History of ROTC

According to pampubliko news (2016) newspaper ROTC began in the Philippines in 1912,
when the Philippines Constabulary commence military instruction at the University of the
Philippines. Where the first official ROTC unit established at UP in 1922. In February 8,
1967, President Ferdinand Marcos revoked the executive order no. 207 of 1939 declares that
the Executive Order No. 59 in its place. This executive order was made compulsory for ROTC
in college, universities and other educational institution with at least 250 students. In the
year 1980, Marcos also declare Presidential Decree 1706, also called as “ National Service
Law” which made national service with 3 categories which is the civic welfare services, law
enforcement services and military services mandatory for all Filipino citizens.
In 1991, the congress passed RA 7077, the Citizen Armed Forces of the Philippines
Reservist Act. Sections 38 and 39 of this law mandated compulsory military education for
two years (Basic ROTC) for all college students, while an additional two years of ROTC
programming (Advance ROTC) was optional. The basic philosophy of these acts was a belief
in the role of Filipinos to be both citizen and soldier.

According to Piñol(2017) The President approved the comeback of Reserve Officer


Training Corpse after thorough discussion with the cabinet members and he said that the
proposal will be directed to congress and senate and confirm as urgent by President Duterte.
Secretary of Defense Delfin Lorenzana also present revision of Republic Act 7077 or the
“Citizen Armed Forces of the Philippines Reservist Act”this republic act wants ROTC to be
mandatory。

According to Coz (2016) The Reserve Officer Training Corps was made non compulsory in 2002 after
then President Gloria Arroyo put an end to mandatory ROTC because of irregularities and abuses and
change it with the NATIONAL SERVICE TRAINING PROGRAM or NSTP law. College students can
choose between ROTC, Civic Welfare Training (CWTS) and Literacy Training Service (LTS)

According to Wenceslao (2017) The end of mandatory ROTC began when two college student published a
special report in the Varsitarian, the student publication of the University of Sto. Tomas (UST), they
revealed on in their school’s ROTC program. One of the student behind it is Mark Welson Chua. In March
2001 , Chua was kidnapped and abused inside UST’s Department of Military Science and Tactics Office.
His body was found after three days, He was found floating in Pasig River his hand and feet were tied up
and his head were wrapped by a duct tape. His body was rolled in a carpet. After some investigations the
members of the training staff of the ROTC unit in UST was convicted for the killing. But they also found
out even before the case of Mark Chua, there are complaints of corruption and abuse, including the hazing
had been practice throughout the years in our country.

ROTC to include in the Curriculum of Senior High


According to AFP spokesperson Brig. Gen. Restitutu Padilla (2016) the military requesting the Dept. of

Education (DEPED) to add the ROTC in the curriculum of the senior high。 He justify that after

graduating senior high school the students are already qualified of enrolling in a military course, they
should be given a chance to apply as a soldier not only to be employed. He also state that if the students
understand the reason of the ROTC, they will learn basic life support, basic-life saving skills, basic self
defense and other security functions in the training in military.

According to Macon(2019) one of the reasons why mandatory ROTC’s revival should be
reimplemented because of china conquering our island which is the Spratly Island . Senator
Richard Gordon (2019) he will renew his proposal to revival of mandatory ROTC for us to be
prepared if China attacks, the philippines are being challenged right now and we should be
prepared he said. GMA reporter/analyst Richard Heydarian said the country’s effort to have
friendly ties with China does not work because there is still a continued presence of Chinese
vessels in the Spratly Islands. Another reason is as stated by Panelo (2016) the reason why
president Duterte support resurgence of mandatory ROTC because the youth seems to have
no discipline and they get addicted to drugs, and because of that the patriotism between
the younger generation slowly disappearing.
