1. INTRODUCTION
1.1. Project Background
Cairn Oil & Gas (Vedanta Limited) is India’s largest private upstream O&G company
with operating interests in several producing fields in India contributing ~27% of
India’s domestic crude production. Cairn Oil and Gas (Vedanta Limited) is the
operator of the onshore RJ-ON-90/1 block, on behalf of itself and its Joint Venture
(JV) partners Cairn Energy Hydrocarbons Limited (CEHL) and Oil and Natural Gas
Corporation Limited (ONGC), located in Barmer district, in the state of Rajasthan,
India. Cairn Oil & Gas (Vedanta Limited) holds 70% participating interest in the block
which contains 38 major oil and gas discoveries, with significant gas potential in the
southern area and oil in the northern area of the Barmer Basin. Apart from 4 major
discoveries in the basin, viz. MBA (Mangala, Bhagyam & Aishwariya) & RDG
(Raageshwari Deep Gas), remaining 34 discoveries are relatively marginal in nature,
and are geographically widespread across the basin and are under various stages of
execution.
Cairn Oil and Gas (Vedanta Limited) intends to fast track the execution of 14
identified fields in RJ-ON-90/1 block in order to maximize the resource monetization
with cost optimization. To achieve these objectives, Cairn Oil and Gas (Vedanta
Limited) intends to partner with global Oil & Gas Service/EPC companies and/or
consortiums, with capabilities for end to end Integrated Oil well construction
(including but not limited to drilling, completion, frac and associated well services)
and development of surface facilities (including but not limited to well pad, intra-field
network and evacuation facilities / pipeline to designated hook-up point).
Halliburton Offshore Services Inc. (HOSI) has been awarded the Engineering,
Procurement and Construction (EPC) contract for Integrated Field Plan Execution
Services in the identified 14 fields in RJ-ON-90/1 block in Barmer District of
Rajasthan, India. Sparklet Engineers Private Limited (SEPL) is the subcontractor to
Halliburton Offshore Services Inc. for the development of surface facilities in these
fields and Petrocil Engineers and Consultants is the selected engineering partner of
SEPL. Accordingly PETROCIL will carry out the Basic and Detailed Design &
Engineering services including interfacing of all vendor packages along with
procurement support services like RFQ preparation, Technical Bid Evaluation and
Vendor Document Review of identified packages.

1.2. OBJECTIVE
This document provides the observation made during the site survey conducted in
connection with the satellite project.
1.3. SITE SURVEY
The site survey was conducted along with Halliburton, Sparklet representative from
13/05/2019 to 22/05/2019. Representative from cairn side was also present during
site survey. During the site survey the following area are covered:
Day 1: Shakti 1, Shakti 2, Shakti 3
Day 2: KW6, SL-1, KW3
Day 3: GSV, SW1, KAAM-1
Day 4: GUDA SOUTH 7(TYPE 1), GUDA –S2, GUDA 3, GUDA 5
Day 5: GUDA 7, GUDA S1-S3, GUDA-2
Day 6: Tukaram WP-2, Tukaram-2D, Tukaram-1, Raag Oil Stage WP-01
Day 7: Raag Oil Stage WP-03, Raag South 1, Raag South 4, Raag South 3

