II. COURSE TITLE : FOUNDATIONS OF DISASTER MANAGEMENT AND GOVERNANCE

COURSE DESCRIPTION:

The Programme has been framed with an intention to provide a general concept in the dimensions of disasters
caused by nature beyond human control as well as the disasters and environmental hazards induced by human activities
with emphasis on Natural disaster, Man-made disaster, Application of GIS and ICT in Preparedness, Response,
Rehabilitation and Recovery. This course objective is to meet the needs of people involved in disaster management for
both sudden-onset natural disasters.

This course is student research-led teaching, seminar type and is interactive using power points for each in-class
session. The course uses a substantial number of case studies from around the world to give students a grounded
experience on Disaster Management.

This course is designed to provide students with the necessary foundations to achieve the following
objectives:
1. To provide basic conceptual understanding of disasters and its relationships with development.
2. To gain understand approaches of Disaster Risk Reduction (DRR) and the relationship between
vulnerability, disasters, disaster prevention and risk reduction.
3. To provide students an exposure to disasters, their significance and types.
4. To ensure that students begin to understand the relationship between vulnerability, disasters, disaster
prevention and risk reduction
5. To gain a preliminary understanding of approaches of Disaster Risk Reduction (DRR)
6. To enhance awareness of institutional processes in the country and
7. To develop rudimentary ability to respond to their surroundings with potential disaster response in areas
where they live, with due sensitivity

Topic 2: Geographical Information System and IT in Disaster Management

Topic 3: Risk Assessment and Vulnerability Analysis

Topic 4: Disaster Preparedness and Response

Topic 5: Recovery, Rehabilitation and Reconstruction

Topic 6: Reporting, Information and Documentation in Disasters/PROJECT

Topic 7: E-Governance and Emerging technology in Disaster Management

Topic 8: Community Linkage in Disaster Management

Topic 9: Case Studies in Disaster Management


Academic Paper requirements:

The following are the academic paper requirements. These papers shall compensate the non-contact meetings as
approved by the University of Baguio with their respective no. of hours indicated below.

The papers shall be graded based on the class INSTRUCTIONS given by the facilitator.

1. Legal issues in disaster management

2. Social services in disaster situations

3. Politics and disaster management

4. The sendai framework for disaster risk reduction 2015-2030

5. Philippine disaster reduction and management act (ra 10121)

6. Philippines: national disaster risk reduction and management framework

Paper format:
1. 2. Font style will be Aerial. Font size will be 10.
2. Margin will be 1 inch at all sides.
3. Use short bond paper. Spacing will be 1.5.

III. REQUIREMENTS OF THE COURSE:


Every student shall comply with the following basic requirements for the completion of the course:
1. Complete attendance;
2. Individual report/Seminar type;
3. Reaction paper/ Research assignments/quiz;
4. Class public lecture/seminar/symposium;
5. Compiled reports and academic papers; and
6. Midterm and Final Examinations.
