends”:
“If he thinks this is an appropriate way for us to deal with
security as he has defended, then I’ve said, ‘OK, Mr. Obama,
take your wife, your two daughters, and your mother-in-law to
Washington Reagan National Airport and have them publicly
go through both the body scanner and the full enhanced pat-
down in front of others. And if it’s OK for your wife, your
daughters, and your mother-in-law, then maybe the rest of
us won’t feel so bad when our wives, our daughters, and our
mothers are being put through this humiliating and degrading,
totally unconstitutional, intrusion of their privacy.’”
Limbaugh said just like Obama went swimming with his
daughter Sasha off the coast of Florida after the BP oil spill to
show that the beaches were safe, he should “take his daughter
to the airport and have a TSA grope her” to prove it is safe.
These are yet more examples of critics who have an issue
with the president attacking his family instead of criticizing
whatever public policy issue they find objectionable. It’s
fine to attack the idiotic way the Transportation Security
Administration has rolled out tougher screening measures. But
it’s not OK to use the Obama daughters in particular for target
practice. They’ve done nothing to deserve such crass treatment
by men who should know better.

Memo to Congress: Extend Programs that Help Us
Dear Member of Congress:
Linda A. Meric You’ve got a lot to
consider in this month.
You’re scheduled to debate international treaties and Internet
censorship. There’s talk of military affairs and revamping
federal agencies. But this should be at the top of your agenda:
extending benefits for unemployed workers and making sure
struggling parents can continue to make ends meet.
You must renew unemployment insurance benefits now
for the millions of long-term jobless workers in America. And
you must allow jobs to continue to be created through the
Temporary Assistance for Needy Families (TANF) Emergency
Contingency Fund.
Think like a struggling family and your decision won’t be so
hard.
Consider Cynthia, a mother of three. She has been
unemployed since August 2009. Online and in-person, she’s
applied for more than 100 positions; inquired about scores
and scores more. She’s gotten a few interviews. As of yet,
however, not one of them has turned into a job offer. She makes
$296 dollars a week in unemployment compensation. Imagine
supporting an entire family on a few hundred dollars a week.
Everything is a struggle. It’s a struggle to pay the rent, it’s a
struggle to keep food on the table, and it’s a struggle to keep
shoes on the kids’ feet. It’s a struggle to have to struggle so.
Put yourself in her place. Think about her children. Can
you imagine the panic you would feel if you knew your only

is based on an illogical
equation. The goal of any tax
plan should be to stimulate

pretending that 2+2=22.
The 2001 tax plan adopted to stimulate the economy was
heavily weighted in favor of higher income taxpayers. Middle-
and working-class Americans got crumbs while the upper
echelon got a seven-course meal.  And since the start of the
great recession in 2007, the incomes of average Americans
have plunged while those of CEOs and bankers have soared.
An extension of tax cuts for the highest income groups
makes sense only if tied to measures that will bolster economic

defenseless African-American women.

airport for body scans and pat-downs.

TANF-ECF also provided short-term assistance to some of the
neediest families. It’s been called a success story by governors
and state legislators from both parties. It makes sense that we
would continue it, build on it.
The September deadline passed and TANF-ECF wasn’t
extended. That’s water under the bridge. But now you have
another chance: Put yourself in the place of a homeless family,
a long-term unemployed worker and the decision will be clear.
This year, Congress earned base salaries beyond the wildest
dreams of most people. You got retirement plans, health
benefits, foreign travel stipends. Americans might not begrudge
it so much if Congress didn’t seem so tight-fisted with the
allocations when it comes to middle class families and those
who are struggling with economic insecurity. But you can fix
that perception.
The lame duck session will end soon.
It’s not too late for Congress to think like the rest of us;
extend unemployment insurance benefits, restore the TANF
Emergency Contingency Fund – give working Americans a
little hope for the holidays.

that means making a dire economic situation worse.

inadequate to satisfy
those claims, costs, ex-
penses, and allowances.
Claims of the deceased
settlor's creditors are
barred as against the
Trustee and the trust
property unless pre-
sented to the Trustee at

3, 2011 6 months after

action to contest the
validity of this trust must
be commenced by the
earliest of (1) September
23, 2010 (one year from

a copy of the trust instru-
ment and a notice inform-
ing the person of the
trust's existence, the

lowed for commencing a

The Trustee may proceed
to distribute the trust
property in accordance
with the terms of the trust
before the expiration of
the time within which an
action must be com-
menced unless the
Trustee knows of a pend-
ing judicial proceeding
contesting the validity of
the trust or the Trustee
has received notice from
a potential contestant

mences a judicial
proceeding within sixty

search, mentor faculty and trainees, prepare grant applica-
tions, and manage staff and research projects. Faculty
member will be required to have an established research
agenda and a clear potential for external funding, as
appropriate, and potential for scholarship or creative

in the Department of Psychiatry. Additionally, candidate
must have an appropriate level of peer reviewed publica-
tions; excellent organizational, management and oral/
written communication skills; ability to work with multiple
disciplines; familiarity with clinical aspects of child mental

for Psychiatric and Behavioral Genetics is encouraged.
