1. INTRODUCTION
This document describes synthetically the Merchandise Group:
FMTR01 - ROTATING HYDRAULIC MACHINERY FOR HYDROELECTRIC POWER PLANTS
(TURBINES, REVERSIBLE TURBINES AND PUMPS) and defines the technical and basic quality
requirements that the Suppliers and Contractors must possess in order to be included in the
list of qualified suppliers of the ENEL Group.
Hereinafter, all the prescriptions for Suppliers are applicable also to Contractors.

2. MERCHANDISE GROUP DESCRIPTION


The qualification referred to the Merchandise Group under examination is divided into two
sectors:
 Sector “A” for supply / supply and installation of complete turbines for
hydroelectric power plants of all types of operating principles and construction
(Pelton, Francis, Kaplan, Bulb, others), reversible turbines and pumps.
The suppliers qualified for this Sector “A” are automatically qualified for the
following Sector “B”, corresponding in terms of power and types, with the
procedures listed at par. 4.1.3 item a).
 Sector “B” for supply of main spare parts (runner blades, wicket gates, runner
hubs, complete runner as a spare part) for hydroelectric power plants of all types
of operating principles and construction.
The suppliers qualified for this Sector “B” are qualified in terms of maximum power
and operating principles as provided in paragraph 4.1.
As a rule, are included in the supply the following supplies and services:
 basic engineering (valid for all the sectors);
 workshop activities (valid for all the sectors);
 tests and inspections in the workshop (valid for all the sectors);
 packaging and transport (valid for all the sectors);
 dismantling and assembly, test and commissioning in the plant (valid for all the
sectors);
 supply of technical documentation (valid for all the sectors);
 spare parts supply (valid for all the sectors);
 technical assistance service for warranty interventions (valid for all the sectors).

3. MAIN TECHNICAL SPECIFICATONS


The technical specifications and Standard prescriptions applicable to the design,
manufacture, workshop tests and functional tests of hydraulic machinery are detailed in the
technical specifications that ENEL will provide during the Tender Request. In general, the
Standards reference are those provided by existing international and local Standards and
Regulations.

4. QUALIFICATION REQUIREMENTS
Below are listed the main technical, organizational and quality requirements necessary to be
included in the list of ENEL suppliers related to the Merchandise Group in object.

4.1. SUPPLY REQUIREMENTS

4.1.1. General
Supplies mentioned as references, for the purposes of qualification, must be in operation
since at least one year, with full satisfaction by the customer.
Will be accepted as references the supplies made both for ENEL and for third parties.
For each sector (see paragraph 2), there is a threshold of generated power (mechanical
output power) with the requirements listed in paragraphs 4.1.2 and 4.1.3.
A qualified Supplier can raise the threshold of power by submitting to ENEL new references,
once provided all the requirements of the present Merchandise Group.

4.1.2. Sector “A” Hydraulic machinery complete with P ≥ 10 MW


a) The Supplier must be a manufacturer of hydraulic machinery;
b) the Supplier must provide a reference list of machines designed, manufactured and
installed for the type of machine(s) for which the qualification is required;
c) for each type of machine, the maximum power of the machine for which the Supplier
can be contacted will be set equal to the maximum power detected by the complete
list of references;
d) with reference to the type of machine for which the qualification is required, the
Supplier must have provided at least one machine in the last 10 (ten) years;
e) the Supplier must provide documentation of at least one measurement at the power
plant (present in the list of references, independently from the type of machine)
stating the guaranteed performance of power and efficiency.
For powers lower than 10 MW, the Supplier must refer to the Merchandise Group FMGE30:
"Hydroelectric generation unit up to 10 MVA”.