3. GENERAL SITE OBSERVATION ON GREEN FIELD AREA
 The complete heat tracing package shall be under Vendor scope.
4. GENERAL SITE OBSERVATION ON BROWN FIELD AREA
 As per client instruction, no existing facility except lighting can be utilized for
developing fields (new area). Hence adequacy/spare check is not done for the
existing area.
 Even though no exiting facilities are being used, the survey included a short
visit inside the porta cabin. The substation is elevated to height of around
1.5m, the routing below the substation is through ladder type cable tray. The
same philosophy shall be followed for the new facilities also. In contrast to the
existing installation, as per the standard engineering standard a separate
battery room will be provided which contains battery isolator switch, eye wash
station, exhaust fan and explosion proof light fitting. As per the client
requirement a separate entry with staircase shall be provided for battery room.
 The cable routing shall be through below ground
 The existing LCS found in all well pad is only equipped with a start/ stop push
button, as per discussion with the client the new well pads shall Local/Remote
selected switch installed in the switchgear for controlling the LCS.
 In some area the Lighting DB’s, PDB’s and VFD are located outdoor. But the
preferred arrangement of Lighting DB’s, PDB’s and VFD shall be inside the
substation.
 Even though the light poles are identified in the well pads, It was unable to
identify the details of light (type, wattage etc.) as name plates are not available.
The possibility of coverage of lux level from existing light fitting can be done
only if existing light fittings details are available.
 The existing switchgears are of fixed type, the preferable type shall be of draw
out type.
 Even though IRP is identified in some of the areas, the new facilities does not
envisage any separate IRP’s
5. SITE OBSERVATIONS
5.1. Shakti 1 and Shakti 3
Shakti 1 area was visited along with PEC piping team. Shakti 1 is a green field area.
Diesel bunds are located and the Diesel Generators are tentatively identified near to

this, the Electrical substation can be located near to the Diesel Generator. No other
lighting/other electrical related facility has been identified. Once the plot plan is
released, the locations can be finalized.

5.2. Shakti 2
The site observation for Shakti 2 is same as that of Shakti 1 and Shakti 3 except
lighting for the field. Three number of solar lights have been identified in the area.
No further details of light (type, height etc.) is not available. It is expected that these
lights can be utilized to achieve the required illumination level.

5.3. KW6, SL-1, KW3
The areas KW6, SL-1, KW3 are green field areas, Diesel bunds are located and the
Diesel Generators are tentatively identified near to this, the Electrical substation can
be located near to the Diesel Generator. No other lighting/other electrical related
facility has been identified. Once the plot plan is released, the locations can be
finalized.

5.4. GSV, SW1, KAAM-1
The areas GSV, SW1, KAAM-1 are green field areas, Diesel bunds are located and
the Diesel Generators are tentatively identified near to this, the Electrical substation
can be located near to the Diesel Generator. No other lighting/other electrical related
facility has been identified. Once the plot plan is released, the locations can be
finalized.
5.5. Guda South 7(Type 1), Guda –S2, Guda 3, Guda 5
The areas GUDA SOUTH 7(TYPE 1), GUDA –S2, GUDA 3, and GUDA 5 are green
field areas, Diesel bunds are located and the Diesel Generators are tentatively
identified near to this, the Electrical substation can be located near to the Diesel
Generator. No other lighting/other electrical related facility has been identified. Once
the plot plan is released, the locations can be finalized.
5.6. Guda 7
Guda 7 is a brown field area. Electrical facilities including Generators, electrical

substation, Street lights, Flood lights, earth pits, welding sockets etc. for the existing
area has been identified. It was unable to identify the details of light (type, wattage
etc.) as name plates are not available.

done only if existing light fittings details are available. The cable route markers are not
available, detailed underground survey has to be done for identifying the cable route,
if any details of cable route is required.

5.7. Guda 2
Guda-2 is a brown field area. Light fittings, Lighting DB, earth pits and Local control
station has been identified. Lighting includes flood lights, street light and high mast. It
was unable to identify the details of light (type, wattage etc.) as name plates are not
available.
During the survey it has been observed that Lighting DB and Dry type lighting
transformer has been located outdoor. For the new facilities, the preferred
arrangement shall be inside the substation.

5.9. Tukaram WP-2, Tukaram-2D, Tukaram-1
It is observed during site survey that even though there are existing facilities in Tukaram
WP-2 and Tukaram-1, no electrical facility has been identified. Hence as far as electrical
is concerned everything including power generation, distribution, lighting, earthing and
associated works shall be new. Diesel bund wall has been identified and the location of
Diesel Generators have been tentatively located near to the bund wall. The location of
porta cabin shall be near to the Diesel Generator.

Tukaram-2D is green field and all works shall be commenced after finalizing the plot plan.
5.10. Raag Oil Stage WP-01
Raag Oil Stage WP-01 is a brown field area. The existing area Lighting include street
lights, Floodlights and High mast lights.
