HEALTH

There is one health center in barangay Magcaalam. It is situated beside the Barangay hall. It
caters the health activity of the community, to include among others, as birthing, vaccination for
newly born babies or children. It is also an avenue for dissemination/campaigns on the
promotion of breastfeeding, nutrition education, personal hygiene practices and proper food
preparation.

The health center is run by the barangay government, manned by the Barangay health workers,
Barangay Nutrition Scholar and a midwife detailed by the Local Government Unit of Magpet.

Problems/Issues and Concerns

Among the problems, issues and concern pertaining to health were:

Inadequate medical services and facilities to serve the basic health needs of the
community
Inadequate medical supplies and medicines resulting to poor delivery of basic health
services
Inadequate potable water supply resulting to poor sanitary and personal hygiene
practices, and a prevalence of malnutrition
No existing Botika ng Barangay resulting to non-availability of medicines in times of
emergency and high cost of acquiring the medicines due to additional transportation cost
Lack of funds for the purchase of medicines resulting to the usage of herbal medicines
even on severe illnesses specifically on the level of indigenous peoples living in the
barangay.

Goal

To provide and attain desirable level of basic health services

Objectives

Improve hygiene and sanitation by providing sufficient,clean and safe drinking water.
To provide additional medicine supply and health facilities to attain the fast and quality
health services to its constituent
 Minimized cases of malnutrition by promoting the utilization of indigenous food
resources (vegetables)

Policy Options/Strategies:

Conduct of information campaign on the following:

o health and sanitation
o primary health care concept
o awareness on food values and practices
o utilization of native food resources to fight malnutrition problems
o using of herbal medicine as remedy for illness
Increase efforts in accessing support for all government agencies, people’s organization
(PO), Non government Organizations (NGO) to procure additional medical facilities and
medical supplies.
Allocation of funds from Economic Development Fund for the purchase of medicine
Creation of Botica ng Barangay
Rehabilitation of barangay health center
Fund allocation from the barangay Internal Revenue Allotment (IRA)
Enforce religious information dissemination on health programs and barangay activities
Hasten unity between the community and health personnel and ensure the access of the
people to health services and medical supplies

ECONOMIC

A. Agriculture

Farming is one of the biggest economic activity of barangay Magcaalam. A total of 82 percent
(630.58 hectares) is utilized in farming of Tiger grass (Tahiti) coconut, banana, rubber, coffee
and varieties of high value commercial crops. Most of the people’s income comes from
agricultural activities, through its best climatic condition, abundant of water sources and the
fertile soil.
Problems issues and concerns

Farmers are lack of training of training in order to compete with new technology in
farming system
Inadequate capital for the application of modern technology and practices
Some farmers are still practicing mono-cropping and its cause low income
Poor road condition of farm to market road
Lack of post harvest facilities such as dryers
No barangay nursery of rubber and fruit trees as livelihood program of the farmers
Farmers association was inactive to perform their task

Goal

To alleviate poverty and empower people for sustaining agricultural development.

Objectives

To increase farm productivity and income

To educate farmers through capability building, trainings to introduced new system and
advanced technology of farming.
To have a sustainable program for framers and education for better agricultural methods
and strategies.

Policy option and strategies

Increase effort in accessing government line agencies to support the farm to market road
and post harvest facilities.
The BLGU should allocate fund to the farmers association to strengthen, and support for
the livelihood program which is barangay nursery.
Coordinate with the government agencies for agricultural trainings in advanced system of
farming.

B. INFRASTRUCTURE
Barangay Magcaalam in one of the most accessible barangay in town brought about by concrete
single lane road traversing Barangay Poblacion-Tagbac and Magcaalam from the Magpet Rural
Development Program of the Local Government of Magpet.

It is abundant iun term of water supply, in fact the main source of the Magpet Water Works and
Services (MWWS) an income generating program run by the LGU.

Provision of road concrete canal (Sitio Tagibaka – Brgy.proper)

No office for all existing organizations in the barangay, like BAWASA, KALIPI, and

Need for construction of line ditch canal in the main road

To gradually make roads passable and accessible for easy transportation of product,
water system and function buildings for easier way of living life with the community.
To provide clean and safe drinking water to barangay constituent
To provide buildings in all concern sectors specially to Indigenous people.

Policy Options and Strategies

Established linkage with MLGU/PLGU for road rehabilitation and maintenance

Allocate fund from BLGU for FMR maintenance
Barangay resolution requesting all residents to observe and participate in the maintenance
of canal in front of their houses.
Increase efforts in accessing support for all government agencies, PO, and NGO for the
construction of buildings, and water system.

Barangay Magcaalam is generally a pleasant place to live in, and relatively a peaceful barangay
where there is no incidents of armed conflict.

INDIGENOUS PEOPLE

Thirty nine percent (407) of the total population of Barangay Magcaalam was an Indigenous
people as categorized the Obo- Manobo tribe which is situated in sitio Highlander,Kaun-nod,
Pidlanan, Malinao, Kalayaan and Kulambogan.

 To preserved all traditional and cultural activity of the Indigenous people
To preserved the rich culture, tradition and beliefs of IP’s
To develop harmonious relationship between the tribal people and visayan settlers of the
barangay and ensure availability of social programs for their welfare

ENVIRONMENTAL MANAGEMENT

Barangay Magcaalam is abundant of water supply, we can see the unwavering Pidlanan Water
Falls as one of the local tourist destination and the watershed that supplies the Magpet Water
Works System and benefited by the resident of the low-lying areas of the municipality of
Magpet.

To promote an efficient and judicious use of natural resources to balance present and
future requirements
To maintain ecological balance in watershed area
Construction of infrastructure tourism support facilities
Development of tourism area in sustainable manner
To provide employment opportunities through tourism activity

Lack of sustainable measure for environmental protection

Poor implementation of ordinance in cutting of natural tree
Environmental programs are given less priority
Lack of facilities to garbage collection
No proper waste disposal program

Tree planting activities at watershed shall be the priority programs of BLGU