4.1.3. Sector “B” Spare parts with P ≥ 10 MW and P < 10 MW


a) The qualified Supplier for the Sector “A” will be automatically qualified for the Sector
“B”, for the same power and type of machine of sector A;
b) the Supplier must provide a reference list of complete spare runners;
c) for each type of machine, the maximum power of the machine for which the Supplier
can be contacted will be set equal to the maximum power of the supplied runner of
which documentation related to performance tests is submitted;
d) with reference to the type of machine for which the qualification is required, the
Supplier must have provided at least one complete runner in the last 10 (ten)
years;
e) the Supplier must provide documentation of at least one measurement at the power
plant (present in the list of references, independently from the type of machine)
stating the guaranteed performance of power and efficiency.
For power P<1 MW, documentation of the efficiency and power measured in the power plant
is not required.

4.2. HEALTH & SAFETY SYSTEM REQUIREMENTS


The Supplier, regarding supplies and installations or contracts for work at ENEL power plants,
must ensure and document its Health and Safety management system by submitting the
following information:
 existence of an organizational structure with a description of the roles of various
actors involved and any resulting certification of the Safety management system;
 number of accident phenomenon in the last 5 years.

4.3. QUALITY SYSTEM ADOPTION


The Supplier must adopt a Quality system in compliance with ISO 9001 in its last version and
the certification by an accreditation body will be sufficient proof of the adequacy of the Quality
System.

4.4. SUPPLIER ENGINEERING ORGANIZATION


Existence of a structure of preliminary and detailed design, with staff (at least 3 people of
which at least 1 internal) and IT facilities adequate to ensure the development,
industrialization, any updates of products and production processes. The Supplier must
declare, besides the consistency of the staff and the IT facilities, if the structure is internal
or external (in the second case, should also be given a list of structures which can be used).

4.5. SUPPLIER MANAGEMENT ORGANIZATION


Existence of an internal management structure (with at least 1 employee) to ensure over
time the planning, coordination and control over the activities of manufacturing and
installation.

4.6. SUPPLIER HUMAN RESOURCES


Existence of an adequate workforce (specifying also the number of resources allocated to
each activity):
a) manufacturing referred to components made on one’s own (at least 3 employees);
b) specification and testing of components made by sub-contractors;
c) assembly of sub-assemblies that constitute the elements of supply (at least 3
employees);
d) acceptance tests of the supplies (at least 2 employees);
e) assembly (at least 3 employees);
f) field test and commissioning (at least 3 employees);
g) post-delivery assistance.

4.7. SUPPLIER PRODUCTIVE RESOURCES


Existence and adequacy of the machinery, equipment and production processes of the plants
involved in the production and assembly of sub-assemblies forming the elements of supply.

The Supplier must declare, besides the type and number of machines / equipment and plants
concerned with the production and assembly of sub-assemblies, if the structure is internal or
external (in the second case, should also be given a list of structures which can be used).

4.8. SUPPLIER QUALITY CONTROL RESOURCES


Existence and adequacy of equipment, tools and control procedures for carrying out the tests
and field tests required for acceptance of supplies, specifying whether those resources are
internal or external; in the second case, should also be given a list of structures which can
be used.
Organizational structures and resources referred to points 4.2, 4.3, 4.4 and 4.6 b) f) g)
must be in force to the Supplier only or, in case of ATI / RTI, at least to the Mandatory.

5. FURTHER CONSIDERATIONS ABOUT THE QUALIFICATION REQUIREMENTS


Requirements that will be considered of greater value, with reference to paragraph 4.1 in the
declaration of full satisfaction by the client (*), are also an indication of:
a) the number of unavailability detected in at least one year of operation, due to
anomalies of components (accidental) that involve longer than 5 consecutive days;
b) the number of inspections provided by the Supplier (planned unavailability) that
involve shorter than 5 consecutive days;
c) the availability of inspections of the supplies already installed;
d) references that refer to ENEL power plants;
e) with respect to paragraphs 4.4, 4.7 and 4.8 the use of internal or external structures
with long term work relationship.
(*) The statements must be produced on letterhead of the Company, signed by a
legal representative and with a valid identification document attached.
