Course Outcomes: Through this course students should be able to

CO1 :: define the concepts and significance of ICT for governance.

CO2 :: memorize theoretical framework of ICT in development.

CO3 :: recall institutional structure for initiating ICT projects in India.

CO4 :: identify relevant ICT projects and reforms in governance.

CO5 :: research on multiple sectors of ICT interventions.

CO6 :: discuss issues and challenges facing ICT implementation in local governance.

Unit I
ICT in governance: concept and significance : concept of IT to ICT, international trends and
policies, open and accountable development using ICTs, focal domains of ICT in governance, e-
administration, information and communications for urban development, e-citizens, e-services, e-
society
Unit II
Theoretical framework : 6C model, e-governance maturity model, e-readiness framework, design
reality gaps, the ICT4D cube, core principles of ICT projects
Unit III
Governance framework: Indian context : institutional structure, department of electronics, NIC,
union ministry of IT, ministry of communications and IT, IT act 2000, national e-governance plan,
strategy approach and methodology of NeGP, institutional structure and common infrastructure,
mission mode projects, PPP, UID, myGov web portal, G2C initiatives, computerisation of land records,
project bhoomi, gyandoot, lokvani, FRIENDS, eMitra, MeeSeva, project saukharyam, G2G initiatives,
khajane project, SmartGov, G2B initiatives, e-procurement projects in Andhra Pradesh Gujarat,

Unit IV
ICT reforms in governance : building a congenial environment, identification of ICT projects and
prioritisation, business process reengineering, capacity building and creating awareness, developing
technological solutions, change management, administrative culture, monitoring and evaluation,
institutional framework for coordination, sharing of resources and information, knowledge
management
Unit V
Areas of ICT interventions : civic engagement, poverty and ICT, education and ICT, health and
ICT, gender equality and ICT, people with disabilities, climate change, literacy and skills development,
promoting ICT innovation for growth, job and competitiveness, role of scientific institutions for
governance and development
Unit VI
Managing interfaces in ICT : cyber security, surveillance, cyber crimes, socio-economic issues,
capacity building, socio political implications of e-governance, issues of integration, knowledge based
societies, digitally divided societies
